Case, PE, PhD REPORT DATE November 2019 ABSTRACT The “Birthplace of America Trail Study” (2017) evaluated prior bicycle and pedestrian plans and studies in the regions, considered potential route alternatives and identified the recommended routes for the two Birthplace paths. To further the construction of the Birthplace of America Trail, HRTPO staff categorized sections of the Birthplace of America Trail study as Unfunded, Funded, Interim and Complete. The purpose of this report is to draw the public’s attention to the last two types of sections (increasing usage), and to draw the government’s attention to the first type of segments (increasing likelihood of funding construction). The “Birthplace of America Trail Study” (completed in 2017) evaluated prior bicycle and pedestrian plans and studies in the regions, considered potential route alternatives, and identified the recommended routes for the two Birthplace paths (Map 1). The Birthplace of America Trail, when completed, will total 93 miles across 8 jurisdictions. In order to further the construction of the Birthplace of America Trail, this report identifies segments as: a) Unfunded, b) Funded, c) Interim, d) Complete, drawing the public’s attention to the last two types of segments to increase usage of them, and drawing governments’ attention to the first two types of segments to increase the likelihood of funding construction of them via joint highway-path projects or stand-alone path projects. Map 1 Recommended routes for the Birthplace of America Trail Source: Birthplace of America Trail Study, 2017 2 Figure 1 shows the planned mileage of the Birthplace Trail, per locality. 20 18 17.1 16 15.3 14.1 14 12.5 12.7 11.9 12 10 8 6 4.9 4.7 4 2 0 Figure 1 Birthplace mileage per locality Source: HRTPO, 2019 It can be discerned from Figure 1 that Isle of Wight County has the highest mileage of Birthplace trail (17.1 miles) followed by Suffolk (15.3 miles), Surry County (14.1 miles), York County (12.7 miles), James City County (12.5 miles), Hampton (11.9 miles), Newport News (4.9 miles), and Williamsburg (4.7 miles). 3 Methodology HRTPO staff divided initial sections from the Birthplace of America Trail Study1 in order to differentiate between: 1. Unfunded sections 2. Funded sections 3. Interim sections 4. Complete sections HRTPO staff conducted map and field observations of all sections, placing information in the following database (Table 1). The database was used to produce maps of Birthplace of America Trail sections and charts showing how much of the trail is unfunded, funded, interim or complete by locality and in total. “Complete” sections were defined as paved shared-use paths with a minimum width of 8 ft.
