To: Standing Committee on Economics, House of Representatives, Parliament of Australia, Re: Inquiry into Indigenous economic development in Queensland and review of Wild Rivers Bill 2010. From: Emeritus Professor John Holmes, School of Geography, Planning and Environmental Management, The University of Queensland, 4072. Date: 7 February, 2011. Two issues are central in assessing the merit of the Wild Rivers declarations. These relate to property rights and to economic impacts, primarily for Indigenous people. This submission is directed towards economic issues. There are two questions requiring informed consideration. The first is to provide realistic appraisals of the immediate and longer-term economic opportunities in the declared catchments and riparian zones. The second is to determine the likely economic impacts of the declarations, including both positive and negative outcomes, particularly for the Indigenous people. Regional Economic Appraisal: Cape York Peninsula There are inescapable geographical impediments militating against broadscale agricultural and pastoral enterprises and against capital-intensive tourism on the peninsula. The peninsula lacks any lands of significant agricultural potential, comparable with extensive tracts in the Ord, Fitzroy or Douglas-Daly districts, capable of meeting any major impulses towards rural development in the tropical savannas. Environmental constraints are reinforced by formidable accessibility barriers, where, again, the peninsula is disadvantaged when compared with these other districts. There is a steep accessibility gradient towards the peninsula’s northern cul- de-sac. Inaccessibility leads to prohibitive cost burdens on agricultural inputs, notably fuel and fertilisers and also on marketing of outputs. In addition to the cost burdens, there are logistic impediments in ensuring reliability, frequency and timeliness in transport systems, reinforced during the Wet Season. -

Broken Hill Complex Bioregion resources Photo Mulyangarie, DEH Broken Hill Complex The Broken Hill Complex bioregion is located in western New South Wales and eastern South Australia, spanning the NSW-SA border. It includes all of the Barrier Ranges and covers a huge area of nearly 5.7 million hectares with approximately 33% falling in South Australia! It has an arid climate with dry hot summers and mild winters. The average rainfall is 222mm per year, with slightly more rainfall occurring in summer. The bioregion is rich with Aboriginal cultural history, with numerous archaeological sites of significance. Biodiversity and habitat The bioregion consists of low ranges, and gently rounded hills and depressions. The main vegetation types are chenopod and samphire shrublands; casuarina forests and woodlands and acacia shrublands. Threatened animal species include the Yellow-footed Rock- wallaby and Australian Bustard. Methods We present evidence from six lineages of terrestrial vertebrates (five lizard clades and one clade of marsupial mice) that have diversified in arid and semi-arid Australia across 37 biogeographical regions. Measures of within-line- age community phylogenetic structure and species turnover were computed to examine how patterns differ across the continent and between taxonomic groups. These results were examined in relation to climatic and historical fac- tors, which are thought to play a role in community phylogenetic structure. Analyses using a novel sliding-window approach confirm the generality of pro- cesses structuring the assemblages of the Australian arid zone at different spa- tial scales. Results Phylogenetic structure differed greatly across taxonomic groups. Although these lineages have radiated within the same biome – the Australian arid zone – they exhibit markedly different community structure at the regio- nal and local levels. Neither current climatic factors nor historical habitat sta- bility resulted in a uniform response across communities. Rather, historical and biogeographical aspects of community composition (i.e. local lineage per- sistence and diversification histories) appeared to be more important in explaining the variation in phylogenetic structure. -

Email: [email protected] ABSTRACT – The Northern Kimberley biogeographic region has been identifi ed as one of Australia’s biodiversity hotspots. Although susceptible to many processes threatening biodiversity in adjacent regions, the Northern Kimberley has experienced no known plant or animal extinctions to date. Of particular conservation value are the extensive archipelagos and island groups along its drowned coastline. Collectively, these islands form a microcosm of substrates and vegetation communities widespread on the adjacent mainland, so they are likely to be important refuges for fauna, particularly as they have been largely sheltered from mainland disturbances. In December 2006, a 3-year biodiversity survey of 24 of the islands commenced. The survey was designed to provide the knowledge base to underpin future management actions to protect the biodiversity values of the islands. This survey focused on the species groups believed to be most at risk from threatening processes affecting biodiversity on the mainland. It included mammals, reptiles, frogs, land snails, plants and birds. Here, we describe the background, rationale, objectives and implementation of this survey, including general descriptions of the islands sampled.
