Transportation Outlook 2040 Project List Transportation Outlook 2040 is the metropolitan transportation plan (MTP) for the greater Kansas City region. A major component of the MTP is identifying a list of regionally important projects to improve the transportation of people and goods (highway, transit, etc.).
