Government Order No. S-6~ -Home of2016 Dated: I, .09.2016 Whereas, Director General of Police, J&K , vide communication No. CB/GAZ/0l/2014-541 dated 12.03.2014, recommended initiation of departmental enquiry against Shri Farooq Ahmad Reshi, DySP, DySP IRP 3rd Bn the then DySP Traffic Kulgam /Qazigund, for lack of professionalism, grave misconduct, disobedience of orders, dereliction of duty, poor supervision over his subordinate staff in an instance of misregulation of traffic on Jammu Srinagar National Highway; and Whereas, the recommendation of DGP was considered and the Competent Authority decided to initiate regular departmental action against Shri Farooq Ahmad Reshi ; and Whereas, a Memorandum of Articles of Charge alongwith Statement of Imputation was served to Shri Farooq Ahmad Reshi, DySP, IRP 3rd Bn the then DySP Traffic Kulgam /Qazigund, vide this department's No. Home/GazIDE/23/2014/3244 dated 19-6-2014; and Whereas, Shri Farooq Ahmad Reshi, DySP, submitted his reply to the chargesheet on 21.07.2014, in which he stated that he had not done anything with malafide intentions; and Whereas, the Government, vide Government Order No 462-Home of 2014 dated 11.10.2014, appointed Shri S. Ahfadul Mujtaba, IPS, the then DIG, CKR Srinagar (Now , IGP, Director SSG, J&K Srinagar) as Inquiry Officer to conduct an enquiry into the charges framed against Shri Farooq ~t Ahmad Reshi, DySP; and Whereas, the inquiry officer submitted his report to the Home Department on 20.06.2016 in which he has, inter-alia, observed that there could be an error of judgment on the part of delinquent officer, however, no malice or ill will could be proved on the part of the delinquent officer;. and Whereas, the report of the enquiry officer was placed before the Competent Authority, who in light of the conclusions of the Enquiry Officer, has decided to drop the charges against the delinquent officer and warn him to remain careful in future while discharging official duties. Now, therefore, the departmental enquiry instituted against Shri Farooq Ahmad Reshi, DySP IRP 3rd Bn, the then DySP Traffic Kulgam /Qazigund ordered vide Government Order No. 462-Home of 2014 dated 11.10.2014 is hereby closed and the charges dropped. ABSTRACT Kashmir valley which is functionally a city-centered region, for the geographical, historical, socio-economic forces of urbanization have shaped and contributed to the emergence of urban primacy of Srinagar city. Being the single largest city, Srinagar constitutes around two-third of the state's urban population. The socio-cultural artifacts of Srinagar city is the accretion of a long period of time as over a period of six hundred years or so, the city has cradled itself between the hills of Hariparbat (Hawal) and Shankaracharya (Dalgate) along the banks of the river Jhelum. The present city thus stands as a mirror to reflect the complex historical background of the various stages which it has passed through. Srinagar City has grown enormously in the last twenty years. Apropos to this, the present study tries to analyse and examine the spatial, socio- economic, historical and related characteristics of the Srinagar metropolis- the Heart of Valley. The authors suggested some revival measures for better urban management of the historic Srinagar city.     DISTRICT BUDGAM - A PROFILE Budgam is one of the youngest districts of J&K, carved out as it was from the erstwhile District Srinagar in 1979. Situated at an average height of 5,281 feet above sea-level and at the 34°00´.54´´ N. Latitude and 74°.43´11´´ E. Longitude., the district was known as Deedmarbag in ancient times. The topography of the district is mixed with both mountainous and plain areas. The climate is of the temperate type with the upper-reaches receiving heavy snowfall in winter. The average annual rainfall of the district is 585 mm. While the southern and south-western parts are mostly hilly, the eastern and northern parts of the district are plain. The average height of the mountains is 1,610 m and the total area under forest cover is 477 sq. km. The soil is loose and mostly denuded karewas dot the landscape. Comprising Three Sub-Divisions - Beerwah, Chadoora and Khansahib; Nine Tehsils - Budgam, Beerwah, B.K.Pora, Chadoora, Charisharief, Khag, Khansahib, Magam and Narbal; the district has been divided into seventeen blocks namely Beerwah, Budgam, B.K.Pora, Chadoora, ChrariSharief, Khag, Khansahib, Nagam, Narbal, Pakherpoa, Parnewa, Rathsun, Soibugh, Sukhnag, Surasyar, S.K.Pora and Waterhail which serve as prime units of economic development. Department of Zoology, University of Kashmir, Srinagar, (J&K), India ***Department of Entomology, Punjab Agricultural University, Ludhiana, (PB), India ABSTRACT: The survey-cum-collection tour were undertaken in the Kupwara district of J&K from 2007- 2009 to know the butterfly fauna of the area, highlighting their month wise distribution, seasonal distribution, and flight period and other bio-ecological components. Thirty six species of butterflies belongs to 8 families and 30 genera were collected. The butterfly activity was observed from March to November and the highest abundance was in summer season (June-August) whereas there was no butterfly activity in winter (December-February). The most dominant family was Nymphalidae followed by Pieridae, Satyridae and Lycaenidae. Highest distribution was observed in habitats like forests, hilly areas, gardens near forests in areas like Batpora (Magam), Drugmulla, Karnah, Langate, Lolab Valley, Mawar, Panzgam, Rajwar, Trehgam, and Villgam. The other floral and faunal elements of the area need to be studied so that the biodiversity of the area can be compiled and documented.
