I. HISTORY, FUNCTION, AND ORGANIZATION OF THE COMMITTEE ON RULES A. INTRODUCTION In the 116th Congress, the Committee on Rules retained its tra- ditional structure and purpose in the House of Representatives. Its size and super majority party ratio remained the same as in pre- vious Congresses, under both Democratic and Republican control. Its central function continued to be setting the conditions under which major legislation is considered on the House floor, particu- larly regarding the terms of debate and the process for consider- ation of amendments. Underscoring this role, scholars of Congress and Members have described the Rules Committee as a ‘‘traffic cop,’’ ‘‘gatekeeper,’’ and ‘‘the Speaker’s Committee.’’ All of these terms highlight the critical role the Committee plays in the conduct of legislative business in the House. While the primary responsibility
