    RSP • No. 59 • 2018: 34-44 ORIGINAL PAPER Inter-Ethnic Relations in Albania: The Causality Between Inter-Ethnic and Inter-State Relations Agon Demjaha Ylber Sela Abstract: Throughout the period of communism, human rights and freedoms of all ethnic groups, both majorities and minorities, had been grossly violated in Albania, while spiritual and ethnic sentiments were forcibly mitigated by the communist regime. Consequently, during the period of communism, the impression from abroad was that ethnically Albania was a rather homogeneous country. Nevertheless, certain neighbouring countries as well as different ethnic minorities living in Albania have constantly questioned such perception. After the fall of communism, the size of different minorities living in the country has emerged as the main inter-ethnic dispute in Albania. Although currently several ethnic groups are officially recognized as national minorities in Albania, the Greek minority is the largest one and the only minority large enough to have sufficient political, economic and social significance. The main aim of the paper is to analyse the state of inter-ethnic relations in Albania, with special focus on relations between ethnic Albanian majority and ethnic Greek minority. The paper also offers an analysis of main factors that contribute to inter-ethnic tensions in the country and explores possible scenarios in the future. The most relevant part of the paper analyses the causality between inter-ethnic and inter-state relations. The paper claims that as in other countries of the Western Balkans, interstate and inter-ethnic relations in essencerepresent components of the same equation. The paper concludes that the overall inter-ethnic relations between Albanians and Greeks in Albania are heavily affectedby inter-state relations between Albania and Greece and vice versa.

When I was conducting field research in that area, in 1995 and 1996, it had approximately 70 houses and 400 inhabitants. It is the only Macedonian-speaking village in that district. It does not belong to the group of Macedonian villages located on the Albanian shore of the Great Prespa Lake, who form the majority of the Macedonian minority in South-eastern Albania, and its inhabitants are willing to differentiate themselves from those of the Prespa villages.

Albanians An ethnobotanical field study was carried out during late summer 2016 among Muslim Albanians, Christian Aromanians Orthodox Aromanians and Christian Orthodox Macedonians living in six isolated villages of Eastern and SE Macedonians Albania, as well as in one nearby village located in SW Macedonia. The field survey was conducted via semi- Ethnobotany structured interviews by asking 32 local, mainly elderly informants, who retain traditional ethnobotanical Ethnobiology knowledge (TEK) regarding traditional utilizations of wild food plants, medicinal plants (both wild and cultivated), mushrooms, plants used as a dye, and other home-made remedies pertaining to both human and animal health. Fifty-two botanical and fungal folk taxa and twenty-four other domestic remedies were recorded; approx. one-fifth of the total reports have not been previously recorded in Albania and the SW Balkans. Among these findings, the uncommon medicinal uses of Clematis, Verbascum, and Fraxinus spp. deserve phytopharma- cological investigations. The most cited taxa were commonly used by all investigated communities, suggesting that the bulk of the Eastern and SE Albanian ethnobotanical knowledge is retained by all locals, beyond linguistic and religious affiliations.

At present, there are 9 villages in the Mala Prespa area inhabited by 5-7 thousand people some of whom have Bulgarian, and some – Macedonian consciousness. Ethnographer Vassil Kanchov cites Pouqueville mentioning that “in the early 19th century, Prespa was populated with Bulgarians alone. Arnaut migrations to Prespa began from the village of Trn or Tern, lying between the Devol River bed and Lake Mala Prespa, and then moved up further to the north”1. These villages are Eastern Orthodox and have both Bulgarian and Albanian names – Gorna Gorica (Gorica Madh), Dolna Gorica (Gorica Vogel), Tuminec (Kalamas), Glubočani (Golumboc), Šulin (Belas), Pustec (Likenas), Tzerie (Cerie), Zrnovsko (Zarosh), and Lesko (Lepis). This is where the scene is laid of “The Prespa Bells”, a novel written by Bulgarian author Dimitar Talev, a native of Prilep (modern Republic of Macedonia), which depicts the struggle of the Bulgarian population in Macedonia for liberation from Ottoman rule in the 19th and 20th centuries. The mythical town of Prespa portrayed in Talev’s work is fiction; existent in reality is only Lake Prespa.

    INTERNATIONAL POLICY ANALYSIS The Radical Right in Macedonia ZDRAVKO SAVESKI & ARTAN SADIKU December 2012 n In the specific case of the Republic of Macedonia, two forms of nationalism and ultra-nationalism coexist: the ethnic Macedonian and the ethnic Albanian one. There are strong ties between the discourses of the extreme right of both sides and the two biggest moderate right-wing parties VMRO-DPMNE (ethnically Macedonian) and DPA (belonging to the Albanian side). n Radical-right ideas, commitments, theses and values, which in other countries are mostly on the margins of public space or completely excluded from it, are part of the conventional media and public space in Macedonia. n While the ethnic Macedonian right-wing extremism contains the revision of borders with neighbouring Greece and Bulgaria as well as an opposition to EU and NATO, both seen as supporters of Greece in the question of the »name issue« of the coun- try, Albanian extremists either push for a more federalized Macedonia or even the unification of all Albanians in only one state. So, the crucial Ohrid Framework Agree- ment of 2001 which ended the armed conflict between the National Liberation Army (NLA) of ethnic Albanians and the Macedonian armed forces, is consequently questioned from opposite sides.     Stabilizing Relations Between Ethnic Macedonians and Ethnic Albanians in Macedonia By Victor Bivell The relationship between ethnic Macedonians and ethnic Albanians in the Republic of Macedonia has been a source of concern for many years, but it is unlikely to be resolved by ad hoc or piecemeal concessions by either side. What is required is a Government policy that will ease the tensions permanently. While similar minority problems exist in many countries, the source of ongoing tension in Macedonia is twofold: the large size of the ethnic Albanian minority, and the rising proportion of ethnic Albanians to ethnic Macedonians in the general population. Both these factors contribute to unstable power relations between the two groups. Thus any solution to the problem must address the issue of population balance. However, the policy positions on minorities adopted by other Balkan countries: denial of the existence of minorities, understating minority population numbers, overt and covert ethnic cleansing strategies, are not appropriate and are rightly condemned. There are many other policy options that can achieve stability and that are based on acceptable international human rights norms and concessions from both ethnic groups. What is at stake For ethnic Macedonians, Macedonia is their long sought after and only homeland - the one place on Earth where they can fully enjoy their culture and develop it freely. This feeling is shared by ethnic Macedonians in Macedonia and by the relatively large Macedonian diaspora. Thus the preservation of Macedonia as the Macedonian homeland, as stated in the Constitution, is paramount. For ethnic Albanians, the issue has at least three perspectives: one group of Albanians is content to the extent that they choose to live in Macedonia rather than in Albania and Kosovo, for a second group the issue is about greater human rights in Macedonia, and for a third group it is about the expansion of Albanian controlled territory.
