▪ The decrease in sick leave reflects to what extent staff morale improved during 2019. The number of sick leave days taken in July 2019 was 214. This decreased to 127 days on average for the following five months, with the lowest number (91) recorded for December 2019. ▪ First Employee Wellness Programme launched in September 2019: ❑ The programme gives municipal employees access to various professionals to help them with challenges (eg, financial, marital, legal) which could jeopardise their personal well-being and performance. ▪ Human Resources (HR) roadshows: ❑ Quarterly Labour Relations roadshows ❑ Policy roadshows to consult and keep staff up to date with HR policies ▪ Staff induction: ❑ To help new employees integrate effectively into the workplace

TRAINING

Good Governance through Service Excellence 23 GOOD GOVERNANCE Quicker response to complaints

▪ The Kouga Call Centre and LINK service delivery app yet again proved to be an invaluable link between communities and the municipality during the reporting period. ▪ A total of 24 959 incidents were reported, of which 23 115 were resolved ▪ The Call Centre is now also fully equipped to handle account balance enquiries and to register ratepayers online. ▪ Ward assistants have further been trained on using the Link app to improve the logging and resolving of complaints and requests received from communities. Good Governance through Service Excellence 24 GOOD GOVERNANCE Best ever audit outcome

2019 came to a bittersweet end for Kouga from a financial perspective. While the municipality achieved its best-ever audit outcome, including a clean bill of health for its finances, the municipality had to say farewell to CFO Selwyn Thys. Thys had been appointed as the new CFO at Nelson Mandela Bay Metro Municipality. Congratulating him were Community Services portfolio head Daniel Benson, Corporate Services director Krishen Moodley, Finance portfolio head Brenton Williams, Planning & Development portfolio head Ben Rheeder, Mayor Horatio Hendricks, Planning, Development & Tourism director Fezeka Mabusela, Community Services director Nomvula Machelesi and the Manager in the Office of the Mayor, Anene Jonck.

▪ Kouga received its best-ever audit opinion for the 2018/2019 financial year from the Office of the Auditor-General. ▪ No material adjustments had to be made and there was a reduction in the number of findings, mainly with regards performance management ▪ Kouga’s received a clean bill of health for both its finances and HR ▪ The municipality continues to move from strength to strength financially. Highlights for the period July to December 2019 included: ❑ Operating surplus of R49,221 million ❑ Capital expenditure was a healthy 47,51% of the 2019/2020 budget. ❑ 39,64% of the Repairs and Maintenance budget was spent in the period ❑ 63,2% of the R700 000 received to date from the Expanded Public Works Programme (EPWP) grant, aimed at facilitating job creation, was spent. The full allocation for the year is R1-million. ❑ The cost coverage ratio as at 31 December 2019 stood at 1,81 months.

Eight TLBs were added to the municipal fleet from October to December 2019. The Fleet section has undergone a complete turn-around over the past three years and has been instrumental in moving service delivery up a gear across the Kouga region.
