    NAfW inquiry into international connectivity through Welsh ports and airports February 2012 INTRODUCTION 1. The Welsh Local Government Association (WLGA) represents the 22 local authorities in Wales, and the three national park authorities, the three fire and rescue authorities, and four police authorities are associate members. 2. It seeks to provide representation to local authorities within an emerging policy framework that satisfies the key priorities of our members and delivers a broad range of services that add value to Welsh Local Government and the communities they serve. 3. The WLGA welcomes this opportunity to feed comments into the NAfW‟s inquiry into international connectivity through Welsh ports and airports. Tables 1 and 2 below show that local authorities have a major interest in this issue with ten authorities having an airport/aircraft facility in their area and eight having a port – six have both. Overall, twelve authorities have an airport and/or a port – all of varying degrees of scale and activity. (In addition there are a number of former ports that have ceased to operate on a large scale but now house other activities including fishing and tourism related activity).     The National Non-Food Crops Centre AN ASSESSMENT OF NON-FOOD CROP OPPORTUNITIES IN THE SOUTH EAST OF ENGLAND June 2006 - i - A SEEDA funded report, prepared by; Lucy Hodsman National Non-Food Crops Centre Biocentre, Innovation Way Heslington, York YO10 5DG With additional contributions from; West Sussex County Council Kent County Council - ii - Executive Summary The South East of England is the largest Region in the UK, aiming to create a prosperous, dynamic and inspirational region and supporting and enabling local communities whilst safeguarding natural resources and cherishing rich cultural heritage. Currently agriculture sustains 39,800 jobs in the South East Region, in comparison to that of the manufacturing industry, which is almost tenfold at 357,700, this figure is marginal [14]. It is therefore becoming increasingly important to retain the skills and expertise currently involved in the agricultural industry and encourage those involved to remain and younger generations to pursue land-based careers. One option many farmers are now considering, since the reform of the Common Agricultural Policy in 2004, is the cultivation of crops for non-food and industrial markets. The Reform has provided farmers with the freedom to move away from intensive food production, towards new or novel crop options which may previously never have been considered. By cropping the land in this differing manner growers are able to maintain their arable roots, whilst targeting varying markets, potentially adding value and increasing farm income. Within the food sector the South East is committed to supporting local produce; through working with farmer groups, local food groups and other agencies to promote development and encourage new outlets through farmers markets and village shops.

    Report of the Cabinet Member for Environment & Transportation Extraordinary Council - 24 February 2015 LOCAL TRANSPORT PLAN Purpose: To adopt the Local Transport Plan Policy Framework: Transport (Wales) Act 2006. The joint Local Transport Plan will replace the Regional Transport Plan 2010 – 2015. Reason for Decision: In order that the Local Transport Plan can be adopted as the statutory policy. Consultation: A workshop with key stakeholders in July 2014 and a formal consultation on the draft final document in October 2014. Legal, Finance, Access to Services. Recommendation(s): That Council adopts the Local Transport Plan (2015 – 2020), to replace the Regional Transport Plan (2010 – 2015). Report Author: Ben George Finance Officer: Ben Smith Legal Officer: Sandie Richards Access to Services Phil Couch Officer: 1.0 Introduction 1.1 The Welsh Government took on responsibilities for transport as a result of the Transport (Wales) Act 2006 which amends the Transport Act 2000. The Welsh Government prepared a Transport Strategy for Wales in 2008 and a five year National Transport Plan in 2010. The National Transport Plan is currently being “refreshed” and consultation on a 2015- 2020 National Plan started in December 2014 . The Government now requires Local Authorities to prepare Transport Plans for the 2015 – 2020 period which are consistent with and support national strategies/plans within their specific area. 2.0 Changes to Welsh Governance Requirements 2.1. The former statutory document, the Regional Transport Plan 2010 – 2015, marked a departure from the traditional Local Authority approach to transport policy as the Welsh Government instructed Councils to work together within defined consortium areas.

    9th June 2015 Open Farm Sunday – farming shines on record breaking day This Sunday (7th June) was the tenth anniversary for Open Farm Sunday, and thanks to the support from across the whole farming and food industry, the campaign enjoyed a record breaking day with a quarter of a million visitors! National organisers LEAF (Linking Environment And Farming) paid tribute to the hundreds of farmers who opened their gates and thanked all those who helped and supported them. With the majority of farms basking in sunshine, more visitors than ever before visited a farm for Open Farm Sunday. Nearly 400 farms opened this year and while final figures are still being obtained, LEAF estimates that visitor numbers for 2015 will be over 250,000 - exceeding the record breaking attendance of 2014 by more than 15%. Annabel Shackleton, Open Farm Sunday manager at LEAF said: “Our tenth Open Farm Sunday has been a resounding success and a fantastic celebration of British farming and food. From the feedback received so far, it’s clear that Open Farm Sunday enabled hundreds of thousands of people to have an amazing day in the countryside, learning about farming and the story behind their food. We’re particularly delighted so many families took the time to visit farms up and down the country, many for the first time. On behalf of LEAF I’d like to offer a huge thank you to everyone involved.   • Noise Mapping Under the END Is Not Required for Airports in Wales
    REGULATORY APPRAISAL ENVIRONMENTAL PROTECTION, WALES THE ENVIRONMENTAL NOISE (WALES) REGULATIONS 2006 Purpose and intended effect of the measure 1. These Regulations implement Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002, relating to the assessment and management of environmental noise (the Environmental Noise Directive (END)). In order to transpose the Directive Member States must designate the competent authorities and bodies responsible for implementing the Directive, including the authorities responsible for: • making and approving noise maps and action plans for large continuous urban areas (known as agglomerations), major roads, major railways and major airports; and • collecting noise maps and action plans for submission when required to the European Commission. 2. The proposed Regulations will give the National Assembly for Wales the responsibility of preparing, reviewing and revising noise maps under the END, except for maps applying to noise from non-designated major airports (all UK airports apart from Heathrow, Gatwick and Stanstead) where the airport operators will fulfil this role. In addition, the Regulations will give the National Assembly for Wales responsibility for drawing up, reviewing and revising action plans (except for plans applying to places near major airports, where the airport operators will fulfil this role). Currently, no airport in Wales meets the threshold for the preparation of a noise map or production of an action plan, as such noise mapping under the END is not required for airports in Wales. 3. As a result of implementing these Regulations, all legal responsibilities for the mapping and action planning under the END for roads, rail and agglomerations would rest with the National Assembly for Wales.
