Agenda Item No. 3 South Mid Sussex County Local Committee 26 November 2013 – At a meeting of the Committee held at 7pm, Downlands Community School, Dale Avenue, Hassocks, BN6 8LP Present: Mr Barrett-Miles, Mr Griffiths (Chairman), Mrs Jones and Mr Petch. Welcome and Introductions 57. The Headteacher of Downlands Community School welcomed the Committee to the school. 58. The Chairman invited members of the Committee to introduce themselves and welcomed all to the meeting. Declarations of Interest 59. None Minutes 60. Resolved – that the minutes of the meeting of the Committee held on 10 September 2013 be approved as a correct record and that they be signed by the Chairman. Urgent Matters 61. None Progress Statement 62. The Principal Community Officer informed members that of the six parishes within the South Mid Sussex CLC area that had applied for Operation Watershed funding, Albourne, Poynings, Fulking and Twineham and Pyecombe had been successful and total allocations amounted to £50-60k. The successful parish councils would now work with their contractor of choice to deliver the works. Bolney Parish Council, which had been unsuccessful, was currently revising its application prior to resubmission. 63. The Principal Community Officer provided members with updates for currently progressing TROs in the CLC area in advance of setting Traffic Regulation Order priorities at the Committee’s next meeting. He also informed members that across the county a number of school safety zones were currently unenforceable and that officers were currently consulting on how these TROs would be delivered. Talk with Us Open Forum 64. The Chairman invited questions and comments from members of the public, which included: • A local resident sought the Committee’s support for traffic calming measures in Keymer, which were required owing to speeding vehicles and the potentially dangerous road layout. – The Principal Community Officer responded that speed counter data was currently being obtained and would be provided to members once analysis had been concluded. The local Member (Hassocks and Victoria) undertook to provide members with further information regarding the community’s concerns. • A local resident raised several concerns, including: - The likely impact of additional traffic at the Stonepound Crossroads as a result of the recently submitted planning application for 100 homes at Hamfields. - Queried the adequacy of the developers assessment of the archaeological impact of development at Hamfields, which was based on a 25 year old study given that remains had been found locally. - Expressed disappointment with the outcome of the meeting between local residents and Mid Sussex District Council officers to discuss air pollution (Agenda Item 4, September Minute 37). He queried the District Council’s methodology used to justify air quality and stated that the Hamfield’s development would further increase air pollution at the Stonepound Crossroads. – The Chairman responded that he was very aware of the concerns of local residents and Hurstpierpoint Parish Council regarding the potential impacts of the proposed development and that the Committee would continue to monitor the situation. He stated that the County Archaelogist had confirmed that the archaeological study was being updated. • The President of the South Bank Resident Association submitted a petition and spoke in support of a pedestrian crossing at a local crossroads. – The Principal Community Officer confirmed that this had been included in the Community Issues list and would be considered for prioritisation in the Infrastructure Plan at a future meeting. Community Initative Funding 65. The Committee considered a report by the Head of Law and Governance (copy appended to the signed minutes) which detailed applications for Community Initiative Funding. The Committee debated the respective merits of the projects for which funding was sought. 66. Members noted that the Committee had previously agreed an informal upper limit for applications of £2,500. Members decided not to formalise this arrangement and agreed that there would be no upper limit on applications. 67. Resolved that the following awards were made: • 156/SMS Burgess Hill Rugby Football Club, £3,500, towards coach hire and equipment to promote Tag Rugby to children. Members acknowledged that the Club had originally applied for £4,500 and agreed to increase the sum awarded by £1,000 owing to the demonstrated level of community-need for the project and the level of match-funding committed by the applicant. • 160/SMS Sayers Common Petanque and Boules Club, £3,000, for the construction of a pitch with seating and tree planting to provide shade. Members acknowledged that the Club had originally applied for £3,500 and agreed to increase the sum awarded by £500 as the applicant agreed to provide additional match-funding to ensure the project was completed. Authority School Governors 68. The Committee considered a report by the Director of Communities Commissioning (copy attached to the signed minutes). 69. Resolved – that the South Mid Sussex County Local Committee make the following appointments and reapointments: a) Appointments: Mrs D Torde-Gaskin to St Wilfrid’s Primary BH School for a four year term. Mrs Sasha O’Connor to Southway Junior School – Burgess Hill for a four year term. Miss Joanne Carolyn Richardson to Sheddingdean CP School for a three year term. b) Reappointments Mr P D King to Hassocks Infant School for a four year term Mr C Grose to St Lawrence CEP School for a four year term Mrs S Bunn to Twineham CEP School for a four year term Date of Next Meeting 70.
