Archaeological Informative Trial Trenching

Written Scheme of Investigation

Introduction

1 In order to comply with the planning requirements, set out by Broadland District Council (Planning Ref: 20190278) and in response to an archaeological Brief prepared by Norfolk County Council Environment Service (NCCES ref: CNF48614). Broadland Archaeology was commissioned by Glenn Payne of ig9 on behalf Repton Property Developments (‘the client’) to provide this Written Scheme of Investigation (WSI) and provide fee costs for undertaking an appropriate programme of archaeological works to fulfil the requirements of a NCCES Brief For Informative Trial Trenching As Part Of A Programme Of Archaeological Mitigatory Work (PoAMW)1. The Brief sets out minimum standard requirements for the programme of archaeological informative trial trenching to assess the potential archaeological resource of the site and the likely impacts of development on that resource.

2 A stage-programme of archaeological works will be required to inform mitigation and remediation decisions regarding future of the site. The archaeological works outlined in this WSI will form the first phase of a programme of archaeological Mitigatory works ahead of proposals for the erection of up to ten residential dwelling (‘the site’) at Former Lingwood First School site, Chapel Road, Lingwood, Norfolk (TG 3594, 0819). A contingency for an added 40.00m of linear trenching has been made should clarification about the extent or significance of any heritage assets encountered be required. Figure 1, showing proposed development area (red) including proposed informative trenches (black), road and driveway outlines (green) and existing buildings (hatched magenta)

3 Recommendations for further archaeological Mitigation work (if required) will be made by NCCES and that any further Project Designs will be an addendum to this WSI. Any subsequent Projects Designs will be submitted to NCCES for approval (on behalf of the LPA) and to mitigate the impacts of the excavations necessary for the new development.

4 The existing access off Chapel Road will become the sole access. The current land use is a Former First School site with an asphalt driveway, asphalt play areas and asphalt

walkways. Mature trees form the south and east fringes of the site, residential housing bound the north and Chapel Road lay to the west.

5 This WSI assumes that the (‘the client’) will highlight site constraints, mark out root protection areas and all vegetation will be removed from the site prior to the archaeological work and that safe and straightforward access will be available to parts of the site.

6 The recipients of this WSI will be Glenn Payne and Norfolk County Council Environment Service. The commissioning and funding of the project including the archaeological advisory and planning role of the NCCES will be acknowledge in any report or publication generated by this project. Any variations to the specification of this WSI shall be agreed with NCCES in writing prior to them being carried out.

Historical Background 7 In order to characterise the likely archaeological potential of the site, only a brisk summary of the archaeological background is given through entries of Heritage Gateway (www.heritagegateway.org.uk) and the most relevant entries to the site are discussed below.

8 The full NHER record data will be purchased from Norfolk County Council Environment Service for commercial re-use under the License for re-use of Historic Environment Record information. The NHER search area will cover a radius of 500m around the site centred on TG 3594, 0819 and will form part of the client report presenting the results of the trenching. The site is in an area of archaeological potential and is represented by Prehistoric, medieval and post-medieval activities.

9 The National Mapping Programme (NMP) in 2007, by use of aerial photographs identified and recorded three sites (NHER 49610, 49611 and 49612) with cropmarks of multi-period boundaries of an unknown date.

10 Site NHER 49610: lay to the southeast of the proposed development and consists of cropmarks of multi-period field boundaries and trackways south of Norwich Road, Lingwood. The boundaries consist of fragmentary ditches and double ditches likely to be former field boundaries of various dates. Two sites (NHER 33128 and 39732) in this area have recorded predominately medieval finds, however, a medieval date is unlikely to be contemporaneous with the cropmarks.

11 Site NHER 49611: lay to the east of the proposed development site and consisted of multi period field boundaries that are likely to be Iron Age or Roman in date. The aerial photographs cover an area east of Lingwood village and consist of a dispersed group of fragmentary ditches likely to represent former field boundaries. Four sites within the area (NHER 29176, 20247, 38153 and 39625) have recorded finds of Iron Age, Roman, Saxon

and medieval date. The interpretation of evidence suggests that an Iron Age to Roman settlement took place in this area and therefore likely that the field boundaries are of this date.

12 Site NHER 49612: lay to the north of the proposed development site and consisted of cropmarks of multi-period boundaries. The aerial photographs cover north and south of Post Office Road, Lingwood. The north side of fragmentary ditches likely to form former field boundaries. The south group of boundaries have been built over. Aims

13 The Requirements For Informative Trenching As Part Of A Programme Of Archaeological Mitigatory Work recommended by NCCES are designed to recover as much information as possible, to the extent, date, phasing, character, function, status and significance of traces of past human occupation and land use on the site. A determination of the state of preservation of any archaeological features or deposits within the proposed development area.

14 The overall aims of the archaeological work may be summarised as: i. To identify the date, approximate form and purpose of any archaeological deposit, together with its likely extent, localised depth and quality of preservation. ii. To evaluate the likely impact of past land uses, and the possible presence of masking colluvial/alluvial deposits. iii. To establish the potential for the survival of environmental evidence. iv. To provide sufficient information to construct an archaeological conservation strategy, dealing with preservation, the recording of archaeological deposits, working practices, timetables and orders of cost. v. To disseminate the archaeological data recovered by the archaeological monitoring in the form of a report. 15 The Informative Trial Trenching will consist of 12 trenches, each measuring c. 30.00m long x c. 1.80m wide covering 5% of the overall development area at c. 1.2ha. A contingency for up to No.2 additional trenches measuring 30.00m x 1.80m or the (equivalent area 108m2).

Mitigation Strategy Phase 1: Informative Trenching

Introduction 16 The programme of archaeological works presented in this document has been designed in line with the requirements of the NCCES Brief to mitigate the impacts of the excavations necessary for the new development. To ensure the impact of construction is minimised, archaeological mitigation is required within the extent of below-ground disturbance for the development where the presence of archaeological assets is potential encountered. Where archaeological remains are identified, and these cannot be preserved in situ, the impacts of the scheme will be minimised by appropriate levels of archaeological excavation and recording.

17 The mitigation strategy includes set-piece archaeological informative trial trenching in parts of the proposed development site: to include the footprint of the proposed buildings including the road and driveway access routes and will have the archaeological sequence fully excavated to ensure recovery and record of remains which may be impacted.

18 A three-stage mitigation strategy will be undertaken to record, process and report on any archaeological remains identified at the site. The stages of this strategy are described in detail below (par. 20) and meets the requirements of the brief issued by NCCES (Steve Hickling 19 June 2020).

19 The elements of the mitigation strategy may be summarised as follows and will follow and adhere to document Standards for Development-led Archaeological Projects in Norfolk (Robertson et al 2018).

i Phase 1: Informative Trial Trenching. No.12 x 30.00m long x 1.80m wide are required to give a 5% sample of the whole development area. A contingency for up to No.2 additional trench measuring 30.00m x 1.80m or the (equivalent area 104m2) has been included in the event of clarification about for extent or significance of any heritage assets encountered be required. The ground surfaces, conditions and location of the trenching are currently agricultural with the north and east boundaries being outlined by trees and residential housing. The trenching will be mechanically excavated to investigate the presence, condition, character and date of any subsurface archaeological deposits and features occurring within the site. Any archaeological features identified will be cleaned and sample excavated to determine function, form and relative date. At any time, NCCES officers responsible for the monitoring all archaeological work within Norfolk will need to inspect site works during the fieldwork, review the post- fieldwork processes, review progress of any excavation report and/or archive preparation. Where appropriate, a level of scientific advice either from the Historic () Regional Scientific Advisor or an appropriate specialist

will be sought. In order to make an informed decision about further archaeological mitigatory works the trial trenching will establish the sequence of deposits across the site and will provide a full and accurate written record of the soils, depths and lateral stratification encountered. All arising soils from the trenching will be inspected for the possibility of artefacts or archaeological material and will be screened by the use of a metal detector. ii Post-Fieldwork Processes. The drawn and written stratigraphic/structural record will be cross-referenced and analysed to provide a synthesis of the results of the work. Cleaning and cataloguing of any artefacts and ecofacts recovered will be carried out throughout the duration of the fieldwork. The finds will be cleaned, marked and packaged in accordance with the archive requirements of NCCES. iii. Report and Archive. The report will describe the results of the monitoring with data presented in tabular, graphic and appendix form. Copies of the report will be submitted to the client and to NCCES. The archive will be prepared for deposition with NCCES. Phase 1: Informative Trenching 20 The programme of archaeological mitigatory works at Former Lingwood School site, Chapel Road, Lingwood, Norfolk will be concerned with establishing the condition, character and date of any subsurface archaeological features and deposits present on site. If present, the archaeological resources will be excavated and recorded in accordance with Standards For Development-Led Archaeological Projects in Norfolk (Robertson et al 2018) and will also comply with guidelines set out in the documents - Standard and Guidance for an Archaeological Field Evaluation (Institute for Archaeologists 1994, revised 2001 and 2008) and the National Planning Policy Framework (Department for Communities and Local Government 2018).

21 Where archaeological remains are identified, and these cannot be preserved in situ, the potential impact of the proposed development on archaeological assets will be minimised by appropriate levels of archaeological excavation and recording (preservation by record).

22 Any recommendations for further archaeological Mitigation work (if required) will be made by NCCES. If required, further project designs will be submitted to NCCES for approval (on behalf of the LPA) and work cannot commence until written approval has been received. 23 Prior to the start of the programme of archaeological work, Broadland Archaeology will contact the Norfolk Historic Environment Record Officer of NHER to obtain an Event Number for the site.

24 Broadland Archaeology contributes to the OASIS project. An online OASIS record will be initiated immediately prior to the start of fieldwork and key fields completed on Details, Location and Creators forms.

25 When the archaeological informative trial trenching has been completed, all parts of the OASIS online form will be completed for submission and the validation of the project entry to the Norfolk Historic Environment Record (NHER). This will include a single uploaded .pdf file containing the site report.

26 A mechanical excavator fitted with a toothless ditching bucket will be used to remove material under constant archaeological supervision and direction until archaeological features or natural geological soils are encountered. Once this level has been reached the exposed surfaces will be cleaned and mapped to identify and locate all archaeological features and deposits.

27 The trenches will be set out in relation to the Ordnance Survey National Grid by Broadland Archaeology using a Hemisphere GNSS surveying station. All trenches will be scanned by CAT prior to excavation.

28 If areas of significant archaeological remains are encountered that cannot be recorded safely or to the appropriate standard by the trenching, consultation will take place with (‘the client’) and NCCES and more detailed investigation may be required.

29 Initial excavation will be undertaken to the top of any undisturbed archaeological deposits or the surface of the underlying geological deposits, whichever is the highest. If neither is encountered, it may be necessary to excavate to a maximum depth of 1.20m below the present ground surface in line with Health and Safety guidance for deep excavation with unsupported sides.

30 The requirement for and the scope of works will be agreed with NCCES, if the excavation depths exceed 1.20m, or the excavation sides are considered too unstable to provide safe working conditions. The methods of ground support below a depth of 1.20m will be in accordance with Health and Safety in Excavation ‘Be Safe and Shore’ (HSE Books, Reprinted 2006 ISBN 0 7176 1563 4).

31 All excavation areas will be screened by metal detector and visually inspected in advance of their opening. Exposed surfaces and all archaeological features and deposits will be excavated by hand and screened by metal detector.

32 The metal detector will be utilised to scan excavated spoil and in situ horizons with the operator ensuring that it is used in a correct fashion. Throughout the excavations, metal- detecting will be carried out using a Tesoro Tejon (UK) with a mode setting applying a discrimination pattern. All artefacts and ecofacts materials will be collected and bagged by a unique site code and context number.

33 If the deposits in the informative trial trenching extend too deep to evaluate safely, or below the likely level of any development impacts, a hand auger may be used to retrieve information about the characteristics of the lower deposits.

34 Areas of deep excavation will be fenced using Netlon high-visibility fencing and appropriate warning signs will be displayed where these measures are appropriate.

35 Spoil from the trenches will not be removed from site. The trenches will not be backfilled until agreement to do so is given by NCCES. Any backfilling will not attempt consolidation or compaction over and above that possible with a mechanical excavator. Full surface reinstatement will not be attempted, but the trial trench will be left in safe condition.

36 Detailed strategies for levels of sample excavating buried soils, structures, pits, post- holes and ditches will be determined on site. Linear features will be examined by sections, discrete features will be half-sectioned and a minimum of 50% excavated. 100% of structural elements including beam slots will be excavated, although a decision may be taken to leave structural remains in situ in respect to considerations of any further work and if the evaluation questions can still be answered. Allowance will be made for total recovery where appropriate; percentage sampling will apply in areas where complex stratified deposits are encountered. The feature/deposit sampling strategy will be employed throughout the monitoring in accordance with Standards For Development-Led Archaeological Projects in Norfolk (Robertson et al 2018).

37 All archaeological deposits, features and layers will be assigned individual context numbers and recorded on standardised forms employing a pro forma recording system approved by NCCES. The records will include full written, graphic and photographic elements with site and context numbering compatible with the Norfolk Historic Environment Record numbering system. Plans will be made at a scale of 1:50, with provision for 1:20 and 1:10 drawings. Sections will be recorded at scales of 1:10 and 1:20 depeding on the detail considered necessary.

38 A digital photographic record will be maintained of archaeological deposits, layers and features to record their characteristics and relationships, and general shots will be taken to document the progress of the work in accordance with Standards For Development- Led Archaeological Projects in Norfolk (Robertson et al 2018).

39 All artefacts and ecofacts will be collected and, where possible, related to the context from which they derived. All artefacts will be retrieved unless volume and quantity of particular classes or items justify an on-site sampling policy. In all such eventualities relevant specialists (see Project Staff) and NCCES will be consulted to agree a strategy. All retained materials will be stored in stable conditions until arrangements for their processing and analysis are made.

40 If any items of gold or silver are discovered they will be removed to safe storage and reported to the local coroner according to procedures set out in the Treasure Act 1996 (2nd Revision). Where removal cannot be effected on the same working day as discovery, suitable security measures will be taken to protect the items from theft. Broadland Archaeology will inform the British Museum [email protected] and the relevant Portable Antiquities Scheme Finds Liaison Officer of such discoveries as soon as is reasonably practical. Broadland Archaeology will give the landowner guidance of how the Treasure process works normally via the Treasure Trove Advisory Panel and what this means in terms of claiming a reward and site archiving.

41 If human remains or burials are identified, which because of their location, vulnerability or other reasons must be removed, an application for a Licence for the Removal of Human Remains will be made in compliance with Section 25 of the Burial Act 1857, if appropriate. Treatment of human remains will be in line with Guidance for best practice for treatment of human remains excavated from Christian burial grounds in England (Second Edition) (Historic England/The Church of England 2017). Human remains will be screened from public view during the course of the excavation. No human remains will be removed from the site until permission has been granted in writing from all relevant parties

42 Soil samples for palaeoenvironmental materials will be collected only if suitable sealed and well-dated deposits are identified. Standard 20 litre bulk soil samples, column or monolith samples and Kubiena tins will be collected from such deposits as appropriate, in consultation with the Historic England Science Advisor for the East of England and/or other consultant environmentalists if appropriate.

43 A representative and adequate recovery of ceramic building materials finds all archaeological deposits will be ensured. An appropriate sampling programme for the recovery of animal remains from all archaeological deposits will also be ensured. Broadland Archaeology will not accept responsibility for any recording or removal of diseased animals found on the site. Where appropriate a site visit by the nominated specialist (par. 63) may be required.

44 Buried soils will be sampled by sieving to determine artefact densities. In all instances, sampling procedures will follow guidance issued by English Heritage (now Historic England) in Environmental Archaeology 2nd edition (2011). Full written, graphic and photographic sample records will be made using Broadland Archaeology’s pro forma recording system. Post -Fieldwork Processes

45 The drawn and written stratigraphic/structural record will be cross-referenced and analysed to provide a synthesis of the results of the work.

46 The cleaning and cataloguing of any artefactual materials recovered will be undertaken on completion of the trenching. All retained materials will be cleaned, marked and packaged in accordance with the requirements of Norfolk Museums Service (NMS).

47 Post-fieldwork analyses will start upon completion of the finds processing and will involve the identification and description of the artefactual materials recovered by the relevant specialists. In general, the following strategies will be employed in the analysis of the artefactual materials recovered: • Pottery. Analysed to determine date and tabulated by context unit • Worked flint. Sorted and tabulated by context unit • Metal artefacts. Assessed for dating and significance, catalogued by context unit and where necessary conserved within four weeks of completion of fieldwork, in accordance with UKIC Conservation Guidelines 3 (1984) • Faunal remains. Sorted and tabulated by context unit. Assessed for the potential for further analysis and for sieving for the recovery of smaller bird and fish bones • Environmental samples. Processed and assessed for content and significance • Other categories of artefactual materials will be analysed in similar fashion.

48 All finds work will follow the procedures set out in Standard and guidance for the collection, documentation, conservation and research of archaeological materials (Chartered Institute for Archaeologists 2014). Finds data will be entered on a spreadsheet to aid analysis and report preparation. Report and Archive

49 A client report will be prepared that presents the stratigraphic, structural, artefactual and environmental evidence and analyses, and a synthesis of the results of the monitoring.

50 The report will present data in written, tabular, graphic and appendix form. A list of archive components generated by the work and a reference to the intended place of archive deposition will be included in the report. Unless otherwise agreed in writing, Broadland Archaeology will retain copyright in and ownership of all documentation and other materials prepared by Broadland Archaeology. Broadland Archaeology may publish or jointly publish any description or illustration of the works with the prior consent of the client.

51 A draft copy of the report will be presented to the client and to NCCES for approval within six weeks of the completion of the fieldwork.

52 NCCES will advise the Local Planning Authority accordingly. Multiple copies of the approved report will be produced as appropriate and presented to the client and one

digital and one paper copy to NCCES. One copy of the report will be sent to the Historic England Science Advisor for the East of England.

53 The online OASIS record initiated prior to the start of the programme of archaeological work will be completed when the report is approved by NCCES. This will include submission of a pdf version of the final report to the Archaeology Data Service via the OASIS form.

54 A single integrated archive for all elements of the work will be prepared according to the recommendations set out in Environmental standards for the permanent storage of excavated material from archaeological sites (UKIC Conservation Guidelines 3, 1984) and Archaeological Archives: a guide to best practice in creation, compilation, transfer and curation (Brown 2007), and in accordance with Norfolk Museums Service (NMS) requirements for archive preparation, storage and conservation.

55 The archive will be fully indexed and cross-referenced it will also be integrated with the NMS Project accession number and the Norfolk Historic Environment Record numbering system. Deposition of the archive and archaeological materials (by prior agreement with the landowners) will take place after completion of the final report and confirmed in writing to NMS. A full listing of archive contents and finds boxes will accompany the deposition of the archive and finds.

56 All archaeological materials, excepting those covered by the Treasure Act 1996, will remain the property of the landowners. Broadland Archaeology will seek to reach a formal agreement with the landowners for the donation of finds to NMS.

57 Deposition of the archive and finds (by prior agreement with the landowners) with NMS will take place within six months of the completion of the published report.

Timetable and Resources

58 The different stages of archaeological work have different time and staff requirements. The timetable for fieldwork assumes that there are no major delays to the work programme caused by factors outside of Broadland Archaeology’s reasonable control. Such circumstances include without limitation: long periods of adverse weather conditions, flooding, repeated vandalism, ground contamination, delays in the development programme, unsafe buildings, conflicts between the archaeological recording methods and the protection of flora and fauna on the site, disease restrictions, and unexploded ordnance.

59 NCCES will be advised as far in advance of commencement as possible.

Project Staff

60 The project will be co-ordinated on a day-to-day basis by a Project Manager who will be dedicated to the project throughout its duration. The Project Manager will be responsible for logistics, standards, health and safety, and liaison with the client and curators.

61 Other members of staff involved in the project will be an Archaeological Finds Officer.

64 The analysis and reporting of artefacts and ecofacts will be coordinated by the Finds Officer and will be undertaken by Broadland Archaeology staff, or other nominated specialists drawn from the list below as required. Quality Standards

65 The guidelines set out in the document Standards For Development-Led Archaeological Projects in Norfolk (Robertson et al 2018) will be adhered to. Provision will be made for monitoring the work by NCCES in accordance with the procedures outlined in the document Management of Research Projects in the Historic Environment (MoRPHE) (English Heritage 2006, republished April 2015 by Historic England). Monitoring opportunities for each phase of the project are suggested as follows:

i. during monitoring fieldwork ii. during post-fieldwork processing iii. upon completion of the archive iv. upon receipt of the monitoring report

66 A further monitoring opportunity will be provided at the end of the work upon deposition of the integrated archive and finds with Norfolk Museums Service.

67 Overall responsibility for the successful delivery of the project lies with the Broadland Archaeology Project Manager, who has responsibility for all of Broadland Archaeology's work and ensures the maintenance of quality standards within the organisation.

General Conditions

68 Broadland Archaeology will not commence work until a written order, or signed agreement is received from the client. Where the commission is received through an agent, the agent is deemed to be authorised to act on behalf of the client. Broadland Archaeology reserves the right to recover unpaid fees for the service provided from the agent where it is found that this authority is contested by said client.

69 A 7.4 hour working day is normally operated by Broadland Archaeology, although their agents may work outside these hours.

70 Broadland Archaeology shall not be held responsible for any delay or failure in meeting agreed deadlines resulting from circumstances beyond its reasonable control. Such circumstances would include all those listed in para. 56.

71 Broadland Archaeology expects any information concerning the presence of TPOs and/or, protected flora and fauna on the site to be provided by the client prior to the commencement of works and accepts no liability if this information is not disclosed. No excavation will take place within 8.00m or canopy width (whichever is the greater) of any trees within or bordering the site.

72 Broadland Archaeology will not accept responsibility for any tree surgery, removal of undergrowth, shrubbery or hedges or reinstatement of gardens. Broadland Archaeology will endeavour to restrict the levels of disturbance of to a minimum, but wishes to bring to the attention of the client that the works will necessarily alter the appearance of a site.

Access, Health and Safety

73 Broadland Archaeology expects the client to arrange suitable access to the site for its staff, plant and welfare facilities on the agreed start date.

74 Reasonable access to the site will be granted by Broadland Archaeology on behalf Broadland District Council to NCCES and representatives of the client who wish to be satisfied, through site inspections, that the archaeological works are being conducted to appropriate professional standards and in accordance with the agreements made.

75 In advance of works commencing, Broadland Archaeology will prepare and submit a Health and Safety Risk Assessment and Method Statement to the client. All B’Land staff will be briefed on the contents of the Risk Assessment and required to read it. Personal protective clothing and equipment will be issued and used as required.

76 Broadland Archaeology will ensure that all work is carried out to standards defined in the Health and Safety at Work, etc. Act, 1974 and The Management of Health and Safety Regulations, 1992, and in accordance with the health and safety manual Health and Safety in Field Archaeology (SCAUM 2007).

77 The client will provide Broadland Archaeology with all information reasonably obtainable on the location of live services including overhead utilities before site works commence.

78 Whether or not CDM regulations apply to this work, Broadland Archaeology expect the client to provide information on the nature, extent and level of any soil contamination present. Should unanticipated contaminated ground be encountered during the works, excavation will cease until an assessment of risks to health has been undertaken and on- site control measures implemented.

79 Broadland Archaeology will not be liable for any costs related to the collection and analysis of soils or other assessment methods, on-site control measures, and the removal of contaminated soil or other materials from site. In case of contaminated soil, it may be necessary for Broadland Archaeology to produce a revised Risk Assessment and/or adapt the agreed Written Scheme of Investigation in consultation with the client and NCCES.

80 Should any disease restrictions be implemented for the area during the excavation, fieldwork will cease and staff will be redeployed until they are lifted. Broadland Archaeology will not be liable for any costs related to on-site disease control measures and for any additional costs incurred to complete the fieldwork after the restrictions have been removed.
