However, in many regions of Indonesia both due to geographical, economic, and socio-cultural issues, the basic rights mentioned above can not be realized. One community group whose children can not go to school because economic and socio-cultural reasons is the Tana Toa or Kajang indigenous people in South Sulawesi. One of the reasons is related to formal school procedures that are contrary to the habits of the Kajang community. Using ethnographic study to understand Ammatowa Kajang and content analysis, which attempts to analyze educational problems in Tana Toa Kajang, this paper seeks to understand a number of issues in indigenous education. With this method, this paper will identify various educational issues in the Tana Toa Kajang custom area and formulate a number of policies and initiatives that can be undertaken to address the problem.     60 The Dynamics of Modernization Against the Tradition of Kalomba in Tana Toa Village, Kajang District, Bulukumba Regency Megawaty, Ika Andriani Communication Sciences Study Program, Faculty of Social and Political Sciences Makassar Islamic University ABSTRACT This study aims to determine (1) the effect of modernization on the traditional traditions of Kalomba in the village of Tana Toa (2) what is the meaning of the tool in the favorite tradition of Kalomba in Tana Toa village. This research was carried out in Tana Toa Village, Kajang District, Bulukumba District. The method used in this study is qualitative with a detailed approach and data collection used is interviews and observations. The results showed that there was no influence of modernization or changes to the traditional traditions of Kalomba in Desa Tana Toa, Kajang Subdistrict, in the common tradition of Kalomba, each contained a definite meaning or led to good things. In general, culture and customs have not changed at all, but socially, some Kajang tribal communities have changed due to the influence of the surrounding environment. Dalyan Tahir 2, Ita Suryaningsih3 [email protected] Abstract One of the community groups in South Sulawesi Province, to be precise in Benteng Hamlet, Tana Toa Village, Kajang District, Bulukumba Regency is known as the Ammatoa community. This community is unique compared to other community groups in Bulukumba Regency, which always appears in black traditional clothes. Of course, this phenomenon raises academic questions as to why the Ammatoa community always appears in traditional black clothes. In fact, apart from always appearing in black, the Ammatoa community also has a white identity color, especially in “pacaka pute” (knee-length pants). However, this paper only focuses on black representations. This paper aims to examine the hidden dimension behind the black representation of the Ammatoa community in Bulukumba Regency, South Sulawesi. To analyze the cultural dimension in question, the semiotic theory of culture is used. Data were collected by means of participatory observation and interviews. The participatory observation method is carried out by directly observing the attitudes and patterns of daily life actions of the Ammatoa community. The interview method was carried out by interviewing the customary leader and several other community members about the cultural system or cultural value that underlies the appearance of the all-black clothing. Both methods are accompanied by audiovisual recording and note-taking techniques.

This process represents a move away from a traditional government approach. The coalition of legal drafters, which included state officials, community members and civil society, engaged in a joint effort of participatory law making. An analysis of this process addresses questions on how the decision-making process developed, what this meant for the outcomes and to what extent this new form of governance served the interests of all parties involved.
