ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. They have already given their interpretation of democracy Minister Naftali Bennett and Knesset Members Zeev Elkin, Gila Gamliel, Aryeh Deri, Tzachi Hanegbi, Tzipi Hotovely and Ayelet Shaked have cancelled their participation in the Haaretz Conference on Democracy because the New Israel Fund is among its sponsors. For the boycotters, democracy means disregard of the weak, the rejected, those who lack rights, those who are discriminated against economically and those who are excluded because of their beliefs. To the glory of the state of Israel, the New Israel Fund exists with the understanding that democracy is also the defense of minority rights and it expressly extends a hand to the weak, the discriminated against and the excluded, aiding the existence of non-profit organizations that promote their rights. The politicians of the right and Aryeh Deri (defender of the transparent) cannot tolerate this. West Nile virus (WNV) activity in humans and mosquitos Updated for 28/11/2016 In the following report, a human case patient who is defined as "suspected" refers to a patient whose lab test results indicate a possibility of infection with WNV, and a human case patient who is defined as "confirmed" refers to a patient whose lab test results show a definite infection with WNV. The final definition status of a patient who initially was diagnosed as "suspected" may be changed to "confirmed" due to additional lab test results that were obtained over time. Three Conquests of Canaan
ÅA Wars in the Middle East are almost an every day part of Eero Junkkaala:of Three Canaan Conquests our lives, and undeniably the history of war in this area is very long indeed. This study examines three such wars, all of which were directed against the Land of Canaan. Two campaigns were conducted by Egyptian Pharaohs and one by the Israelites. The question considered being Eero Junkkaala whether or not these wars really took place. This study gives one methodological viewpoint to answer this ques- tion. The author studies the archaeology of all the geo- Three Conquests of Canaan graphical sites mentioned in the lists of Thutmosis III and A Comparative Study of Two Egyptian Military Campaigns and Shishak and compares them with the cities mentioned in Joshua 10-12 in the Light of Recent Archaeological Evidence the Conquest stories in the Book of Joshua. Altogether 116 sites were studied, and the com- parison between the texts and the archaeological results offered a possibility of establishing whether the cities mentioned, in the sources in question, were inhabited, and, furthermore, might have been destroyed during the time of the Pharaohs and the biblical settlement pe- riod. Despite the nature of the two written sources being so very different it was possible to make a comparative study. This study gives a fresh view on the fierce discus- sion concerning the emergence of the Israelites. It also challenges both Egyptological and biblical studies to use the written texts and the archaeological material togeth- er so that they are not so separated from each other, as is often the case. -

Mahapach-Taghir Mahapach-Taghir: Creating Change through Solidarity between Marginalized Jewish and Arab Communities By Adi Dagan This essay is the latest in our series of ‘Kolot: Voices of Hope’ profiles of Israelis and Palestinians furthering the cause of peace and equality. Find all the profiles in this series here. Mahapach-Taghir (“change” in, respectively, Hebrew and Arabic) is a grassroots Jewish-Arab organization for social change, founded in 1998. Our overall goal is to promote a shared society in Israel with equal opportunities for all, by: (a) Building leadership in Arab and Jewish communities in the periphery – the areas outside Israel’s more urbanized central region – through empowerment and formal and informal education; (b) Promoting solidarity and equality between social groups; and (c) Facilitating participatory democracy, civil leadership, and more effective local governance. The marginalized communities where we work face some of the greatest barriers to quality education and jobs due to discriminatory policies. They are also systematically excluded from decision-making processes at the community, municipal, and national levels. Our organization has been working with Arab and Jewish communities for over 20 years. In that time, we have gained extensive experience – becoming part of the local communities, listening to their needs, and building leadership and Arab-Jewish partnership based on political values of democracy, equality, and human rights. The “Learning Communities” At the heart of Mahapach-Taghir’s work are the Learning Communities. The Learning Community is a holistic, inclusive, and intergenerational empowerment and educational model. It strives to provide equal educational opportunities to children and youth in disempowered marginalized neighborhoods, while encouraging the civic participation of local residents, parents, and college students. -
