ARCHITECTS April 15, 2014 Windmill Development Group #201 1306 Wellington Street West Ottawa, Ontario K1Y 3B2 Attention: Rodney Wilts Dear Rodney: RE: DOMTAR LANDS REDEVELOPMENT (CHAUDIÈRE & ALBERT ISLANDS), OTTAWA: CULTURAL HERITAGE IMPACT STATEMENT We are pleased to submit this Cultural Heritage Impact Statement (CHIS) summarizing our preliminary assessment of the Domtar Lands Redevelopment Proposal Master Plan as it responds to the heritage values of the Chaudière historic place as outlined in the draft Statement of Heritage Values prepared by the City of Ottawa dated March 12, 2014. This CHIS is focused on the portion of the former Domtar lands that fall under the jurisdiction of the City of Ottawa (Chaudière Island and Albert Island) in support of the Windmill re-zoning application. Although no parts of the Chaudière Islands within the City of Ottawa are formally subject to any heritage designation by the Government of Canada or the City of Ottawa (under the Ontario Heritage Act), the Chaudière Islands are, in our opinion, an historic place as defined by the Parks Canada “Standards and Guidelines for Historic Places in Canada”. We have studied the Development Proposal Master Plan and key documents including the Federal Heritage Buildings Review Office report (2010) and the draft City of Ottawa Statement of Heritage Values (2014). Our overall finding is that the proposed redevelopment, as illustrated in the Master Plan, will have a significant positive impact on the Chaudière historic place by triggering investment into a derelict industrial site, conserving a meaningful part of the abandoned former industrial architecture, and opening the entire historic place to public access for the first time in over 200 years.
