Fort Wayne Parks & Recreation Department Staff Reports reporting April / May 2018

STEVE MCDANIEL ~ Director The IDNR has approved our five year Master Plan. We are now in place to submit for Land and Water funds through their division. On May 21st, ARCH presented us with an ARCHie award for the Institutional / Government Winner for the restoration of Col. Foster Statue in Swinney Park. Kellie Adkins and I taped a half hour show about Salomon Farm Park with PBS 39. It aired on June 8th. It will re- air in September. We are commissioning a Master Plan for Franke Park. Working with the Zoo on this partnership. We will be looking at several things within the park including, circulation, theater, zoo, creek, Goshen Road improvements, wayfinding signage, trails, camp, playground, various uses within the park, to name just a few. Senior Games kicked off on June 4th with a press conference and torch lighting ceremony. At the beginning of the week 449 people have signed up. Patti’s goal is to reach 500. I will be the guest speaker at this year’s annual meeting for the Friends of the Parks. The city continues negotiations with a design team for Phase 2&3 of Riverfront Development. The Memorial Park Task Force will have its final recommendations in July. Natalie Eggeman has left the department to work in the Mayor’s Office. We are currently searching for a new PIO. Other staffing openings have been filled. Dave Weadock joins the team as Supervisor of Project Administration. Greg Kreiger, as Project Technician. Mike Cremeans, promoted to Supervisor of Facilities and Trades. The position for a Manager of the Conservatory, is now open Staffing levels are up with summer seasonal employees. We have been finalizing training and programs have started. Looking forward to a great season. We have been working with the Zoo staff on dealing with the aftermath of a fire that occurred at the Vet building.

Marketing  Completed updating Summer Fun Times content for web sites and updating 3 calendars.  Presented Customer Service Training to the following staffs: Hurshtown, Lindenwood and Tennis. Additional Customer Service Training will be in June.  Natalie Eggeman, PIO for the Department, has taken a new job with the City.  Web Statistics:  Users: 32,744  Hits: 99,571  Produced 45 promotional pieces including (brochures, flyers, posters, displays and newspaper ads) for various programs.  Reviewed applications and interviewed potential Marketing Intern candidates.  Received some incredible Foster Park photos from local photographer Ray Steup along with his permission to use them on the Foster Park Wall project as long as we credit him.  Submitted three grant requests.  Administering grants we receive, submitting paperwork as needed and tracking program progress.  Completed various tasks for the Senior Games news conference on June 4.  Sent out Riverfront Fort Wayne summer events press release which featured over 200 opportunities to connect with the river.

CHUCK REDDINGER~ Deputy Director, Recreation Services Athletics and Aquatics  McMillen Aquatic Center sand filter experiencing mechanical issues. We have been able to keep the pool open, and plan to have the filter repaired the week of June 11th. Unfortunately this will require the pool shutting down for at least three days. Memorial pool is set to open on June 16th.  Implemented a new computer system and registration process for the Lifetime Sports Academy. We have had some tweaks made and will continue to make but overall everything is working out great.

Travel Services  The May 5th trip to Holland Michigan Tulip Festival was sold out. Our day started off with a luncheon cruise on the Holland Princess followed by an afternoon enjoying the tulips and attending the craft show in Centennial Park where over 200 juried exhibitors offered fine art and original crafts for sale.  The June 6th and June 20th Cubs games are sold out.

Riverfront  Riverfront added two seasonal employees this month—Kim Weldon and Tom Walls. They have been busy doing trainings, including DNR’s boat safety training, dragon boat training, and pontoon boat training.  Staff has been very busy getting ready for the 200+ summer programs that will be offered by Riverfront, including new paddle socials, boat tours, Young Naturalist programs, Stargazing programs, the Riverfront Film Series, Intro to Canoe and Kayak classes, tours on the Sweet Breeze canal boat, and the Fort Wayne Dragon Boat Races.  Much work is going into expanding and improving the Dragon Boat Races, including improved logistics and marketing, more sponsorship benefits, and adding tailgating with live music, food and beverage service by The Deck, the Drummer’s Parade, team voting, the Steersman Auction, the Spicy Ramen Eating Contest, yard games, an expanded free children’s activities area, an adult slip and slide, spare paddlers provided by the National Guard, and more.  Finalized the tri-fold Riverfront brochure that promotes drop-in and casual activities along the Riverfront and distributed 1,000 throughout the community. This brochures serves the demographics that wish to participate in Riverfront activities, but are unable to sign up for pre-registered programs, primarily visitors and tourists to Fort Wayne.  Created a one-page informational document that has information on all boat tours available in Fort Wayne and distributed to partners, including Visit Fort Wayne who put it on their website and are distributing print copies to visitors and conventions. Community Center  The Community Center hosted it annual Volunteer Luncheon on May 4th. There were 104 people in attendance, and entertainment was provided by the Alley Kats and Heartland Sings. Food was sponsored by American Senior Communities and prepared by Nine Mile. Several recognition award were given out in appreciation for service to the Community Center: o Edna Berdelman Award-Michael Violes o Gerri JR Award-Kelly Doyle o Outstanding Commitment-Pam Rios o Carol Clark Living the Mission-Bobbie DeBruce and Bill Knorr o 38 certificates were handed out for those with more than 50 hours of service. o 8 certificates were handed out for those with more than 200 hours of service.  Senior Games started June 4th and will conclude on June 22nd. There are 34 events including 2 new events (archery and Ma Jong). We expect close to 500 total participants.  Staff Attended the Disability Expo May 12th at the Coliseum.  The Preschool Youth program is still filling positions for their summer staff. At this point there about 10 positions open. Outdoor Recreation  The Fiber Arts Festival was held on May 18th and 19th at Salomon Farms. There were approximately 600 people in attendance. Construction on Dupont Road and rain in the forecast probably contributed to the lower than normal attendance.  Salomon Farm and Lindenwood Nature Preserve hosted 17 field trips.  The Learning Center expansion is near completion and we are working on several programs in the fall that will incorporate the new teaching kitchen.  All summer staff have completed their summer training  The summer Farmers Market at Salomon Farm began on June 6th.  Most sessions for Farm Camp and Franke Park Day Camp are full or nearly full.

Gross revenue for May totaled $13,064, $2,968 over May of 2017. Gifts again led sales at $2,982, Plants and Sales Garden totaled $2,463, Toys at $2,058, Butterfly kits at $1,582, and Floral at $1,008. Book sales continue to improve running $587 or 41% ahead of May 2017. Grants and Sponsorships:  We received funding of $4,500 from the Wilson Foundation for the 2018 Art of the Garden exhibit. Total funding to date is $14,500 ($4,500 Wilson Foundation, $5,000 M.E. Raker Foundation, and $5,000 Rolland Foundation.) Programming and Volunteer Development: o Events:  The Mother’s Day in the Garden event was a tremendous success. Attendance almost doubled from last year – 1,083 represented a 42% increase.  The Conservatory hosted both the Bonsai Show and the Iris Show this month. o Education:  School field trips continue to drift towards larger groups, 75-100 at a time. This month, 33 groups brought 1314 students, figures down 23% over last May’s 39 groups and 1703 students. Ten evaluations reflected customer satisfaction of 9.7 out of 10. In June, Missy reports, we expect 19 youth visits.  Volunteers Kay Musgrave and Nancy Jimenez have returned to teach more of our monthly Garden Preschool sessions. “Spring Flowers” brought 10 children (our max) and their adults. Participants listened to a story on daisies, visited the gardens, made a simple tulip craft, and had a snack of carrots, daisy cookies and apple juice. Participants are interested in more planting activities.  Garden Close-Up: “The Four B's: Birds, Bats, Bees and Butterflies!” attracted a dozen adults and a dozen children in the Showcase to learn about pollinators and pollinator gardening, make a simple honeybee craft, and observe our bees and butterflies.  We finally found and hired our third day camp counselor, so we are ready for opening day. Staff training will take place the first week of June, immediately before the start of City Safari Day Camp for the summer.  In adult programming, our Bonsai for Beginners workshop is a traditional spring favorite. The 17 participants felt the class was well priced and well supplied, but they did not care for the instructor. We have other qualified instructors to pursue for the future.

 Liz put together a fun and different DNI for the May $1 Night featuring Hissing Cockroaches. The creep-out factor was high and brought nearly 150 people into the room to investigate (slightly more children than adults; included 3-4 scout troops). Two “bug docents” showed off live cockroaches; Liz had prepared educational activities including locating Madagascar on a map of Africa, labeling the parts of a cockroach, and filling in information about the cockroach life cycle. Participants could snack on gummy worms or butterflies OR dried seasoned crickets. Many children enjoyed trying crickets for the first time.

o Facility Maintenance and Safety: House Keeping  Our new Losberger structural tent was installed by Mutton Rental. The tent is made to be out in all weather conditions and will not fail during heavy rains. The cost of the new tent was $13,374.46  New replacement Led bulbs were installed by the Lawton Electricians on the Terrace. This will greatly improve the look and lower the electrical use costs. The bulb cost was $2950.40. We will be applying for rebate money from AEP for the installed bulbs. We should receive a substantial credit.  The Empyrean has closed their restaurant at the front of the Conservatory. They have begun their move out. They will be moved completely out by mid-month of June. We will begin advertising for a new provider immediately after that.  The inside display bee hive installation has been completed. The new grid work on the wall will be used to highlight aspects of the display o Training  Zenden Dellinger, seasonal employee, was trained on cleaning and maintenance at the Cooper, Jennings and Weisser centers  Mark Mauricio and Ryan Ross ( new and returning seasonal employees) have been training on basic cleaning and maintenance here at the Botanical Conservatory for the summer rental season o Strategic Plans  Justin Gore will be coming on staff as a full time Park C to clean at the Cooper, Jennings and Weisser centers Foellinger Theatre  Hired final available seasonal utility position. We are now fully staffed for the 2018 season.  Announced the Modest Mouse concert for September 21, 2018 at a basement renovation party theatre staff hosted.  Initiated new ticketing system – Etix for a pilot trial.  Welcomed Gene Simmons to the venue on May 4, 2018. Net revenue to the Department = $8,648.  The Fort Wayne Youth Philharmonic performed on May 20, 2018 for a free community event. Attendance = 259.  Installed video monitors in all basement dressing rooms and in all common areas so the talent can see what is occurring onstage. The Community Youth Centers Ended the month of May with exciting celebrations, many new registrations and awesome numbers. The middle of May ends our 2nd session of the school program and gives the sites time to have end of session celebrations with the youth they have built relationships with in the after school program.  Highlights: o School Program Recognition Ceremonies - All sites gave participation awards to the all youth that attended the program through the year as well as Student of the Year Award. Some of the other awards that were received by the students were MOST IMPROVED Student (for overall behavior, attitude etc.), Art awards, and Thumb up awards. o My 23rd each center had their student report card “turn in” pizza party. We have 1 more grading period to receive to end our grant information. o Interviewing and preparing for the Summer Programs at the centers and playground sites. o Attended the job fair Northside high school hosted for the graduating seniors at Northside. Many students were able to visit tables of employers that were of interest to them. We had over 25 students visit the table and ask questions. Approximately 7-10 stated they would put in applications for the summer. o 5th Annual Community Extravaganza -- The 5th Annual McMillen Community Extravaganza took place on May 19th from 12-4pm. We had over 1,000 community residents attend the event. Also present at the event were over 30 community local agencies and small businesses that showcased what they had to offer to our community. We had entertainment, games, soccer, basketball, and we also gave away great prizes, food and candy.

Bottom- Parkview Family Birthing Center spoke with the youth about how to handle an infant in the home, or when babysitting. They also discussed shaken baby syndrome and gave proper techniques for holding etc.

Food Service  Kids Café: This year’s Kids Café was a great success! All sites met all the requirements regarding serving the children, paperwork, being in compliance with the Board of Health as well as meeting the requirements from Community Harvest Food Bank.  We worked closely with Melissa Hoover, Coordinator of Kids Café Program, ordering food on a weekly basis, keeping up with inventory and turning in all reports each month. TINA BULTEMEYER ~ Manger, Finance Memorial Day weekend was very busy as we had 57 pavilion rentals and the front office handed out that many keys the Friday before. Staff learned the new etix system for the Modest Mouse ticket sales and that is going well. We are testing this system to see if it makes sense to change ticketing systems in the future for Foellinger Theatre concerts. We have found most customers are purchasing their tickets online. The use of the etix system seems to be more customer-friendly. We are nearly finished with the Land & Water Conservancy grant that paid $200,000 for the Shoaff restroom/pavilion facility. This is located by the sprayground and playground. Kids and their families can access these facilities without having to cross the road, as they did in the past. Much of the summer seasonal staff hiring was conducted in May. We are gearing up for the 2019 budget process. The annual budget kickoff meeting is June 21st.

Steve Schuhmacher ~ Deputy Director of Grounds, Facilities, Maintenance & Projects This month there were 236 rentals. This is up from 118 in April. This month all the splash pads were pressure washed before Memorial Day weekend. Shoaff Park splash pad shelter was opened this month which includes men’s, women’s, and family restrooms. All facilities are now open for the season. Several projects were completed for the Senior Games as the Community Center. Water at Reservoir Park was returned to proper level after construction. Mowing crews worked overtime 8 days to try to keep up with the growing grass. We have been able to keep the rotation at around 7 days which is good for this time a year. Foster West soccer has continued to be used regularly with 4 fields and Tillman lacrosse finished up for the season on May 16th. The bare spots on this field were seeded and this will allow the field to rest and reestablish some of the turf. Crews set up two medium soccer fields at McMillen for a weekend tournament. Rugby renovations are still progressing and the new goal posts for that field have been delivered. The Kreager grounds crew has continued to line multiple soccer fields for daily use. Ball diamond crews are working diamonds daily as needed for field reservation. Heavy Equipment spent time tilling the Bluffton Rd. community gardens in preparation for citizens to be able to plant their rented plots. The crews also hauled playground mulch to several playground locations. Sweet Breeze and the Floating dock were transported out of storage and delivered to the river near Headwaters The Rivergreenway did not experience any flooding this month. Mowing continues along the trails Ivan Lebamoff Reservoir Park Sidewalk and seawall Improvements project is nearly complete and pond is being filled. Promenade Park project is under construction. Salomon Farm Homestead Improvements is under construction. Salomon Learning Center Improvements nears completion ready for June opening. Shoaff Restroom Improvements project was completed and building was opened to the public. 2017 Bond Playground Improvements: Work complete at Johnny Appleseed, Hamilton Park, Lions, and Kreager, Camp Allen climber on order, waiting installation date. Harris Road Police Canine Training project under construction. Shoaff Park Pavilion Picnic tables are ordered. Install end of June. Packard Futsal Improvements construction is in progress. Various Parks ADA Bleacher Improvements: bleachers ordered. Will be installed in June. Foster Park Golf Cart Path Improvement: PO issued construction in September. Ivan Lebamoff Reservoir Park Letterbed improvement project in design. Franke Park Pavilion #1 HVAC improvements in design. Packard Park Pavilion Kitchen Improvements: In design, awaiting vendor quotes Freimann Square Pool Liner Improvements project is in design phase with expected bidding in June.

Alec Johnson ~ Deputy Director, Planning & Development Began familiarizing myself with the Riparian Management Plan, Spy Run Creek Stream Bank Restoration project, Off-site Wetland Mitigation project, Bloomingdale Bank Restoration project and Riverfront Phase 1.

Conducted preliminary analysis and began discussion w/Lynda Heavrin regarding future greenhouse needs.

Executed a kayak rental agreement with Fort Wayne Outfitters.

Continued negotiations on scope of work for Riverfront Phase Two and Three. We plan to announce the consultant team in July.

Exploring the idea of a small marina at East Central Park to store Parks work barge, pontoon, dragon boat, etc.

Completed the Old Fort /Headwaters Park bank stabilization project. Parks will plant the trees for the project in the fall.

Coordinating with Planning Department on bike share locations in Parks.

Accepted an Archie Award for preservation for the restoration of Colonel Foster monument in Swinney Park.

Horticulture and Landscape Report- May 2018 Fort Wayne Parks & Recreation Department Staff Reports reporting April / May 2018

 Of the approximately 20,600 containers of plants (including everything from 6 packs to bonsai to gallon pots) that were sent from the greenhouse to McMillen Community Center for the Mother’s Day Plant Sale approximately 19,500 were sold. The few remaining plants will be used for the Conservatory Gift shop, herb and vegetable pots at McMillen Community Center and Jennings Center, Park plant substitutions, donations to the History Center for the planters at the Barr Street Market and donations to the Master Gardeners.

 All spring bulbs were removed at Lakeside and Foster Gardens, as well as Freimann Square and the Courthouse Green. Community Corrections helped at Foster Gardens, Freimann, and the Courthouse.

 Gardeners trucked and dumped mulch directly into landscape beds in anticipation for approximately 400 volunteers to help spread it on May 5th. Tillman had 120 yards spread, while McCulloch and East Swinney had 60 each. Heavy equipment delivered 20 yards of mulch to Swinney West where the volunteers spread it on the parking lot island. Altogether, volunteers spread 260 yards of mulch on May 5th.

 Three seasonal employees started work in May.

 Three more Memorial Trees were planted with 2 of them going in Foster and 1 going to Hamilton Park.

 Tri-Scape removed the spring display and planted the summer display in the downtown floral pots. An additional 22 pots were added to the program: 6 at Lincoln Financial, 2 at Salin Bank, 2 at Cottage Flowers, 4 at Skyline Towers, and 8 at the Metro Building. The Lincoln Financial, Salin Bank, Cottage Flowers, and Skyline Towers planters will be filled by Triscape and have the summer, fall, and winter displays installed and maintained for the 2018 season only.

 Leepers continued with their annual maintenance contract mowing.

 Goose removal and relocation permits were obtained for Memorial, Headwaters, Guldlin, and Lakeside Parks, as needed. The contractor has been lined up for late June.

 All pool landscapes were cleaned up before their anticipated openings.

 Northside Office was pruned, cleaned up and mulched.

 Freimann planters had their spring displays removed and were replaced with the summer display.

 Gardeners installed over 3,000 plants in one of the Kreager rain gardens. A mixture of native grasses, sedges, and wildflowers were planted.

 Gardeners cleaned up the landscape bed on the Southwest corner of the MLK Bridge and then installed 70 Gro-low Sumac.

 Efforts continued on our herbicide applications. Pre-emergent continues to be applied, while Round-up has been used as needed. Pre-emergent applications should be complete by late June.

 Gardeners helped with the installation of the Headwaters dock.

 Fountains at Freimann Square, Japanese Garden, and the Courthouse are on and being maintained now.

 Gardeners helped out in the greenhouse and assisted in delivery for the Mother’s Day Plant Sale.

 Gardeners continued spring clean-ups throughout the parks. These clean-ups will be completed in June. Clean-ups include debris and litter removal, pruning/deadheading, pre-emergent application, bed edging and mulching.

Forestry Report- May 2018  Mudrack tree service is contracted to remove stumps throughout the city. Presently we have 1077 stumps listed in our inventory. 1015 of these stumps are currently contracted for removal with an expected completion date July 1, 2019.  Shade Trees Unlimited has completed the spring tree planting. Planning for the fall planting is progressing.

 Pruned 678 street trees this month, bringing our 2018 total up to 3408. Our goal is to prune 7200 street trees annually. This goal represents a 7 year pruning cycle.

 Removed 38 trees from the right-of-way. Year to date street tree removal total is 118 trees.

 Completed 18 property damage appraisals resulting from trees struck by vehicles for risk management. Damages for the month totaled $6340.89

 Resolved 15 special request down/hanging limbs.

 Removed storm damaged trees form Foster Park and Shoaff Park.

 Re-inventoried portions of Ardmore, N. Clinton, Hobson, Maysville and Maplecrest.

 Coordinated with Public Works to identify replacement planting sites for 60 trees resulting from a road project on Goshen Rd. (Franke Park).

 Bids out for unit price stump removal contract. Bids due on June 4, 2018.

 Responded to 12 after hour’s calls regarding trees blocking driveways and roadways.

 Responded to and closed (134) 311 call center tickets this month.

Dawn Ritchie ~ Greenway Manager The Pufferbelly Trail: State to Fourth (west side of Lawton Park) was paved the last week of May by the Street Dept. The pre-construction meeting for the Hanna Street Trail: Pontiac to Rudisill will be on June 5th. Key Concrete is the contractor. They will likely begin work in mid to late June. The trail will run along the west side of Weisser Park. The restoration work is nearly finished for the Pufferbelly Trail: State to Fourth and Franke Park. We are waiting for the contractor to install the landscaping items along the restnodes and at the Zoo on Sherman. The completion date is June 16th. We will have an inspection of the work in mid-June. We are planting 230 trees along the Maumee Pathway and the Towpath Trail on June 2nd to celebrate National Trails Day. We had the ribbon-cutting for the Bluffton Rd Trail (which connects with West Foster Park) on May 31st. The Regional Development Authority presented the Mayor with a check for $955,000 for the Bluffton Rd Trail and the Pufferbelly Trail: Wallen to Ludwig. We’ll receive more funding for the Pufferbelly Trail: Fourth to State and the Pufferbelly Trail: Ludwig to Washington Center later this year. We had three bidders for the Pufferbelly Trail: Ludwig to Washington Center. Bercot was the low bidder. With Council approval, construction should begin in early July. We’ve hired a part-time intern, Maria Speckhard, to work this summer. I will be attending the Greenways Foundation of annual luncheon on June 14th. I plan to attend the State’s Bike Trail Task Force meeting on June 20th. We’ll be helping with the Peddle, Paddle and Play event on June 9th. This is an event to promote water trails in NE Indiana and help raise funds for water trails. We are close to launching our website.
