Objective
Through its policies and practices, the City of Fremantle aims to work with the community, the regional council and other government agencies to achieve a significant but achievable reduction in the amount of waste going to landfill. Policy
Council endorses a waste management hierarchy, in order of priority, as follows:- - waste avoidance - waste reduction - waste re-use - recycling - waste treatment - waste disposal - landfill gas recovery
2. Waste avoidance
To ensure maximum participation and support for waste minimisation, Council will participate in public awareness and education programs for both the community and business, particularly with regard to the need to avoid or reduce packaging.

3. Waste reduction
The importance of home and regional composting is recognised. The council is a participant in the Southern Metropolitan Regional Council that is developing the Regional Resource Recovery Centre (RRRS) at Canningvale. A dual bin system has been introduced to recycle waste material and composting of solid wastes.
4. Water re-use
Council supports chipping/shredding and mulching as a method of waste minimisation including the removal of garden waste from the waste stream. This is achieved by the RRRS where green waste is chipped and distributed for reuse. The council provides a green waste verge pick up service four times per annum.
5. Recycling
Council supports recycling as an important method of waste minimisation, through recycling centres and kerbside collection systems. The SMRC conducts a full recycling program through the RRRS in which the council is a full participant. A yellow topped bin is provided to every residential home to enable recycling to the SMRC.
6. Waste treatment
Council supports the diversion from the waste stream of poisonous, hazardous or heavy metal household, industrial and commercial waste for re-use, recycling or disposal by the most appropriate method.
7. Waste disposal
Council supports the regional processing of waste at the Southern Metropolitan Regional Council's Regional Resource Recovery Centre. The Council is a participant in the RRRS and proportionally funds the recycling and composting facilities at the Centre.
Council supports the enforcement of relevant local laws and the creation of new local laws if appropriate, to control illegal or unauthorised dumping of waste.
