The sitting commenced at 8.45 a.m. 2. The Clerk, Lino BULEKULI dit SACSAC welcomed the duly elected Members of Parlit iment (MPs) and read the relevant legal and constitutional texts including the Stan ling Orders relating to the first sitting of the 9th Parliament and the points on the a tenda, He then continued with the reading of the Notice of Sitting he had sent to t le 52 Members of Parliament who acknowledged their presence in a roll call. This constituted the quorum according to Article 21 (4) of the Constitution and al sc rendered the sitting legally and constitutionally constituted to continue with the agenda, The Clerk referred to Standing Order 4 (2) and asked the eldest MP, Hoi. Maxime CARLOT KORMAN, Member for Port Vila, to preside over the election of the Speaker. 3. The Hon. CARLOT KORMAN took the Speaker’s chair and congratulated the duly elected MPs, and following the agenda, asked the MPs to make their oaths of allegiance administered by the Chief Justice, Vincent LUNABEK. 4. The MP; took their oath of allegiance. 5. The eldest MP, The Hon. Maxime CARLOT read in English and French the relevant texts concerning the election of the Speaker and the Deputy Speakers in accordai ce with Article 22 of the Constitution and Standing Order 4 (1), (2), (3), (4), (5) e nd (6). ELECTION OF THE SPEAKER 6. Seconded by The Hon. James BULE, Member for Ambae, The Hon. Edward N. NATAPEI, Member for Port Vila, nominated Hon. George A. WELLS, Member for Luganville, as the Speaker. 7. The Hon. WELLS accepted the nomination, 8. As there were no further nominations, the eldest MP, The Hon. CARLOT KORMAN declared The Hon. George A.WELLS, Member for Luganville, unopposed and duly elected Speaker of Parliament. He then asked The Hon. WELLS to take his oath, which was administered by the Attorney General, Ishmael KALSAKAU. 9. The Hon. WELLS took his oath of allegiance. ELECTION OF THE FIRST DEPUTY SPEAKER 10. Seconded by The Hon. Bakoa KALTONGA, Member for Efate, The Hon. Patrick CROWBY Manarewo, Member for Port Vila, nominated The Hon. Peter VUTA, Member for Ambae, as the First Deputy Speaker. 11. The Hon. VUTA accepted the nomination, 12. As there were no further nominations. The Hon. Speaker WELLS declared The Hon. Peter VUTA, Member for Ambae, unopposed and duly elected First Deputy Speaker of Parliament. 13. The Hon, VUTA took his oath of allegiance administered by Attorney General KALSAKAU. ELECTION OF THE SECOND DEPUTY SPEAKER 14. Seconded by The Hon. David TOSUL, Member for Pentecost, The Hon. Willie Rueben ABEL Titonga, Member for Tongoa, nominated The Hon. Louis ETAP, Member for Tanna, as the Second Deputy Speaker. 15. The Hon. ETAP accepted the nomination. 16. As there were no further nominations, The Hon. Speaker WELLS declared Hon. Louis ETAP, Member for Tanna, unopposed and duly elected Second Deputy Speaker of Parliament. 2 17. The Hon. ETAP took his oath of allegiance administered by Attorney General KALSAKAU. 18. The Hon. Speaker WELLS then announced the signing of the Roll of Members of Parliamient as in accordance to Standing Order 7 (2) and after that all the MPs had signed he Roll; he stated the election of the Prime Minister according to Article 41 of the Constitution and Standing Orders 8 (1). (2), (3) and (4). ELECTION OF THE PRIME MINISTER 19. Second ed by The Hon. Sela MOLISA, Member for Santo, The Hon. Hamlinson LINI Vanuaroroa. Member for Pentecost, nominated The Hoh. Edward N. NATPAEI, Member for Port Vila, to be Prime Minister. 20. The Hoh. NATAPEI accepted the nomination. 21. Seconded by The Hon. Sato KILMAN. Member for Malekula, The .Hon. Serge VOHOR, Member for Santo, nom inated The Hiin. Maxime CARLOT KORMAN, Member for Port Vila, to be Prime !v inistcr. 22. The Hor . CARLOT KORMAN accepted the nomination. 23. The Hol Speaker, WELLS, declared the nominations close and asked for the nominat ons of two tellers, one from each side of the House. 24. The Hoi. NATAPEI nominated The Hon. Bakoa KALTONGA, Member for Efate, as a teller. 25. KILMAN nominated The Hon. Marcellino P1P1TE, Member for Santo, .‘ond teller. 26. The Ho Speaker, WELLS, asked the tellers to verify that the ballot box was empty, ahd then announced the Prime Minister's election procedures. After all the MPs had voted, the tellers counted the votes and the results were in favor of The Ho i. Edward NATAPEI, Member for Port Vila with 27 votes and The Honi. Maxime CARLOT KORMAN, Member for Port Vila with 24 votes. 27. The new [y elected Prime Minister of Vanuatu, The Hon. Edward N. NATAPEI, Member for Port Vila, took his oath of allegiance administered by Attorney General tiALSAKAU. 28. After the swearing in ceremony, The Hon. NATAPEI, Prime Minister took the opportun ity to thank the take-care Government of the outgoing Prime Minister, The Hon Hamlinson LINI Vanuaroroa, Member for Pentecost, and all the MPs 3 for placing their confidence and trust in him as the new Prime Minister of the Republic of Vanuatu. He announced that his inauguration speech would be made after the appointment of the new Ministers to the Cabinet. 29.
