PROJECTS' EVALUATION × Assisting in evaluating the Small and Medium Sized Development Project. It is a 2.5 million and three-year project funded by the Dutch Government aiming to support and develop the small and medium sized enterprises in Palestine in different fields (technical, managerial, marketing and IT). Based on the evaluation, the Dutch government extended the project for two years. The duration of the project is five years (1998 – 2002). The focus groups as well a field survey were used in the evaluation project. × Assessing in evaluating a Mediterranean project funded by the EU and implemented by the ILO. The project was aiming to support and develop the small businesses in Palestine in different fields (technical, managerial, marketing and IT).     Palestinian STI Policy Framework Document The UNESCO Imad A. Khatib 3/17/2016 Executive Summary A comprehensive science, technology and innovation (STI) system in Palestine is still under development compared to other developed countries that have already identified its system and support it with proper national policies. The development of STI system requires a strategic institutional alliance among the governmental, academic and the private sectors to be able to carry out their vital role in developing the national socio-economy. For an STI system to function effectively and to reflect on the national development, an enabling national STI policy must be prepared with its associated strategies and action plans. The announcement made by the Palestinian prime minister during his meeting with Palestinian universities’ presidents that the 2016-2020 national development plans will be directed to serving a national "knowledge-based economy" needs prerequisites to be met. This report intends to recommend a framework for a possible national STI policy based on the relevant information and performance indicators collected and analyzed. Indicators of human capital, education, and higher education, socio- economy and business easiness, research and development and on technological innovation are presented. A structure for a national STI system leveraging on available institutions and potentials is presented. It should be mentioned that potential elements for developing a dynamic STI system that serves the government current strategic decision to establish a "knowledge-based economy" exist. It offers an overview of the challenges and obstacles fac­ ing Palestinian libraries in this information age of the twenty-first century. It deals with general barriers inhibiting libraries from flourishing and functioning like peer libraries elsewhere. Difficulties were encountered during the research process of this article. One of these was the lack of published literature on the topic of research. Lefebvre­ Danset, in her article about Palestinian libraries, noted that the sources of infor­ mation are scarce. 1 In several cases, the author had to use and cite material writ­ ten about the governing bodies or about parent institutions of these libraries. It is obvious that when parent organizations were facing difficulties, libraries serving the populations of these institutions or organizations were also affected.
