Capital Programme for Integrated Transport Measures 2012-13 Annex A Funding is either from Government Grant for Integrated Transport Improvements or from Section 106 funding for transport facilities including transport modelling, local highway Integrated Transport Strategy improvement works and integrated transport measures, schemes or programmes in respect of the contributing development LTP Funds 2012/13 S106 Funds 2012/13 £000s £000s This strategy covers many of the policies included within LTP3 including Accessibility, Buses, Smarter Choice, Walking / Cycling, Smarter Vehicle 1 Access, Mobility and Travel Choice 234 305 Use and Air Quality Management and is made up of a number of local schemes aimed at improving movement and choice within communities. Beehive Road - Footway/Cycletrack Improvements - Linked to Jennett's Park/Wykery Copse Improvements to Beehive Road, North of Berkshire Way, including lighting and widening of existing footpaths - follows on from improvements further 1.1 100 Developments South by the developers of Wyckery Copse. Scheme named within the highway measures list attached to the Peacock Farm Section 106 agreement. Works to improve the accessibility between the Town Centre and the Peel Centre following the recent expansion which has increased pedestrian and vehicle movements in the area. Works to include:- •zebra crossing of Market Street in the vicinity of the walkway to the Peel Centre which emerges 1.2 Skimped Hill / Market Street accessibility improvements - Town Centre to Peel Centre 129 123 opposite the refurbished shop units on Market Street • improvements to pedestrian crossing facilities on Skimped Hill Lane • improvements to both Skimped Hill Lane approaches to the Peel Centre roundabout • works to the new strip of highway between the Healthspace site on Skimped Hill Lane to provide access to the site and enhance streetscene all of which would relieve the burden on further Town Centre regeneration. Accessibility Improvements leading to and from the new Waitrose store specfically enhancements to the Subway lighting under Bond Way and 1.3 Accessibilty Improvements to new Waitrose store 12 Millenium Way with additional signing Formalising a desire line path currently used by the residents of Calfridus - leading towards London Road, Martins Heron train station and the Town 1.4 Drovers Way - Desire Line Footway Extension 40 centre. Providing cycle parking at key destinations including services such as healthcare, fresh food and employment including Heath Hill Road, Sports 1.5 Cycle parking 10 Centre and Coral Reef A scheme which had to be deferred last year due to temporary suspending negotiations with brewery regarding dedication of land due to their internal 1.6 Forest Road Footway link - Wood Lane to Tilehurst Lane 70 re-organisation. Missing pedestrian link past Stag and Hounds pub to the Wyevale Garden centre including safety measures to the oblique junction of Forest Rd and Tilehurst Lane. Accessibility improvements needed to provide hardstandings where passesngers must currently stand on grass and paths to and from various bus 1.7 Bus Stop Improvements 25 stops including those in rural parts of the northern parishes. Access improvements for the disabled and mobility impaired, including the elderly, are typically additional dropped crossings and footway 1.8 Mobility Improvements 10 adjustments. As contained in the Council's strategy for older people "Adding Life to Years", mobility/access audits are to be undertaken in a phased approach to identify defects and possible improvements to and from local services. Implementation of the next phase of recently approved cycle network signing to make more of the existing facility. Cycling can contribute across the 1.9 Cycle Network Signing Improvements 5 board on so many Council objectives and goals such as improved health, reduced congestion and reduced climate change impacts. Formalising a desire line path across grass verge currently used by pedestrians to access signalised crossing of Marshall Rd at the junction of 1.10 Yorktown Road/Marshall Rd Desire-line footpath 15 Yorktown Rd/Marshall Rd/Rackstraw Rd. Schemes to reduce delays at congestion hotspots and provide an appropriate allocation of highway capacity (roads or junctions) to different classes 2 Highway Capacity and Roadspace Allocation 0 240 of vehicles - as part of an integrated approach to transport which balances the needs of accessibility, safety, the economy and the environment. Investigation and development of a scheme involving the signalisation of the northern roundabout arms to improve congestion management following 2.1 Twin Bridges 30 the expansion of the Peel centre. Work to include topographical survey and modelling/design work. Adjustments to junction to increase the exit flare for capacity and also to allow better access for larger vehicles that struggle when the junction is 2.2 Stoney Road / Wokingham Road 70 busy. Accidents have also been witnessed. Scheme will involve widening both sides along with adjustments to utilities Dualling of the Harmans Water / Crown Wood arm onto the roundabout. The planned second stage of work due to come forward following completion 2.3 Sports Centre Roundabout - Phase 2 100 of Horse and Groom and collection of additional S106 funds. Funding is now available to widen this entry. On-going work to address excessive speed on 'B' classification roads. This scheme is focused on the length of Forest Road between Locks Ride and 3.2 B3034 Forest Road - Speed management scheme Chavey Down Road. 45 3.3 St Marks Road - Speed Management Scheme 30 On-going work to address excessive speed on locally important roads - identified through consultation and investigation. This scheme is focussed on 3.4 Savernake Way - Speed Management Scheme 30 the length of Savernake Way east of Mendip Road 3.5 Development of future Traffic Management Schemes 10 Investigation work to identify future schemes. The SMOTTS Strategy is a statutory requirement. This proposed budget will enable implementation of schemes to facilitate sustainable and safe travel to school. Schools are prioritised using set criteria at the start of each financial year following receipt of the results of the school annual travel 4 Sustainable Modes of Travel to School (SMOTTS) 180 70 survey. The highest ranked schools are then consulted on the scheme proposals, and there are continuing links to Road Safety Education and Travel Planning work streams. In addition, a programme of school gate assessments identifies any minor works to address any immediate safety issues. Footway widening and conversion to shared footway/cycletrack facilities in Netherton and Crowthorne Rd. The existing footways are well used by 4.1 Wildridings Primary School 110 pupils and parents and forms an important link to Wildridings and St Michaels schools. Footway needs to be widened to allow safe passing and to remove conflict. Conversion of the existing paths in Ringmead and parallel to Crowthorne Rd to shared footway/cycling facilities thereby improving access for pupils 4.2 St Margaret Clitherow RC School 40 from all directions 4.3 School Gate Assessments and Future SMOTTS Development Work. 30 Development of the future programme of SMOTTS improvements for 2013/14 from the list of high ranking schools and from school gate assessments Refurbishment (incl new lighting scheme) and adoption of existing school footpath. Links Jennett's Park development to Easthampstead Park School. 4.4 Easthamsptead Park School Footpath Improvements - Linked to Jennett's Park Development 70 Scheme included within the highways measures list attached to the Jennett's Park S106 agreement. Improving road safety, by reducing the number of people killed and injured on Bracknell's roads, is a key element in meeting national targets and 5 Local Safety Schemes (LSS) 125 0 corporate and local objectives to protect the community and make Bracknell a safer place to live. 5.1 B3024 Forest Road j/w Binfield Road 35 Measures to address a history of injury accidents involving vehicle manoeuvres at the junction. 5.2 A322 Birch Hill Roundabout 80 Installation of a red light enforcement camera to address
