The Singapore Scout Association, formely known as the Boy Scouts Association, was constituted under the powers granted by the Royal Charter issued under the hand of King George V dated 4th January 1912, and the Boy Scouts Association Act (Cap 26 Singapore Statue, 1985 Revised Edition) having the force of law in Singapore. It is registered (No. 0196) as a Charity under the Charities Act, 1982 with effect from 29th June 1985. PRESIDENT’S MESSAGE

The Singapore Scout Association celebrated 100 years of Scouting in Singapore in 2010. In the best traditions of Scouting, SSA focused on the Scouting Method and Duty to God, Country, Others and Self. The past year was indeed a busy year and the Singapore Scout Association successfully organised various events and programmes to commemorate our 100th Anniversary.

Our celebrations began with the Centennial Dinner in which Senior Minister Goh Chok Tong, a prominent scout leader during his school days, honoured us by gracing the occasion as our Guest-of-Honour on 27 February 2010. More than 1,000 scouts, spanning the generations, attended the dinner. It was indeed a great opportunity to meet old patrol and troop mates and to re-establish scouting friendships lost over the years. The Singapore Scout Association was given the rare honour of naming an orchid to mark our 100th anniversary at the dinner. SM Goh unveiled the orchid named “Dendrobium, Singapore Scouts”.

The second event was the staging of the Centennial Scout Rally at Hwa Chong Mr Noel Hon Chia Chun Institution on May 22, 2010. Over 5000 scouts and their family members attended JP, BBM (L), BBM the rally. Deputy Prime Minister Teo Chee Hean graced the occasion as our Guest-of- Honour. The Rally was co-hosted by the Hwa Chong Scout Guild Chapter and SSA. President One of the highlights of the Rally was the launching of the “Scout’s Knot” to remind Singapore Scout Association scouts of their responsibility to do a “good turn a day”.

The official launching of the Scout Discovery Centre by Dr Vivian Balakrishnan, Minister for Community Development, Youth and Sports was held on 4 September. Hailed as the first of its kind in Asia Pacific Region (APR), the Centre boasts exhibits and artifacts dating back to the days of the inception of the movement. It is supported under the National Heritage Board’s Heritage Industry Incentive Programme (Hi2P). This Centre will form the basis of permanent scouting displays and exhibits and I am confident that the number of exhibits will grow over the years when scouts contribute their precious mementos to be shares by all. This centre was made possible by a substantial donation from the Lo Foundation and I would like to record our thanks to the Foundation for their generosity.

As part of the Centennial celebrations, SSA commissioned a book titled “100 Years of Adventure“. This was officially launched by our Chief Scout, HE President SR Nathan, on 20 September at the Istana. This commemorative book is a pictorial account of the activities of the Scout Movement in Singapore over the years. The Book was designed to generate maximum visual impact, while capturing as comprehensively as possible, 100 years of scouting activities. Photographs, some dating to the early 1900s, have been extensively used in the Centennial Book. This publication is supported by the National Heritage Board.

The finale of the Centennial Celebrations was our National Jamboree, Jamb 100. This was held in conjunction with the third ASEAN Jamboree. Jam 100 attracted over 2,300 participants from Singapore and overseas. In particular, we had strong representation from National Scout Organizations from ASEAN. Besides the usual scouts, members of other unformed groups also participated in the jamboree, making it a truly national youth event. Some 7,000 family members and friends of scouts, including visitors from foreign NSOs, thronged the campsites during the Opening Ceremony.

Our Guest-of-Honour, Chief Scout President SR Nathan kindly officiated at the Opening Ceremony on Sunday 5th December 2010 at our Sarimbun Scout Camp.

In keeping with tradition, an International Night and a Closing Ceremony were also staged. Our Guest-of -Honours at the other two events are:

a) International Night, Assoc Prof Koo Tsai Kee Minister of State (Defence) on Tuesday 7th December 2010.

b) Closing ceremony graced by Dr. Ng Eng Hen, Minister for Education on Wednesday 8th December 2010. Dr. Ng gave a moving and inspiring speech at the Closing Ceremony. 6 President’s Message

As it was also the 3rd ASEAN Jamboree, I am glad to note that over 900 participants from 8 NSOs within ASEAN actively participated in the jamboree. Another 62 participants hailed from APR region and beyond. Apart from promoting the spirit of scouting, Jam 100’s other objectives are to promote an ASEAN identity, environmental sustainability, and the building of a caring society. This is consistent with the global dimensions of scouting. The jamboree helped to promote a culture of peace and developed harmonious relations among people across national boundaries.

While building up the movement over the last 100 years has been challenging, it will be even more challenging for the Scout Movement to remain relevant to our youth in our rapidly changing society and to continue to attract new and more members from our community.

The SSA will need to continue to reinvent itself in order to strive towards our vision of being a relevant and contributing, uniformed organization.

Indeed the success of SSA depends on our volunteers who saw the Movement through many turbulent times in its 100-year history. I would like to commend our Volunteers (Scout Council Members, Commissioners, Scout Guild Members and Adult Leaders) who have made selfless sacrifices and commitment and, who remained with the movement through “thick and thin”. The success of Scouting in Singapore is indeed your success.

To our donors, sponsors, partners and well wishers, I would like to express our deep gratitude for all their support, blessings and generosity.

Let us continue to work together as a team and leave this world a little better than when we found it.

CHIEF COMMISSIONER’S MESSAGE

Dear Fellow Scouts,

Last year we celebrated 100 years of Scouting in Singapore. We had an exhilarating time, with a range of exciting events and activities culminating in an international jamboree which saw a record number of participants in the 6-day event.

A 100th year birthday is a good time for reminiscence, but it must also be a time for looking ahead. In order to continue the adventure for the next hundred years, we need to innovate and make Scouting relevant and interesting to the current generation of youths.

2011 is the first of the next 100 years. Standing on what had been achieved, it is time for us to look forward to greater heights for the movement. We must plan strategically to position ourselves as a premier youth movement that meets the needs of young people as well as the local and international community. The Ministry of Education has great plans to change the educational landscape and help the students do better Mr Tan Cheng Kiong not only academically, but also socially and emotionally, as well as to be able to achieve success in life through different paths and avenues. As a youth movement Chief Commissioner offering non-formal education, we must complement the formal education provided Th e Singapore Scout Association by the schools, and find niche areas for ourselves, move with the times and stay attractive and relevant. To do this, we must identify the areas where we are in a position to contribute to the development of young people better than the formal school structure and classrooms.

The vision for the future must come from the young people. The adults are there to provide the guidance that comes from experience and wisdom. I wish to hear from everyone of you how we can make scouting more relevant and interesting to you. I also want to know how we can attract others who are not scouts to join us. I also want more adults and parents to join hands with us to develop the next generation of leaders and responsible citizens.

In order to make The Singapore Scout Association a winning organization of significance that can make a positive and sustained impact on the community, I count on your whole-hearted support and commitment to put our act together and pull in the same direction. “Be Prepared” to go the extra mile, as we continue our adVenture for another 100 years and beyond.

Community Scouting Group (Colugo Open Scout Group) was started by Mr Christopher Ng in Thomson Community Centre.

Twenty-five (25) Adult Leaders participated in 4th South Area “Akelaboree 2010” held at HQ on Saturday, 7th August 2010 from 9.30am to 2.00pm. “Akelaboree” Mr. Lester Lee aims to share, interact, network, exchange and team-building (SINET) amongst Assistant Chief Commissioner Adult Leaders.

Earth Day Eco Excursion VLC/Venture Cord Bedok Reservoir Park (27th March) Exploration Tests

92 Cub Scouts participated. Held at Hwa Chong Institution, organized in November, the course attracted a STC/ Akela Course good number of Venture Scouts. th th Greenridge Primary School (2 – 4 April) PLTC 116 Cub Scouts from 7 units attended Zhenghua Secondary School (29th – 31th May) the 3-day 2-night course. 50 Scouts attended the course.

Give A Gift 2010 (4th-5th September)

In collaboration with the Youth Executive Committee (YEC) of Senja Cashew CC, the Fox Scout Group took part in “Give A Gift 2010”project to help needy families in Bt. Timah District to solicit donations and contributions of basic necessities. More than 100 needy families benefitted from the collections amounting to more than S$3000.

Photography Competition To encourage Scouts to document their scouting experience with photos, Fox Scout Group organised the first District Photography Contest. Greenridge and Fajar Fox Scout Units emerged as the winners.

Yishun District Overseas Trip to Penang (11th – 14th June)

Led by Mrs Ariel Loh Thia, a total of 96 Scouts took part in the Penang trip. The participants came from four school-based (Manta Ray, Xishan Primary, Woodlands Garden and Greenridge Primary) and three (Terror Sea Scouts, Kingfisher and Towner) open groups. East Area Report 21

Job Week 2010 Venture Cord Exploration Tests (9th March) (15th – 17th June)

Under the leadership of DC Yang Chen, The Venture Cord Exploration test was a total of 10 Cubs, Scouts and Ventures conducted by VSL Alaric Leong from 9 schools participated in the launch at the Istana. Mr. Ho Chee Heng Assistant Chief Commissioner Patrol Leaders’ Training Course (21th May, 4th – 6th June, 27-30 Nov)

Organised by GSL Lyon Lai Mun Wai and SL Heng Jiang Li, two intakes of Patrol Leaders’ Training Course were conducted by Katong District at Terror Sea Scout Campsite and Tampines District at Sarimbun Scout Camp. A Mr. Md Zhafrie B Jalil total of 113 Scouts attended the course. District Commissioner (Bedok) Sixers’ Training Course (29th – 31th May, 26th-28th June)

Conducted by District Leader Md Ariffin B Md Noor and ASL Md Fareeq Othman, two intakes of Sixers’ Training Course were conducted by Bedok District and Tampines District at Sarimbun Scout Camp. A total of 123 cubs attended the course.

Mr. Goh Yee Heng Venture Leadership Course District Commissioner (Katong) (10 th – 11th July) Conducted by DC Yang Chen, the Venture Leadership Course was held at Sarimbun Scout Camp. 64 Ventures from 11 units attended the course.

Recruitment Drive (11th November)

Led by ACC Ho Chee Heng, the recruitment drive was held at Park View Primary School. It attracted the participation of 3 cubs from Yumin Primary School and 21 Mr. Yang Chen Scouts from Damai Secondary School, Ngee Ann Secondary School, East Spring District Commissioner (Tampines) Secondary School and Dunman Secondary School.

Sports Carnival (30th July)

Graced by DC (Katong) Goh Yee Heng, the Sports Carnival was held in East Spring Secondary School. Co-rganised by the Oneida Scout Group and the Crane Scout Group, it consisted of three Sports tournaments namely Basketball, Soccer and Floor ball.

200 Scouts from 9 troops participated in the Sports Carnival. For each tournament the games were played in a round robin with the top 3 placing The results were as follows:

World Scout Day (6th March)

Organised by District Leaders Abdul Khaliq Goh and Louis Lin and supported by the Kerrenga Rover Scout (Open) Crew, this annual event was held at Temasek Primary School as part of the celebration for the World Scout Day. The event was also organized as a get- together for youths of Bedok District. A total of 290 Cubs and Scouts from 11 schools participated in the event. East Area Report 23

5C Excite and Nature Camp (13th March)

Supported and funded by SIA Cabin Crews (5Cs), the camp was specially organized for Scouts with special needs. Led by a cabin crew personnel, Gautha and madinesh, who is also a fellow Scouter.

Katong District AdVenture Trip to Taiwan (31th May – 4th June)

Organized by Dunman High Crane Scout Group, the adVenture trip to Taiwan saw the participation of 3 Scout leaders and 16 Scouts from the Crane Scouts.

District Pioneering Course (28th August)

Directed by GSL Shawn Lim Chee Koon, the course was conducted by Dunman High Crane Scout Group. The course ended with a competition where all the participating Scout Groups were tasked to build a tower. The Dunman High Crane Scouts emerged as the champion.

Explorer Camp (27th – 29th November)

Led by CSL Lindsy Tan Leng See from Tao Nan School, the annual Explorer Camp for Cub Scouts was held at Tao Nan School. A total of 114 Cub Scouts from 6 Packs participated in the Camp. 24 East Area Report

Tampines District Amazing Race (10 th April)

Competition-based, the activity was well received by 82 teams made of 410 Cub Scouts, Scouts and Venture Scouts held at Pasir Ris Park.

Legendary Cub Scout Camp (7th – 9th June)

Organised by CSL Salim B Hassan (Cuon Scout Group), the 3-day camp was held at White Sands Primary School.

Frisbee Challenge (14th & 28th August)

Organised by Venture Scout Clarissa Chiang Kar Mun (Oneida Scout Group), the annual Frisbee Challengewas held at East Spring Secondary School. Some 104 Scouts and the leaders alike participated.

Clean-Up the World (17th – 19th September)

Organised was VSL Nicholas Koh Yong Zhi (Cuon Scout Group), in support of the Clean Up the World, a total of 43 Scouts sweated out under the blistering tropical sun to clean up the 1.7km of the coastline off Pasir Ris Park.

The Scouts collected over 180kg of trash in the clean-up efforts. Working in partnership with Waterways Watch Society, an environmental NGO, the Scouts were treated to a hands-on experience in water testing at Sungei Api Api and Sungei Tampines apart from learning the importance of water conservation.

Fireman Profi ciency Badge Course (10 th & 24th July)

Conducted by ASL Abdul Rahman B Ismail (Oneida Scout Group). The Fireman Badge Proficiency Badge course was held at Changkat Changi Secondary School and Tampines Fire Station.

Map Reader Profi ciency Badge Course

Conducted by ASL Md Fareeq B Othman from Ngee Ann Secondary School, the course was designed for Cub Scouts to learn the basic knowledge of map reading, use of compass, interpret signs and symbols. A total of 49 cubs from 5 packs attended the course.

District Outstanding Scout of the Year Award

The annual award was held to recongise various individuals for their commitment to Scouting and to motivate units in their efforts to groom young people for leadership positions.

100TH ANNIVERSARY CELEBRATIONS Centenary Celebrations 2010 marks the 100th anniversary of local Scouting movement. The following events were successfully staged as part of the centenary celebrations.

The Singapore Scout Association (SSA) 100th Anniversary Commemorative Stamp

On 26 January 2010, SingPost issued the SSA 100th Anniversary commemorative stamp together with three other organizations which also celebrated their anniversaries.

Centenary Dinner

The Singapore Scout Association kicked off the first event of celebration with a centenary dinner on 27th February at Suntec Convention Centre which attracted some 1,100 current and Former Scouts including members from APR Scout Committee. We are deeply honoured that SM Goh Chok Tong, one of the Singapore most prominent Scouts has kindly consented to grace the occasion as the Guest of Honour. One of the highlights of the dinner was naming of an orchid hybrid genus “Dendrobium, Singapore Scouts” Orchids embody virtues of elegance and beauty.

Scout Rally Following the dinner was the staging of a more than 5,000 – strong Scout Rally. Officiated by DPM Teo Chee Hean, the rally was held at Hwa Chong Institution on 22th May. Co-hosted by Hwa Chong Scout Guild Chapter and The Singapore Scout Association.

Scout Discovery Centre

The third event was the official launching of the Scout Discovery Centre by Dr. Vivian Balakrishnan, Minister for Community Development, Youth and Sports on 4th September. Hailed as the first of its kind in Asia Pacific Region (APR), the Centre boasts of exhibits and artifacts dating back to the days of the inception of the Movement. It is supported under the National Heritage Board’s Heritage Industry Incentive Programme (Hi2P) and Ministry of Education.

Commemorative Book

The commemorative book depicting a pictorial account of the local Scout Movement over the last 100 years was official launched by the Chief Scout, President SR Nathan on 20th September at the Istana. The objectives of the Centennial Book are: a) To capture 100 years Singapore of Scouting thorough a pictorial account of selective past and present Scouting-related activities. b) To preserve the History of Scouting in Singapore as part of our national heritage. c) To contribute to the development of the sense of history, identity and belonging to Singapore as Scouting has been an integral part of her growth and development.

The Book has been designed to generate maximum visual impact. A collection of photos depicting Scouting activities over a century have been carefully selected for inclusion in the book.

The publication is also supported by the National Heritage Board’s Heritage Industry Incentive Programme (Hi2P). 26 100th Anniversary Celebrations

Jamb 100 cum 3rd ASEAN Jamboree (4th – 9th December)

The finale of a series of five events to commemorate 100th Anniversary of Scouting in Singapore, Jamb 100 cum 3rd ASEAN Jamboree attracted some 2,400 participants both local and overseas particularly from National Scout Organisations in the ASEAN region. Besides members of the Singapore Scout Association (SSA), members of some Unformed Groups were among the local participants. Some 1,000 family members and friends of Scouts including visitors from foreign NSOs thronged the campsites during the Opening Ceremony.

The ASEAN Jamboree is organised in rotation among ASEAN National Scout Organisations once in two years. Eight National Scout Organisations (NSO) under the ASEAN Grouping took part in the Jamboree, registering a total of some 950 participants.

Apart from promoting the spirit of Scouting fraternity, the key objectives are as follows:

a) Promoting an ASEAN identity b) Promoting Environmental Sustainability c) Building a Community of Caring Societies

President SR Nathan, the Chief Scout graced the Opening Ceremony on Sunday 5th December. The VVIPs officiating at the other two events are:

ADULT LEADERS’ TRAINING

Unit Leader Training has been a pertinent component in the Scouting Movement. Through these training courses, all newly appointed leaders, consisting of school teachers and volunteers, are equipped with the knowledge, skills and attitudes required to perform the roles of unit leaders in their respective Scout groups, either in schools or open scout units.

Unit Leader Training Induction Courses (ULTIC)

This is a ½ day non residential course which is conducted normally on a Saturday. This course is compulsory and is a pre-requisite to all other courses. Participants were given an overview of the history of Scouting, its fundamental principal and purpose, its uniqueness, the National Scout Organization and Training Opportunities. Two intakes of the ULTIC were successfully conducted on 6th March and on 24th of July 2010.

Unit Leader Training Wood Badge Courses (ULTWBC)

The Unit Leader Training Wood Badge Course is a compulsory course for all Adult Leaders. This course facilitates the learning of Adult Leaders in acquiring the knowledge and skills in Leader Leadership, Scout Method and Scout Craft Competencies. The course was conducted on a modular cum residential system over a period of two months. The Leadership and Scout Method competencies were carried out over fifteen modules on weekday evenings or Saturday mornings whereas the Scout Craft Competencies module was covered over a 5-day residential camp. In this residential camp, Adult Leaders gained first-hand experiences through various activities and hands-on practices on scouting programs and methods. ULTWBC was successfully conducted in June for the year 2010.

Induction Courses For “Seniors In Scouting”

In collaboration with the Council For Third Age, Singapore Training Team conducted the Unit Leader Training Induction Course for senior volunteers under the “Golden Opportunities” programme since 2006. Two courses were conducted in the year 2010. 32 Adult Leaders’ Training

Developmental Workshops

Singapore Training Team as part of Membership Growth Task Force (chaired by NTC Dr Jeffrey Ho who is also Vice-Chairman WOSM APR Membership Growth Sub Committee) and several Trainers had organized an Executive Seminar for District Commissioners on 3rd July 2010 at h HQ. This seminar focus on equipping District Commissioners on their roles in encouraging and supporting membership growth at grassroot level. This inaugural DC Executive Seminar was launched by Chief Commissioner Tan Cheng Kiong. The Seminar director was ALT Ho Chee Heng. Seminar discussion were led by ACC (Membership Growth) Tan Tek Tin and Steven Ang & ACC(Adult Resource)/HLT Chow Hock Lin.

Singapore Training Team and National Programme Council held an Annual Developmental Workshop on 4th December 2010 at Sarimbun Scout Camp.

Cub Scouts ‘Live Positively’ Water Badge

Dr Yaccob Ibrahim, Minister for Environment and Water Resources, officially launched the Live Positively – Water Badge at the 2010 World Water Day in March.

On 3rd July 2010, the first Leaders’ Workshop for the Live Positively – Water Badge was conducted for Cub Scout Leaders from 25 Cub Scout Packs. The workshop was organised by Mr Justin Ng, District Leader (Tampines) who aims to equip Cub Scout Leaders with the necessary resources to run the course for their Cub Scouts.

To date, more than 800 Cub Scouts have signed up and completed the requirements for this newly launched National Campaign Badge.

Through the support from PUB and Coca-Cola Singapore, The Singapore Scout Association aims to educate Cub Scouts on the importance of water saving habits.

NEA Presentation Ceremony

The Annual Public Health Award and Resource Conservation Award presentation ceremony was held in conjunction with the Schools Clean and Green Carnival held at Anchor Green Primary School on 11th November 2010.

This year, the Resource Conservation Award was presented to 28 Cubs from Yangzheng Primary School, 40 Cubs from Woodlands Ring Soaring Eagles, 26 Cubs from Yio Chu Kang Primary School.

The Public Health Award was presented to 24 Cubs from Yangzheng Primary School, 20 Cubs from Meridian Primary School and 26 Cubs from Yio Chu Kang Primary School.

The programme which The Singapore Scout Association runs in partnership with NEA aims to inculcate positive values in the students on the different public health and resource conservation topics through both the training and the projects in the workbooks.

Akela / Youth Helper Development Workshop

The Cub Scout Roundtable invited Mr Allan Lee, author of Propless Games and Prop-less Games to be the keynote speaker at this year’s Akela / Youth Development Workshop. Mr Lee shared techniques in harnessing the benefits of interesting games and energizers to maximize learning amongst Cub Scouts at weekly Cub Scout meetings and camps.

A total of 30 Cub Scout Leaders and 37 Youth Helpers attended. The session was held on 13th November 2010 at Singapore Management University.

Each registered participant also received a copy of both books which will serve as a reminder and guide for all the games they will expect to conduct back in the packs they lead.

Day Adventurer @ Jamb100 The Cub Scout section is proud to be a part of Jamb100 by organizing the Day Adventurer Programme. Over 2,000 Day Adventurer tickets were snapped up by visitors on Sunday, 5th December 2010 from 9 am to 4 pm.

In addition to fun activities such as tile painting, clay modeling, balloon sculpturing and carnival games, Day Adventurers also got a chance to catch a glimpse of the Jamboree facilities and sub-camps as well as experience the atmosphere at the Jamboree.

One of the highlights of the Day Adventurer was the Eagle Eye Relay Challenge organised by Soaring Eagles Scout Group. This was a series of 5 relay games, each involving 40 different Cub Scout Day Adventurers vying for the top 3 team prizes.

Rover Scout Launched of New Progress Scheme Badges (14th August)

The new Rover Progress Scheme Badges were released during the Badge Patch Carnival on 14th August 2010. After close to four years of waiting, Chairperson of the National Rover Council, Oliver Lim presented the new and improved RPS and BPA badges to Mr Cheah Kok Meng, Guest of Honour at the carnival who declared the launch of the new badges.

The badges, initially designed by members of the Griffin Rover Crew back in 2007 went through a second round of improvement early in 2010 by members of the 3rd National Rover Council on the advice of Mr Koh Min Zhuan of the Scout Roundtable.

The 3rd National Rover Council also worked on the improvement of the original Baden Powell Award badge. The new badge consists of silver wordings and a gold olive branch. These represent the significance and prestige of the BPA and what it means to Rovers all over Singapore. A mini BPA for leaders was also produced. 38 Programmes & Events

National Rover Forum (25th September)

The National Rover Forum was held at the Scout HQ. The guest speaker for this event is Mr Malcolm Tan, the National Programme Commissioner. More than 40 Ventures and Rovers participated. The topics for the forum were the Rover Progress Scheme, Rover uniform, Rover image and awareness, as well as Rover management.

Earth Hour Singapore 2010

Once again in 2010, The Singapore Scout Association became one of the supporting partners of WWF Singapore’s Earth Hour Concert at Esplanade Park on 27th March 2010. The Rover Scout provided the main manpower to run the Earth Hour Concert and to coordinate the most important segment of the night – the ‘Black-out’ of the city’s skyline.

Apart from the volunteers, the concert saw almost 500 Scouts of all ages, up from only 200 in 2009, joining in the celebrations of Earth Hour. The event definitely saw a higher attendance than the year before, a good sign that it’s reaching out to the people and more are aware of it. Programmes & Events 39

4th SWA Voluntary Service Project Turtle Conservation @ Underwater World, Sentosa (26th June - 10th July)

9 Scouts from Singapore embarked on Project Orion II. Spanning a total of 15 days, the project was the second in the Orion-series of the Scouts of the World Award (SWA) Voluntary Service Projects organised by the Singapore Scout Association.

Based on the framework and guidelines of the SWA, Project Orion II is a two-week Youth Expedition Project supported by the National Youth Council, Singapore. Mangrove Reforestation at Sungei Buloh Wetland Reserve

Sea Scout 1. This year, Sea Training Centre concentrated on repairing and maintenance work.

2. A new trailer was fabricated for the power boat SZ10437G. This is the last trailer for the 4 power craft that needs to make it sea worthy. Repair work as carried out for about a month to ensure it is serviceable.

3. Another 3 new trailers were also fabricated for the 3 Cutters lying in Sarimbun Scout Camp.

6. Sea Training Centre (STC) supported 9 days of yeoman services to Singapore Sailing Federation during their Sailing Regatta. An average of 20 Scouts per day performed Shore Support and Race Management Assistance during the 9 days Sailing Regatta.

7. On 10 th – 11th July 2010, STC conducted the 4th CCA Exploration Test for 10 Scouts on Sailing. The Scouts were tested using the Mirror Sailing Craft. All the 10 candidates failed the test.

8. Training for leaders on PPCDL refresher was conducted on 2 occasions.

9. STC supported the 100 Jamb & 3rd Asean Jamb by manning 2 sea activity stations namely the Kayaking and Rafting.

2010 saw the Singapore Scout Guild sharing in the joy of celebrating 100 years of Scouting in Singapore. World Scout Day Dinner (27th February)

To kick off the centenary celebrations, the Singapore Scout Guild and The Singapore Scout Association jointly organized a World Scout Day Dinner on Saturday, 27th February 2010 at 7.00pm at Suntec City Convention Centre. Senior Minister Mr Goh Chok Tong was the Guest of Honour.

Scout Guild Annual General Meeting (29th May)

The Guild had its Annual General Meeting on Saturday 29th May 2010 at the Raffles Institution. The Raffles Chapter was initiated during a campfire that followed, witnessed by members and Scout from RI.

Visit to Singapore Garden Festival at Suntec Convention Centre (17th July)

30 Guild members and Adult Leaders visited Singapore Garden Festival at Suntec Convention Centre.

Hike to Bukit Timah Nature Reserve (28th August)

37 members, leaders and their family members signed up for this event on 28th August 2010. They were briefed by rangers on Singapore’s nature reserve and conservation efforts. The hike was educational and was the Guild’s small contribution towards healthy living.

Scout Charity Golf 2010 (7th September)

The Scout Charity Golf Tournament 2010 was held on 7th September 2010 at the Tampines Course of Tanah Merah Country Club. The event was graced by the Chief Scout, President S R Nathan. The tournament is an annual event organized by the Scout Guild to raise funds for the Singapore Scout Association to help meet the operational cost of running quality program for members.

A total of 112 golfers took part which culminated with a sit-down dinner at the club premises. A total net fund of $60,150.86 was raised in this event. Singapore Scout Guild / Membership Growth 43

Charity Premiere Film Show (21st December)

As part of its efforts to raise funds for the Singapore Scout Association (SSA), the Scout Guild organized a Charity Premiere film show – Gulliver’s Travel at the Grand Cathay Cineplex on 21st December 2010 at 7pm. The Charity Premiere was strongly supported by StarHub Ltd which bought all the 294 seats in Hall 2. The total net fund raised was $23,788.05

As with previous years, Scout Guild members organized Fellowship Lunches periodically to foster bonding and fellowship among members.

District Commissioners’ Executive Seminar The Task Force organised the seminar for District Commissioners on 3 July 2010. The aim of the seminar was to provide an avenue for DCs to share and exchange ideas and views on membership growth.

SENIORS IN SCOUTING

Since its inception in December 2006, the Seniors-in-Scouting has grown from strength to strength. Another 51 Seniors were inducted in 2010 through the three induction courses conducted at Headquarters on 6 March; 8 May and 2 October.

As at 31 December 2010, a total of 379 seniors had been trained as Scout leader. The current membership stands at 118. Members continue to play an active part in various programmes aimed at promoting active ageing, life-long learning and senior volunteering. The programme has contributed to one of the strategic moves of SSA to promote community scouting by reaching out to seniors and retirees besides establishing more open groups outside the school-based system. Mr. & Mrs. Cheng Sai, two of the very active SISs are now leading an open group (Colugo Scout Group) based at Thomson Community Centre.

SIS members shared many common active ageing activities. They come together regularly for Ukulele practices. Led by Mr. Roney Tan, the Honorary Treasurer and ably assisted by Mr. Peter Chan, a Management Committee Member, the Ukulele Team continued to be sought after by government and various civic organisations to grace their formal occasions including the opening of LTA’s Circle Line on 4 April, C3A’sivic Active Ageing Carnival on 3 April, RSVP’s Intergeneration Walk on 30 May and IMH Concert on 15 July. The Team has indeed helped to project the corporate image of SSA and promote the SIS.

Instructed by Mrs. Margaret Anderson, one of the long-time dedicated and committed Leaders, some 15 Seniors have been learning the art of line dancing conducted at SSA. The interest group meet together fortnightly since August 2010.

In addition, SIS participated in the following activities during the year:

24 February: Six SIS members participated in C3A’s seminar on “Intergenerational Solidarity in Ageing Societies”

9 July: A Get-Together was held at SSA to foster camaraderie

28 August: Together with the Scout Guild, SIS members hiked up Bukit Timah.

14 November: Members participated in the Health Walk at Yio Chu Kang Stadium during the launch of Diabetes Awareness Week.

The Steering Committee spent a good part of 2010 to prepare for the inauguration of the Seniors-in-Scouting. Accordingly, the By-Laws were drawn up, tabled and adopted at the Inaugural General Meeting held on 20 November at SSA.

Chingay Parade 2010 (19 th - 20th February)

A total of 40 Scouts participated in the Yellow River Item during the Chingay Parade at F1 Pit.

Singapore Youth Festival (2nd - 3rd August)

The Festival was held at the Singapore Indoor Stadium. Venture Scout Gina Chan was the Contigent Commander.

A total of 48 Scouts from 3 Units participated. The breakdown is as follows:

- 25 from Cuon Scout Group (Tampines) - 6 from Dunman Dove Scout Group (Tampines) - 17 from Oneida Scout Group (Tampines)

30 Scouts and Venture Scouts from East Spring Secondary School Oneida Scout Group also performed at SYF 2010.

The Scout Group received accolades for their spectacular percussion band performance. 46 National Events / Awards & Achievements

National Day Parade 2010 A total of 84 Scouts represented The Singapore Scout Association at this year’s National Day Parade at The Padang on 9th August. The contingent was led by Contingent Commander, Max Lee Guohua.

Akela Award Presentation Ceremony (30th October)

The Akela Award was presented to 119 Cub Scouts at HQ. This top award represented the highest achievement for Cub Scouts and serve to prepare them for a continued lifetime of experiences in taking responsibility, leadership and acting in a partnership with other older boys and adults in the Scout Groups.

Distinguished Service Award Presentation Ceremony (20th September)

The Distinguished Service Award 2010 Investiture Ceremony was held at The Istana. Besides supporting the Scout Council, Commissioners Council and Volunteer leaders in their roles, staff had been instrumental in improving HQ facilities. The following had been successfully achieved to better serve our members:

• Enhanced the computerized membership service data management system (MSDS) with an additional module (importing of data to excel) to reduce the workload of leaders in the registration courses. • An updated DVD for recruitment and containing relevant resource materials was produced to support Unit Leaders. • Enhanced the physical layout of the Scout Den and meeting rooms. • Established the Scout Discovery Centre • Reorganised the layout of the Scout Shop to facilitate smooth operations.

Policy relating to the management and avoidance of conflicts of interest.

As an institution of a public character (IPC), the following policy has been incorporated in the Association’s POR, which is on our website.

• All council members, volunteers and staff shall avoid situations where personal interest or the interest of the family is in conflict with the interest of the Singapore Scout Association (SSA) or where it could affect the ability to make decisions that are in the best interest of SSA. • They should declare their interest to the Scout Council if they are considering entering into a business dealing with SSA. • In such case, they shall abstain from discussion and not be part of the decision making process on such dealing. • They should not either directly or indirectly make use of any SSA information or his position to further their personal interest. • The Audited Financial Statement of Account and the Annual Report are posted on our website.
