Duties: The project aimed at developing a Strategic Environmental Assessment for Kirkuk Province, Iraq. Our technical team was comprised with five members from Canada and three members from Kirkuk. We involved under different capacities in this project covering water, waste water, solid waste, air pollution and desertification sectors. My contributions were in the pollution of water sector where special attention were paid at remediation of ground and surface waters in Kirkuk Province. The baseline survey was supported by available and additional data collected, which were synthesized and modeled for a proper outcome of the above project. Several rounds of sampling including data gathering were completed in Iraq aiming at synthesizing environmental outcome for the governorate to take strategic decision. The project was supported by a team of Kirkuk University students.

Hydrogeologist, Allnorth Consultants Limited August 2012 – September 2012 (2 months) Prince George, BC, Canada

Duties: The project involves hydrogeologic investigation of the Decar Nickel mine site in the Prince George area BC, Canada. The work was related to installation of instruments such as Vibrating Wire Peizometer and Nested Piezometers in deep drill holes. A program coupled with Packer and Lugeon tests were conducted for hydraulic conductivity measurements after examining core logs in the Ni bearing serpentine rock. Exposure to mapping with ruggedized tablet PC and other sophisticated GPS equipment is part of the program. The project worth multi-million dollars and several phases of study was conducted. This is going to be a large Ni mine and is planning to be established within the next few years. The project was involved with a team of geologists, geotechnical engineers, hydrogeologists, technical staff, drillers and helping crew. A camp is managed for the workers and strict health and safety program (WHMIS) was adhered through

stringent procedures.

Hydrogeologist and Resident Officer (1982 Oct 01-1984 July 31) Water Resources Board Regional Office, Kurunegala, Sri Lanka.

Duties: Overall in-charge of geological, geophysical and hydrogeological investigations of the entire Kurunegala District. The World Bank funded the project and the total component is worth Rs. 15 million. Technical staff comprised with two geophysicists, two hydrogeologists, one engineer, drilling foreman and the office staff. Four drilling parties including a labor force of 40 people were directly under the resident officer. The project area is 1872 Sq miles while 98 test wells and 60 production wells were completed. A report including geological, photo geological and structural maps, geophysical investigation results, chemical data, drilling data, pumping results and drainage basin analysis was completed in 1984.

26   SHORT BIOGRAPHIC STATEMENT AND CAREER RECORD

CHANDRA JAYASENA was born on 14th September 1957 in Sri Lanka. He received his Primary education from Anuradhapura and obtained GCE (OL) &AL education from Science College, Matale (1971-1976) before selecting to the University of Peradeniya in 1976. He earned his B.Sc. honors degree in Geology with 2nd Class Upper division (1980) and worked as an Assistant Lecturer. In 1982, he joined the Water Resources Board as a hydrogeologist and conducted a World Bank funded groundwater investigation pilot project in the Kurunegala District. In 1983, he was appointed as the Resident Geologist for this Integrated Rural Development Project and completed the final report covering detailed analysis of Hydrogeology (1984). In August 1984, he was absorbed into the permanent carder of the Department of Geology, University of Peradeniya and initiates hydrogeological teaching and research. In 1986, he was offered a Fulbright scholarship to the Colorado State University, USA and completed his Masters Degree in Geology (1988). His research thesis was based on the Hydrogeology of Sri Lankan basement complexes. After returning to his former Department, he starts to provide his expertise in hydrogeology to various public and private organizations. Some of his key involvements were the Samanalawewa dam project, landslide mapping in the central highlands and the water supply projects of Kurunegala. In 1990 he again proceeded to USA for a Ph.D. program in hydrology at the University of Arizona where he engaged in a Nuclear Regulatory Commission (NRC) supported field research project examining Two- phase non-isothermal hydrologic transport at the Apache Leap Tuff in Superior, Arizona. He was appointed as a Senior Lecturer II in Jan 1992. In 2002, he was selected to an IAEA fellowship to undergo isotope hydrology program at the Department of Biological and Ecological Engineering, Oregon State University, Corvallis, USA, where he finishes his PhD candidacy with a project proposal based on “Socio Technical aspects of water management in the Deduru Oya basin in Sri Lanka”. After returning to his former department, he was promoted to Senior Lecturer I with effect from Oct 2003. He was promoted on merit to Professor in Geology from 2012. He authored 52 peer-reviewed articles and 21 research reports in addition to 44 abstracts presented at various scientific sessions. He has been a reviewer for Journal of Hydrology- 2009, African Journal of Agriculture Science- 2011, Desalination and water Treatment–2011 and NRC project proposals–2012. Based on his outstanding academic performances and national contributions, he received Presidential awards for 2007, 2008, 2009 and 2014.

Further his approach on user-friendly solutions to hydrological, hydrogeological and geotechnical engineering problems, enables him to contribute effectively in the corporate environment. This resulted with starting a consulting firm “SOIL TECH Ltd” in 1995 aiming at conducting geotechnical engineering projects. He was the former Chairman of this leading consulting firm, www.soiltechltd.com. From 2012 onward he is serving as the Chairman of the Geo Corporation Ltd. www.geocorporation.com. In addition to above, several portfolios were covered in Canada such as a Consulting Hydrogeologist for the Allnorth Consultants, BC and water sector expert at IMSphere Consulting Inc., through Design Group Staffing, ON.

Chandra has been continuously involved in other scientific communications and extension work in Sri Lanka and elsewhere. He participated in EPA seminar, Denver (1980), Soil Science Workshop, Tucson (1990), Ornamental Stone exposition, Chicago (1992), XXIVth congress of IAH, Norway to read a paper on “Hydrogeology of Basement Rocks in Sri Lanka” (1993), Departimento di Della Terra, Univesitat Degli de Torino, Italy, to deliver a lecture on “Ground Water in the hard Rock terrains of Sri Lanka” (1996), Taiyo Gijyutsu Kaihatsu Co.
