(Translation) Progress Report of the 8th Meeting District Works and Facilities Management Committee 4th Wan Chai District Council The District Works and Facilities Management Committee (DWFMC) held its 8th meeting on 5 February 2013 and discussed the following issues: 1. Extension for Provision of Community Venues for Mediation After discussion, the Committee agreed in principle to extend the pilot scheme in Wan Chai District for another 12 months (i.e. from 1 March 2013 to 28 February 2014) for providing Leighton Hill Community Hall to carry out mediation service. 2. Using the Southorn Playground for the Construction of the MTR Wan Chai Station Lee Tung Street Pedestrian Subway Rrepresentative of MTR Corporation (MTR) briefed the Committee on the paper. After discussion, the Committee supported in principle the recommendations in the paper, including: (i) use of two basketball courts at the Southorn Playground next to the Wan Chai Station as work site during construction period by the MTR. During this period, these two basketball courts would be closed on a rotational basis to retain three basketball courts for public use. In addition, the children's playground near Johnston Road would also need to be used as work site. Upon completion, the pedestrian subway would permanently occupy a small portion of the planters at the children's playground (occupying an area of about 17 square meters) for installing ventilation facilities, yet without reducing the space for activity at the children's playground; (ii) concurrent enhancement of the Southorn Playground during construction of the pedestrian subway, including resurfacing the basketball courts, replacing lockers and seats, replacing children's play equipment and re-planting,; 4th Term_DWFMC_8 pr.doc 1 (iii) temporary relocation of a tree in the children's playground and re-planting of the tree after completion of works near its original location. Two other trees would be removed by MTR due to their growth forms, with re-planting of new trees near their original locations. LCSD noted the above recommendations and MTR would submit applications to the relevant government departments regarding these recommendations; (iv) vertical greening at future ventilation facilities in the children’s playground for integrating the facilities into the surrounding environment. In addition, Members were concerned about the traffic arrangement in the vicinity of Johnston Road near the Southorn Playground during construction period. MTR said that upon formal approval by the Administration, traffic trial runs would be carried out by MTR in conjunction with the Police and the Transport Department. Relevant committees of WCDC would be timely informed of the results and progress. 3. Landslide Preventive Works at the Northeast of Nos.11-15A, Lin Fa Kung Street East, Feature No.11SE-A/C9 (Sub-division No.2) - Temporary Use of Sitting-out Area at Lin Fa Kung Street East as Works Area After discussion, the Committee supported in principle the recommendations in the paper, including: (i) approval of the temporary use of the sitting-out area at Lin Fa Kung Street East as works area by CEDD and its consultancy company; (ii) for a period of about eight months starting from end of February 2013 with anticipated return of the venue to LCSD at the end of September 2013. 4. Progress Report of District Works Project The Committee noted the progress report, with highlights as follows: (I) Installation of Panels at QC Nullah Deck (Project No.: WC-DMW 106) The six panels were under construction, with expected completion in 4th Term_DWFMC_8 pr.doc 2 February 2013. In addition, tendering process was being conducted for adding a notice board and a panel, with anticipated completion by mid March. Upon completion of tender procedures, WCDO would immediately appoint the successful contractor to commence the works, with anticipated completion in June to July 2013. (II) Tai Hang Streetscape Enhancement Scheme (Project No.: WC-DMW 107) The consultancy firm had completed the preliminary design. The Councillor of the constituency was carrying out local consultation work to collect views from the local community regarding the project and the design. After receiving the views, the consultancy firm would enhance the designs of various beautification projects. (III) Installation of Benches in the Wan Chai Tai Fat Hau Area (Project No.: WC-DMW 116) The project was expected to complete in mid February 2013. (IV) Beautification of Streets/Public Areas in Wan Chai district (Project No.: WC-DMW 118) Immediately upon completion of tender procedures in mid January 2013, WCDO appointed the successful contractor to arrange for the decoration of seasonal flowers for a period of about two months, from late January 2013 to late March 2013, with seasonal flowers to be replaced once in late February. (V) Improvement of the Sound System at Leighton Hill Community Hall (Project No.: WC-DMW 119) The works had commenced on 21 January 2013, with expected completion of the whole project by end of July. The first phase of the project had been completed. Some audio equipment had been installed while procurement of other equipment was underway. (VI) Replacement of Air-conditioners at Leighton Hill Community Hall (Project No.: WC-DMW 120) 4th Term_DWFMC_8 pr.doc 3 Project commenced on 21 January 2013 and completed in early February. 5. Position of the District Minor Works Funds 2012/13 Prior to this meeting, the Committee had already committed a works budget of $ 13,157,000. 6.
