2018-19 Manhattan Beach Education Foundation Annual Report & Honor Roll

Enrich and Empower The Manhattan Beach Education Foundation is a community driven fundraising organization, which supplements state funding for programs that inspire learning, enrich teaching, and promote innovation and academic excellence in the public schools of Manhattan Beach.

Dear Friends of MBEF –

When we envision the type of learning environment we want for our children, we dream of empowering and enriching their academic lives with personalized learning, hands-on opportunities in science, art, and music, strong foundations in core subjects like language arts and math, as well as inspirational opportunities for collaboration and connection. Because of you, our generous Because of You community, the Manhattan Beach Education Foundation (MBEF) is able to support the quality education that we all envision.

We invite you to learn more about MBEF’s impact and the specific programs that you helped prioritize and make possible for the coming 2019-20 school year. Thanks to your generosity, MBEF will provide over $6.5 million to our District – the largest MBEF grant ever – to deliver a vast array of programs to enrich the educational experience of our students.

Our schools and students excel because of you – the parents, business leaders, educators and neighbors who are committed to our children’s education and future. We are inspired by your investment in our schools and look forward to partnering with you again for another school year.

With great appreciation,

Dan Rogoff Hilary Mahan President, MBEF Executive Director, MBEF

The MBEF Difference // 4 Our Students Do Not Qualify For Local Support Is Critical // MBUSD Supplemental Funding // In 2013 is frequently compared to a short list of districts California implemented the Local Control Funding throughout California that have strong student Formula (LCFF) to provide additional resources to outcomes. However, our per-pupil funding for public school districts with higher numbers of education is very different from these other students who qualify for the Free and Reduced high performing districts. Funding from the Lunch Program, are English Language Learners, recent parcel tax provides approximately and/or are foster youth. While LCFF has provided $2.4 million annually, which helps offset annual additional resources for districts with greater cost of living adjustments and pensions for numbers of “high need” students, education teachers. Support of MBEF remains vital to MBEF was founded by a group of parents committed to funding remains inadequate for all students. Of continue the programs our parents expect, strengthening our public schools over three decades ago. ALL school districts in California, MBUSD is one and our students need, to succeed. At a time when school funding was at an all-time low, private of the few with the LOWEST number of students who qualify for supplemental funding. donations were critical to providing a quality education for our children. Over thirty-five years later our public schools remain underfunded and MBEF continues to play a significant role in PER PUPIL FUNDING supporting — in small or large part — nearly every academic pursuit and enrichment opportunity across our seven campuses.

THE REASON FOR MBEF

California Funding For Education MBUSD is a Revenue Limit District // Is Inadequate // Despite a $20 billion Only a small portion of our property taxes in increase in K-12 spending since 2011, California Manhattan Beach support education. The formula continues to rank among the lowest in the nation in to allocate property tax dollars is based on spending school funding. The United States Census Bureau levels in the 1970’s. At that time, MBUSD was a recently ranked California as 37th in per pupil K-8 district and allocated a small portion of funding when adjusted for the cost of living. property taxes to schools. As a result, MBUSD MBUSD will receive roughly $10,450 per pupil this is a “Revenue Limit” district and does not retain year, putting our funding level at the BOTTOM of property taxes. “Basic Aid” districts, such as both the state and country. Palo Alto, Laguna Beach and Beverly Hills, funded education at a higher level in the 70’s, so they retain excess property taxes. Consequently, funding for Manhattan Beach schools is actually augmented by state aid to reach the guaranteed minimum level of funding per student.

An estimated $4-$7 billion in matching gift funds go unclaimed per year in the United States. With less than 9% of MBEF donors currently providing matching gifts, the potential for growth is exponential.
