(NYSE symbol: C) Singapore, 16 March 2006 CITIBANK IS THE TOP BANK IN SINGAPORE IN TERMS OF SERVICE QUALITY Singapore Service Quality Barometer 2005 conducted by Asia Insight ranked Citibank highest in Customer Commitment Index score Singapore – Citibank has emerged as the clear leader amongst banks in the Singapore Service Quality Barometer 2005, the first-of-its-kind benchmarking survey by Asia Insight. The survey ranked 8 banks by polling more than 400 consumers in a random sample on 29 Key Performance Indicators of service quality, and providing a Customer Commitment Index score for each bank, and for the industry. Citibank received a Customer Commitment Index score of 61, compared to the other 7 banks, which scored between 52 to 59 (an average of 56). The bank also garnered top positions in 17 out of 29, and top 3 positions in 25 out of 29 Key Performance Indicators of service quality among all 8 banks surveyed (see Appendix 1). Asia Insight’s Service Quality Barometer was motivated by Singapore’s national effort to build a world-class culture of service excellence by boosting service quality. Mr. Jonathan Larsen, Chief Executive Officer and Country Business Manager, Citibank Singapore Ltd, said, “The survey findings are a strong endorsement by our customers. We work very hard to deliver superior service. However, we are far from satisfied. We are continuing to invest on most fronts to improve service levels and exceed our customers’ expectations.     DAILY CURRENCY UPDATE 30 September 2021 US government shutdown likely averted but a debt ceiling resolution still awaits • USD: There now seems to be a clear path to averting a US government shutdown and legislators are likely – if not guaranteed – to take it. Democrats plan to offer a “clean” continuing resolution (not tied to the debt limit) that would keep the government open through December 3rd. This will likely pass in the Senate with bipartisan support later this week in the House. Debt ceiling – meanwhile, the debt ceiling is likely to be raised along party lines through reconciliation. Republicans continue to make clear that they will not participate in a bipartisan process to raise the debt limit. Majority Leader Schumer (D-NY) has asked for unanimous consent to proceed to a vote on a debt ceiling suspension (which could then pass with a simple majority) but is opposed by Republicans. It remains Citi analysts’ and market’s base case that Democrats will ultimately use party line reconciliation to raise the debt limit. Given the tight timeline, a key issue is how long the reconciliation process will take – but this is likely to get underway in the relative near term and potentially for some procedural steps to be sped up. • USD: Meanwhile, US Treasury Secretary Yellen has already indicated “extraordinary measures” staving off the debt ceiling may be exhausted by October 18. Though the date has been reported by some outlets as when Treasury will run out of cash, “extraordinary measures” are exhausted when Treasury can no longer issue net new debt – despite potentially having cash left in its account.

    CORPORATE GOVERNANCE REPORT INTRODUCTION Citibank Singapore Limited (the “Bank”) was incorporated in Singapore on 24 September 2003. Since 1 January 2005, the Bank has been licensed by the Monetary Authority of Singapore (“MAS”) as a qualified full licence bank to engage in banking business in Singapore. The Bank is wholly owned by Citigroup Holding (Singapore) Pte Ltd and is ultimately owned by Citigroup, Inc. (“Citigroup”). As a Singapore-incorporated bank, the Bank’s corporate governance practices have to comply with the Banking (Corporate Governance) Regulations (“Regulations”) and the Bank is also guided by the Guidelines on Corporate Governance for Financial Holding Companies, Banks, Direct Insurers, Reinsurers and Captive Insurers which are incorporated in Singapore (“Guidelines”). BOARD GOVERNANCE Board composition A number of Directorship changes occurred in the course of 2020 and 2021. Ms Cheng Ai Phing was appointed a Director on 1 May 2020. Mr Yap Chee Keong retired as Director at the 2020 annual general meeting held on 30 June 2020. Mr Adil Allamar was appointed a Director on 18 January 2021 and Mr Sergio Zanatti resigned on the same date. Following these changes, the Bank’s Board now comprises 6 members (Mr Amol Gupte (Chairman), Mr Adil Allamar, Mr Brendan Carney, Mr Lim Chin Hu, Mr Bill Chua Teck Huat and Ms Cheng Ai Phing). Mr Brendan Carney, the Bank’s Chief Executive Officer, is the sole executive Director. 2 Directors are non-executive non-independent Directors and 3 are non-executive independent Directors. 3 Directors are Singapore citizens.
