The first arrivals in Vanuatu crossed from Papua New Guinea about 3,200 years ago. The first people were nomadic sea travellers that quickly moved to New Caledonia and Fiji. They landed only on smaller islands and didn't build permanent establishments. They are known as the Lapita People. The oldest site discovered so far south of Papua New Guinea is actually on Aore Island. • Vanuatu is a group of 83 islands located 1,700km from the northeast of Australia. • Vanuatu gained independence in 1980 • Vanuatu has a parliamentary democracy political system • The climate is subtropical with an average air temperature of 28 degrees Celsius and a water temperature of 25 degrees Celsius • The population in 2009 was approximately 200,000 people • The four mainstays of the economy are agriculture, tourism, offshore financial services and cattle raising • Tax revenues mainly come from import duties and a 12.5% VAT on goods and services. • In Vanuatu there is no income tax, withholding tax, capital gains tax, inheritance tax, or exchange control. • The overall aim of the Vanuatu government is to create and foster economic growth. • Persons who wish to engage in business in Vanuatu must apply to the Vanuatu Foreign Exchange Board for approval then work permits and residency become automatic T H E V I S I O N Resort + Casino Development Artists Impression – Resort + Casino Image: Paradise Beach The Aore Island Tourism Development Plan will deliver the South Pacific’s most exciting new tourism development located on Aore Island, Espiritu Santo, Vanuatu. There are a number of different titles that make up the site with additional titles able to be added or subdivided depending on needs of the developer. There is approximately 450 metres of water front with areas of white sand beach and a sheltered cove for deep water anchorage as well as the ability to have a working jetty for ease of water transfer that is crucial to capitalise on the cruise ship day-tourists. The site can be from 17 hectares up to 140 hectares. LAND HEIGHT The site is terraced and rises to a plateau at between 5 and 10 metres above sea level providing a safe elevation for construction from storm surge and waves. Aore Island Resort Paradise Beach Casino and Resort Site Luganville International Cruise Ship Terminal Pekoa International Airport Paradise Beach is popular for large vessels due to its safe anchorage and deep water The town of Luganville is approximately 3 kilometres across the channel, with Pekoa International Airport located about 5 kilometres from the town. Direct flights from Pekoa International Airport to Brisbane (Australia) are now available and take less than 2.5 hours. Other international departure points arrive via Port Vila, with a 1 hour connection to Pekoa. It is in the north of the Vanuatu archipelago, approx. 200 kilometres from the capital of Port Vila. Modern ex-pat homes adjoin the Paradise Beach sub-division Soft white sand leading into deep water makes Paradise Beach a unique development site Bokissa Island Resort Source: Google Maps L A N D I N F R A S T R U C T U R E • Access to the site from the mainland would be by ferry or barge for the delivery of building materials, resort supplies and guests. • There is a basic crushed coral road on Aore that currently runs through the proposed resort and could be moved if need be. • No mains power (an under water cable is proposed by VUI) • No land line telephone, but very good mobile and internet (broadband) coverage. • Ground water is readily available which would need to be accessed via a bore. Desalination and plentiful rain water collection are also options available. • International Airport is less than ten minutes drive from Luganville. • The international cruise ship terminal is directly opposite the site. Barker-Hudson O.,;^, /ZO. ^ ll pUG-^Y^ South Pacific Commission Noumea, New Caledonia April 1989 UBHArt/ SOUTH PACIFIC COMMISSION EXECUTIVE SUMMARY This project was carried out to assess the distribution, abundance, cultural importance and threats to the dugong in Vanuatu. The study was carried out by a postal questionnaire survey and an aerial survey, commencing in October 1987. About 600 copies of the questionnaire were circulated in Vanuatu, and about 1000 kilometres of coastline surveyed from the air. Dugongs were reported or seen to occur in nearly 100 localities, including all the major islands and island groups of Vanuatu. The animals were generally reported to occur in small groups; only in three instances were groups of more than 10 animals reported. Most people reported that dugong numbers were either unchanged or were increasing. There was no evidence that dugongs migrate large distances or between islands in the archipelago, although movements may occur along the coasts of islands and between closely associated islands. Dugong hunting was reported from only a few localities, although it is caught in more areas if the chance occurs. Most hunting methods use traditional means, mainly the spear. Overall, hunting mortality is low, even in areas reported to regularly hunt dugongs. Accordingly, the dugong does not seem to be an important component of the subsistence diet in any part of Vanuatu, even though it is killed mainly for food.

    FIFTH NATIONAL REPORT Executive Summary Vanuatu is an array of 83 volcanic islands that were formed during the Miocene Era. Her geographical location means that Vanuatu’s biological diversity has developed commonalities with Pacific Island Countries in close proximity such as that of Fiji and Solomon Islands. Vanuatu is fundamentally an agricultural society, where the majority of the population is involved in farm and fishing activities, either for subsistence, livelihood or cash income. The Overarching Productive Sector Policy 2012-2017 also identifies agriculture, forestry and fisheries as priority areas for economic development. In 2013, the Vanuatu National Statistics Office estimated the population of Vanuatu to be 264,000 people, with 75% of the population living in the rural areas. A large portion of the population still depends heavily on the Vanuatu productive sector therefore, the Government has a crucial role to play in defining a policy and institutional framework which both enables and encourages good participation and high performance from all sector stakeholders. The country’s development goals and priorities in the Priorities and Action Agenda (PAA) 2006-2015 identify the productive sector as an engine for investment, economic growth and employment. The sector’s contribution to the overall economic growth has required a strategic commitment by the Government. This is so the Government can support and facilitate an enabling environment for private sector operators. The need to protect and conserve the resources that are critical elements of the productive sector saw Vanuatu commit itself internationally to the Convention on Biological Diversity in the 1992. Since its ratification of this Convention, Vanuatu has made significant progress in ensuring it meets all of its obligations.

During three field seasons completed to date (2004–2006), 48 burial features have been discovered, some in direct association with decorated Lapita pots, a unique situation in more than 200 Lapita sites excavated throughout the western Pacific (Bedford et al. 2009). This paper describes the flaked lithic assem- blage from the Teouma site and discusses its cultural significance. It concentrates on provenance studies of the obsidian artifacts and an overview of the technolog- ical analysis of the flaked lithic artifacts in general, which will be addressed in more detail in a separate study (Reepmeyer 2009). Extensive research on the obsidian sources in the Pacific has identified the transportofWestNewBritainobsidian throughout Near Oceania and into Re- mote Oceania and Island Southeast Asia during Lapita times (Bellwood and Koon 1989; Best 1987; Sand 2000; Summerhayes 2009; Torrence et al. 1992). Until recently there were only a few large assemblages known outside the Bismarck Ar- chipelago (cf. Green 1987). These included Lapita sites on or near Buka Island at the northern end of the main Solomons in Near Oceania (Wickler 2001), and three main Lapita sites in the Reefs–Santa Cruz group across the boundary into Remote Oceania. With the exception of these latter sites the occurrence of this raw material has proven exceptionally rare across that boundary.
