INTRODUCTION

This report covers the period extending from December 16th to January 15th. It highlights major activities and progress made under each component or strategic objective during the period under the review. EXECUTIVE SUMMARY

Key progress/achievements during this reporting period include the following:

ACTIVITIES

 In Timbuktu Region, FFS activities continue and Producer Organizations (POs) are being trained on different techniques including: 1) fodder production, harvest, and storage; 2) collective saving schemes; 3) animal fattening techniques; and 3) bulk selling;

 In the Region, the following activities occurred: o Our two SVPPs from vaccinated 37,432 animals o Two (2) radio messages focusing on animal fattening techniques, harvesting techniques, and fodder storage techniques were broadcasted o Multi-nutritional licking blocks were produced and sold for income, mostly by women o In Koro and Bankass Cercles, 22,568kg of fodder were produced o 23 technical bids were reviewed o In Bankass, Koro, Mopti and Djénné, preparatory activities for cattle fattening FFS were organized and are still on-going o In , PO’s from Soufouroulaye, Bacoro, and Gnimitongon were evaluated for their adoption of best practices in hygiene and nutrition o Trainings were organized to sensitize producers and fatteners on the necessity to regularly off- take of healthy animals for sales to the market as a way of keeping their businesses sustainable over time o A meeting occurred in Sévare on December 20th at L4G in order to facilitate vertical linkages between the producers/fatteners groups and the big trading exporters, as well as to strategize increased access to financing o On December 19th L4G participated in a national debate facilitated by Mali Justice in order to help eradicate corruption in Mali o L4G participated in the USAID partners meeting in Mopti and was able to forge strong linkages and synergies with similar partners working in the same areas and/or dealing particular issues of interest o The M&E team undertook field trips and contributed data for both the monthly and quarterly reports o In Mopti and Djenne, 23 trained participants on diverse FFS techniques o 110 kg of hay treated with urea by L4G clients

 In Timbuktu Region, 60 youth were trained in animal fattening techniques. In addition, 988 animals were sold for a total value of 35,466,500 CFA ($70,933 USD)

 In the , the following can be reported: o 37,432 animals were vaccinated, including 4,560 sheep and goats and 32, 872 cattle o Two SVPPs achieved a total gross margin of 3,030,748 FCFA or $6,061 USD o PO’s from , Bankass and Djenné Cercles resumed production of MLNB o 1,096 MNLBs were produced in Bandiagara, Bankass and Djenné Cercles o 976 MNLBs were sold for a total value of 831,550 FCA or $1,663 USD o Produced fodder generated a partial revenue of 66,000 FCFA or $132 USD o From the RFP process for the photovoltaic pumping systems, L4G has selected SONINKARA as the construction firm to build six planned waterpoints o 2,866 animals were purhcased for animal fattening, including 353 cattle, 2,094 sheep, and 419 goats o Sales of all animals across all targeted Cercles (including Timbuktu) amounted to 102,950,100 Million FCFA or about $205,900 USD

NEXT STEPS

 In Timbuktu Region, the next steps will consist of continuing with the FFS activities, continuing promoting animal fattening and increased sales, as well organizing workshops to assess the region’s needs for waterpoint building/rehabilitation infrastructure.

 In Mopti Region, the following next steps are being anticipated: o Expand the vaccination campaign to areas not currently covered o Monitor production of MNLBs in Koro, Bankass, Bandiagara, Mopti and Djenné Cercles o Carryout replication training on harvesting techniques, fodder conservation techniques, and production of MNLBs by 260 VA (Village Animators) o Continue with data collection on fodder produced in the remaining POs o Negotiate the final budget and SOW with SONINKARA for the waterpoints in Mopti o Continue with FFS training on fattening techniques in , Gnimintongo, and Toumadiama o Organize and animate similar FFS training sessions for Sio and sites o Continue with evaluation of adoption of best hygiene and nutrition practices in Djenne Cercle o Monitor L4G clients’ implementation of best practice recommendations o Plan and organize training sessions on AEN and AEH in targeted Cercles of Timbuktu o Organize refresher training on nutrition and hygiene in Mopti Cercle o Continue with monitoring of sales and data collection o In terms of M&E, produce data for the first quarter report and PPR

SECURITY UPDATE

 Several security incidents occurred, but with no adverse impact so far on the project performance in the areas where we were working

TIMBUKTU EXPANSION: KEY ACTIVITIES FOR THE PERIOD

ACTIVITIES

Dire:  Training/awareness raising on several topics/issues of interest: o Best practices for harvesting and storing cowpea and bourgou as forage o Measures to prevent animals from wandering o Monitoring producers to ensure best techniques are applied for producing irrigated cowpea

Nianfunké:  Monitoring of fodder harvesting  Technical assistance to PO’s for applying to funding with USADF  Work session on building/rehabilitation of water infrastructures with Pierre Roy, Aba Coulibaly, and DCOP :  Training on fodder production, fodder storage as well as animal fattening techniques for the young producers  Assessment of POs’ capacity to use the OCA techniques  Awareness raising on collective savings and bulk selling of fattened animals  Information provided to beneficiaries on input services and access to selling outlets

 10 facilitators trained on integrated pest management (GIPD) and fodder harvest  10 applications prepared for USADF funding  3 radios identified in Goundam for L4G awareness raising messages (Radio Wafakoye, Radio solidarité and Radio Tioky)  60 youth (including 6 girls) trained on animal fattening techniques  06 PO’s trained on collective saving schemes  Setting up of youth platforms in Tonka et Communes

During this period, 37,432 animals were vaccinated against major crippling diseases by the two SVPPs from Bankass. Please refer to Table 2 below for details.

PRODUCTION OF FODDER AND SEEDS IN THE TRACKED PLOTS

ACTIVITIES

In Koro and Bankass Cercles, 22,568 kg of fodder were produced, but only 6.6% was sold while leaving the remainder (93%) for in house livestock consumption. For further details, please refer to Table 4 below

TASK 1.3 IMPROVED AND SUSTAINABLE MANAGEMENT OF PASTURELAND AND WATER RESOURCES

EVALUATIONS OF TECHNICAL BIDS FOR THE NEW AND EXISTING WATERPOINT BOREHOLES

ACTIVITIES

 23 Technical bids were reviewed in reponse to the waterpoints RFP that AECOM publically advertised  SOW for both the boreholes and installation of water extraction equipment for the new zones to be finalized  The construction manual to be finalized

 Eight (8) engineering firms met the minimum technical score threshold to then have their financial proposals considered. SONINKARA was selected as the winning firm after evaluation of financial offers  Construction manual in draft form

TASK 1.4.1 IMPROVED COMMUNITY LITERACY AND NUMERACY IN THE NEW ZONES

IDENTIFY PROPER WORKSHOP SITES AS WELL AS VOLUNTARY FATTENERS FOR THE IMPLEMENTATION OF THE FATTENING FFS

ACTIVITIES

 In Bankass, Koro, Mopti and Djénné, preparatory activities for cattle fattening FFS were organized and are still on-going  However, due administrative procedures, activities in Bankass were temporarily suspended  Training on the use of hay treated with urea was organized in Sadia Dogon (please refer to pictures below)

Monthly Report No. 39, January 2018 | Mali Livestock for Growth (L4G) 7  In Djenné and Mopti Cercle, FFS activities are taking place in Gnimintongo, Konio, and Toumadiama  During L4G FFS activities, the topics covered by L4G trainers include: o Introduction to basic concepts/principles behind the FFS; o Fattening definition; o Criteria for selecting the animals for fattening (race, age, weight, sex, and conformity of the animals) o Economic importance of fattening o Rationing of the feed for the animals o Production of hay with urea; o Production of multi-nutritional licking blocks.

OUTCOMES

 23 trained participants  110 kg of hay treated with urea  Cattle from Konio and Toumadiama which started fattening since December 1st have already gained good weight and could be presented to the market by February 15th. Please refer to pictures below for details :

TASK 1.4.2 IMPEOVE NUTRITION AND HYGIENE AT THE COMMUNITY LEVEL

EVALUATION OF POS’ ADOPTION OF BEST PRACTICES IN NUTRITION AND HYGIENE

ACTIVITIES

 POs from Soufouroulaye, Bacoro, and Gnimitongon were evaluated for their adoption of best practices in hygiene and nutrition  Best practices POs acknowledged they did not understand well were revisited by L4G trainers  Issues/topics included: hand washing after toilet, consumption of colostrum by infants, physical hygiene, nutrition of pregnant women and young girls, etc.

OUTCOMES

 Important knowledge on hygiene and nutrition gained by participants  Several inappropriate/poor practices abandoned (e.g, collective washing of hands in same pot, bad taboos on pregnant women nutrition)  Tiptap techniques (handwashing) practiced in several villages, especially in Bacoro

PURCHASES AND SALES OF LIVESTOCK

ACTIVITIES

 Trainings were organized to sensitize producers and fatteners on the necessity to regularly off-take healthy animals for sales to the market as a way to keep their businesses sustainable over time

OUTCOMES

 2,866 animal heads comprising 353 cattle, 2,094 sheep, and 419 goats were purchased by 149 POs and 29 individuals for fattening. Please refer to Table 6 below for details.

VALUE OF DOMESTIC SALES

During the period under review, sales of all animals across all targeted Cercles amounted to 102, 950,100 Million FCFA or about $205, 900 USD. Cattle accounted for 48%, sheep for 45%, and goats for 7%. Please refer to Table 8 below for details as of December 2017.

TASK 2.1.5 IMPROVE ACCESS TO FINANCIAL AND BUSINESS DEVELOPMENT SERVICES

WORKSHOP TO ESTABLISH BUSINESS RELATIONSHIPS BETWEEN ANIMAL FATTENERS AND TRADERS

ACTIVITIES

 Meeting occurred in Sévare on 20 December at L4G’s Sevare office in order to: o Facilitate linkages between fatteners and traders o Seek to obtain a three-way agreement between traders/banks/and fatteners o Guarantee access to credit through a regular replenishment by high level livestock traders and opening of a bank account

 Traders from Bamako agreed to work with L4G fatteners for a “win-win” situation  LAHAM reiterated its willingnes to collaborate with L4G clients that can sell high quality animals

L4G CLIENTS COMPLETING APPLICATIONS FOR USADF GRANTS

 In Koro, a group of L4G fatteners submitted a proposall worth 44,464,000 FCFA for funding in response to the USADF call for grant applications  Similar applications are also being prepared for USADF grants by other POs (at least four applications will be submitted)  Applications are due at the end of January

TASK 2.2 REDUCE TRADE BARRIERS

TASK 2.2.1: LINK LIVESTOCK VALUE CHAIN STAKEHOLDERS TO THE NATIONAL AND SUB-REGIONAL POLICY DIALOGUE L4G participated on December 19th in a national debate facilitated by Mali Justice in order to help eradicate corruption in Mali. Among the related issues, the debates particularly focused on highlighting the importance of free movement of people and goods within the sub-region. The recommendations from this gathering hopefully should contribute to bringing alternative solutions with regards to the trade barriers faced by L4G and its clients.

GENDER An effort to identify women POs that can participate in the warehouse receipt systems was initiated. This should help in facilitating access by the women POs to finance in order to undertake livestock raising activities of their preference.

COLLABORATION WITH PARTNERS

L4G participated in two major activities attended by USAID implementing partners both in Mopti and elsewhere. This included the USAID partners’ meeting in Mopti on December 12th, as well as the COREM meeting in Sevare on December 22nd. COREM stands for Convergence pour la Resilience in Mopti, which means Convergence for Promoting Resilience in the Mopti Region. Both meetings enabled L4G to share experiences with and learn from the other partners in order to increase synergy between the projects.
