The aim of the study is to provide better understanding of the relationship between car ownership and car use, particularly in light of the Mayor’s stated desire to adopt a more balanced approach to car parking and the Coalition Government’s abolition of national maximum car parking standards. There has been very limited research undertaken between car ownership and car use associated with residential developments. This study is intended to assist the Berkeley Group in seeking to deliver the appropriate balance within its developments between the provision of residential car parking and sustainable transport strategies in accordance with national and regional planning policy. It builds upon previous research undertaken for the 21st Century Living report from 2003 and its subsequent update in 2010 on behalf of St George PLC (part of the Berkeley Group). The study provides an overview of relevant existing planning policy and best practice guidance highlighting recent changes at both national and regional level.
