    VOLUNTARY ASSISTED DYING BILL 2017 Second Reading Debate The PRESIDENT: Before I call the Hon. Walt Secord, on behalf of all members I welcome all visitors in the public gallery to the New South Wales Legislative Council. I know they are here to watch the proceedings. A number of rules apply not only to members but also to people in the public gallery who will be listening to the debate. No matter what they think about what is said, they need to listen to the debate quietly. Applause, jeering or any other gestures are not permitted. Visitors are also not to attempt to talk to members in the Chamber. If they have something to say to those who are seated next to them I ask them to do so quietly. There should be no audible conversation. Photographs and filming are not permitted apart from the media photographers who have been authorised to do so. Please follow any instructions by officers of Parliament. No signs or other props are to be utilised during the debate. The Hon. WALT SECORD ( 10:41 ): I contribute to debate on the Voluntary Assisted Dying Bill 2017 which was introduced by the Hon. Trevor Khan, Deputy President and Chairman of Committees and a Nationals member of Parliament. I acknowledge that this bill was developed in conjunction with an informal parliamentary working group comprising a number of members from various parties. This bill, while simple, is historic. It has significant and far-reaching implications and it encapsulates more than the simple slogan of the right to die.

The PRESIDENT read the prayers. Motions MANUFACTURING PROJECTS UPDATE The Hon. PETER PRIMROSE (10:01:47): I move: (1) That this House notes the resolution of the House of Wednesday 16 September 2020 in which this House recognised the critical importance of manufacturing jobs in Western Sydney and called on the Government to stop sending manufacturing jobs overseas. (2) That this House calls on the Leader of the Government in the Legislative Council to report to the House on the following matters: (a) the specific major manufacturing projects since 2011 for both Western Sydney and New South Wales, that the Government or any of its agencies procured from overseas; (b) the estimated total number of jobs for each major manufacturing project since 2011 that have been exported from New South Wales as a consequence of the decision to undertake procurement from overseas; (c) the specific manufacturing projects over the period of the forward estimates that the Government or any of its agencies propose to procure from overseas; (d) any additional legislative and regulatory frameworks proposed to be introduced by the Government in order to implement the resolution of the House that it stop sending manufacturing jobs overseas; and (e) any immediate and long term additional investments proposed by the Government in TAFE; including how it will expand training, education and employment pathways especially for young people. Motion agreed to.     INAUGURAL SPEECH OF THE HONOURABLE SHAYNE MALLARD The Hon. SHAYNE MALLARD [5.30 p.m.] (Inaugural Speech): It is a great honour and a privilege to stand in this historic Chamber and deliver my inaugural speech in reply to the Governor's Speech outlining the agenda of the re-elected Baird Government in this Chamber last week. I am honoured to be in the presence of my parliamentary colleagues of both Chambers and of political persuasions, so many friends, family, Liberal Party members and supporters. Today I acknowledge that I stand on the shoulders of so many of the people either present today or here in spirit or indeed reading Hansard or watching the speech via the internet, as I know some are, on their iPhones and iPads. Welcome to you all. I thank you all sincerely for your part in my journey. I stand here knowing that 239 years ago when my great-grandfather of seven generations removed, Private Thomas Lucas, came ashore on the First Fleet as a marine on the convict transport ship HMS Scarborough, the arrival augured massive change and indeed in many respects tragedy for the Aboriginal people of Australia, which we are still coming to terms with today. So as a direct descendant of the First Fleet and with great humility and dignity, I acknowledge that I speak here today on the traditional land of the Gadigal people of the Eora nation and pay my respects to their elders past and present. Private Thomas Lucas had no concept of invasion when he disembarked probably thankful to God that they had survived the perilous journey, nor did his future wife my distant grandmother, Anne Howard, a convict of the second fleet.

    Analysis of AEC donation data 1998-1999 to 2014-2015 Gambling industry interests Interim report 2 – Australian Hotels Association – Federal and State affiliates Dr Charles Livingstone and Ms Maggie Johnson School of Public Health and Preventive Medicine Monash University Introduction and disclosure In Australia, donors to political parties or associated entities are required to disclose donations above a particular threshold. The current threshold is set at $13,000 and is the subject of annual indexation linked to CPI. There has been continuing controversy in relation to the current system of disclosing donations, including the relatively high threshold and the significant delay in publication of the data, use of associated entities to avoid clear disclosure, and inappropriate use of taxpayer funded resources to facilitate fundraising (see, for example a recent episode of Four Corners, and Fairfax media articles on the Liberal Party linked Millennium Forum and fundraising activity in the Victorian electorate of Menzies). However, some data are published on the Internet by the Australian Electoral Commission (AEC) on an annual basis. These data have the potential to provide information about the financial influence exerted on policy and politicians by corporate and other vested interests. All data referred to in this report are sourced from the AEC unless otherwise specified. The research reported in this interim report is intended to provide information to the Alliance for Gambling Reform (which commissioned and funded the research), and to support the preparation of research papers as a component of an Australian Research Council (ARC) Linkage Project (LP130100046) in which the author is a Chief Investigator.

That this House notes that: (a) on 14 April, 2017 the Canadian Prime Minister, Mr Justin Trudeau introduced legislation which would legalise and regulate adult use of cannabis across the whole country, (b) more than one in five Americans now live in states that have legalised and regulated the adult use of cannabis, including California, Alaska, Colorado, Oregon and Washington, (c) the Australian National University's 'Australian Election Study' found that less than a third of Australians support the use of cannabis being a criminal offence, (d) according to the 2013 National Drug Strategy Household Survey report, it is estimated that about 6.6 million (or 35 per cent) of people aged 14 or older had used cannabis in their lifetime and about 1.9 million (or 10.2 per cent) had used cannabis in the previous 12 months, (e) in New South Wales cannabis offences make up half of all drug offences, with over 26,000 criminal incidents of cannabis possession or use in 2016 alone, amounting to more possession incidents than for all other drugs combined, (f) this represents a massive waste of resources and unjust persecution of people using cannabis for recreational and/or therapeutic reasons, (g) licensing revenues from commercial quantities of cannabis can generate significant income for the state, which can then be reinvested in education and health programs, for example last year, the state of Colorado collected $135 1:\LC\House

The Hon. ROBERT BORSAK (15:06): One of the great mysteries of the last Parliament is understanding the rationale for moving the Powerhouse Museum from Ultimo to the flood-prone banks of the Parramatta River. We are no closer to solving this mystery after more than two years of painstaking inquiries. It has been an exercise in posturing by this Government, which has been testing how much it can get away with without going through the appropriate channels such as consulting with stakeholders or the general public and taking into account its own NSW Government Guide to Cost-Benefit Analysis, not to mention due process.
