Representative Howard moved to approve the Minutes of March 14, 2012 meeting as presented. Motion adopted. Reports and Appearances Senator Hartsell recognized Representative Randleman to present the findings of the subcommittee that reviewed the PED report Operational Changes for State Attractions Could Yield $2 Million Annually and Reduce Reliance on the State as presented on February 14, 2012. The subcommittee was comprised of Representative Randleman, Chair, Representative Carney, Senator Hise and Senator Westmoreland. The Subcommittee report as presented is as follows: March 21, 2012 State Attractions Subcommittee Recommendations for Action on the Program Evaluation Division's February 2012 Report Operational Changes for State Attractions Could Yield $2 Million Annually and Reduce Reliance on the State The General Assembly should direct the Department of Cultural Resources to: Study site proximity and span of control to identify historic sites that could adopt a coordinated management structure and report to the Senate Appropriations Committee on General Government and Information Technology and the House Appropriations Committee on General Government by December 31, 2012. Study reduced schedules for historic sites and report to the Senate Appropriations Committee on General Government and Information Technology and the House Appropriations Committee on General Government by December 31, 2012. Study the feasibility of implementing more reliable mechanisms for counting visitors and report to the Senate Appropriations Committee on General Government and Information Technology and the House Appropriations Committee on General Government by December 31, 2012. Determine the appropriate operating schedule for the Richard Caswell Memorial after the CSS Neuse moves to its new location. Study potential savings from introducing/expanding admission fees; eliminating discounts or raising fees; adopting corporate sponsorship for some sites; and transferring operations to nonprofit support groups, municipalities, or other appropriate entities and report to the Senate Appropriations Committee on General Government and Information Technology and the House Appropriations Committee on General Government by October 1, 2012. The report should specifically address potential savings at Alamance Battleground, Aycock Birthplace, Bennett Place, Bentonville Battlefield, Charlotte Hawkins Brown Memorial, Duke Homestead, I Iistoric Edenton, Historic Stagville, Museum of the Albemarle, Thomas Wolfe Memorial, and Town Creek Indian Mound. The General Assembly should direct the Department of Environment and Natural Resources to Study site proximity and span of control to identify parks that could adopt a coordinated management structure and report to the I louse Appropriations Subcommittee on Natural and Economic Resources and the Senate Appropriations Committee on Natural and Economic Resources by December 31, 2012. Study daily visitation data to determine potential changes from daily or seasonal closure of specific parks and report to the House Appropriations Subcommittee on Natural and Economic Resources and the Senate Appropriations Committee on Natural and Economic Resources by October 1, 2012. -Validate the number of visitors per car used in visitor counts at parks every five years and provide the first report on this analysis to the Senate Appropriations Committee on Natural and Economic Resources and the I louse Appropriations Subcommittee on Natural and Economic Resources by April 1, 2013. Representative Randleman requested that Kiernan McGorty, Senior Program Evaluator, explain the subcommittee report. Representative Carney moved to accept the subcommittee report and that the Joint Committee approve the subcommittee recommendations with an amendment to make all reporting dates December 15, 2012 except for the April 1, 2013 date. Representative Randleman seconded the motion. Motion carried. Senator Hartsell recognized the State Auditor, Beth Wood, to present the findings of an audit of DENR Express Permit Processing. Senator I Iartsell recognized Edythe McKinney, Division Director, Division of Environmental Assistance and Outreach, DENR to present DENR's response to the Auditor's report. Representative Howard moved to request that DENR submit to this Committee and to the Environmental Review Commission a written corrective action plan that addresses the State Auditor's
