We must develop an enthusiasm about our faith; otherwise nobody will listen to us.

Consider the introduction of a 50mph limit on Bushmead Road All the parish councils represented supported the introduction of reduced speed limits on the Bushmead Road to a maximum of 50mph but KH suggested it should be 40mph in places. They recounted witnessing several nasty accidents on the road (one requiring an airlift to hospital). They also recounted many near misses some of which they believed were due to large HGV’s passing at speed when the road is not wide enough and cars being forced into the middle of the road by potholes. They acknowledged that recent repairs had improved the worst areas of the road but were concerned that some areas with failing patches had not been addressed. Andrew Prigmore explained that the worst areas had been repaired at a cost of approximately £70K but they had to choose the worst areas due to their limited budget. He reported that police data showed that none of the accidents on the road had been directly caused by excess speed.

    Appendix 1 Borough Council Report to Parish Councils March 2021 Petition to improve flood defences Over the Christmas period there were worrying floods in the borough and these are becoming a more regular occurrence. Investigations revealed that the current flood action plan was drawn up in September 2015 whilst there was another risk assessment in November 2020 it is unclear to see how it follows from the action plan in 2015. In the 2015 plan there are several actions which are still ongoing, and it is unclear whether they have been completed. Therefore, a petition was started by the Conservative Group to review the causes of the local flooding and seek improvements to the flood defences. It also asks for more action to be taken to increase flood protection in the Borough. You can find more information here: http://chng.it/VYvBwZ8q This petition was accepted by Full Council on Wednesday 24th February and the Council has committed to set up a “water management forum”, to included Councillors, that will facilitate the promotion of good practice in our communities in relation to flood risk. Controversial route 'E' for East West Rail a source of increasing concern for Borough residents The chosen route selected for the East West Rail project - route E - continues to prove controversial and Borough Councillors received a petition this month, signed by over 1600 Bedford residents, objecting to it. The petition was debated at a heated meeting of the Borough Council on 24th February, when a number of residents from parishes in and around the route, put a series of questions to Council Leaders, and calling for the Council to "hold a full public consultation to be followed by a debate at Full Council in respect of the Council's decision to support Route E".

    Bedford Borough Council Date: 14th June 2016 Report by Assistant Director (Planning) Subject: Public consultation on a new Conservation Area at Hinwick and Conservation Area Appraisals and Management Plans for Stewartby, Biddenham and Hinwick. 1. Executive Summary 1.1 A new conservation area is proposed for Hinwick. An appraisal of the area has been undertaken and proposed boundaries and a management strategy drafted. Conservation Area Appraisals (which incorporate management strategies) have also been produced for the existing conservation areas of Biddenham and Stewartby. Minor extensions are proposed to the Biddenham Conservation Area as a result of the appraisal process. Formal consultation is now proposed over a period of four weeks to seek views on the proposed designations and appraisal documents. 2. Recommendation 2.1 That the conservation area appraisals and management plans attached as Appendix A along with the list of consultees attached as Appendix B be approved for the purposes of public consultation. 3. Reasons for Recommendations 3.1 To ensure that the Council’s draft appraisal documents and consultation list are sound and thorough, and that the public’s views are sought. 4. Key Implications Legal Implications 4.1 Local planning authorities have a duty under the Planning (Listed Buildings and Conservation Areas) Act 1990 to determine which parts of their areas have special architectural or historic interest, the character or appearance of which should be preserved or enhanced, and to designate those areas as conservation areas. Authorities also have a duty from time to time to review existing designations and to consider whether any parts or any further parts of their area should be designated as conservation areas.
