Since ONR responded to the previous draft Local Plan Update consultation on 21 January 2019 (see email below) the proposed development locations included in the draft local plan have significantly changed. Additionally, the Detailed Emergency Planning Zone (DEPZ) for the AWE Burghfield site has been re-determined by West Berkshire District Council under the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2019 resulting in a larger DEPZ. ONR’s current position remains that we would be likely to object to: • developments within the DEPZ, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. • large scale developments within the circular 5km Outer Consultation Zone (OCZ), which extends beyond the DEPZ from grid reference SU684680, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. BERKSHIRE PROSPECTUS AMBITION, COLLABORATION AND GROWTH 02 THE BERKSHIRE Berkshire Prospectus Berkshire PROSPECTUS THE OPPORTUNITIES IN THIS PROSPECTUS It is no coincidence that this prospectus for Berkshire has been released in tandem with the Thames Valley Berkshire Local Enterprise Partnership (LEP) Recovery and REPRESENT A CHANCE Renewal Plan. The two documents sit alongside each other, evidencing the formidable collaborative nature of how TO RESET POST COVID the LEP is working in partnership with the six Berkshire Local Authorities as well as other key stakeholders. AND MAKE BERKSHIRE This prospectus clearly identifies several key schemes and projects which, when delivered, will greatly enhance Berkshire’s appeal as a place to live and EVEN BETTER work in the years ahead. The projects highlighted in this prospectus represent unique opportunities for new investment that will appeal to a wide range of partners, locally, regionally and nationally. The LEP and Local Authorities will work alongside private and public sector colleagues to facilitate the development and successful delivery of these great opportunities. COLLABORATIVE WORKING We should highlight the constructive partnership between the Local Authorities and the LEP, who together have forged a great working relationship with One Public Estate (OPE). Established in 2013, OPE now works nationally with more than 300 councils.These projects are transforming local communities and public services right across the country. They provide technical support and funding to councils to deliver ambitious property and place-focused programmes in collaboration with central government and other public sector partners. This is the thirteenth Annual Monitoring Report (AMR). The report presents key facts and figures and identifies type and quantities of development which took place between 1 April 2018 – 31 March 2019 although in some cases more recent information has been made available and is included. The AMR examines how successful Slough’s current planning policies have been in terms of achieving their objectives. It provides a feedback mechanism to ensure that effective operation of policies or highlight areas that need revising. The AMR analyses the performance of the Saved Local Plan Policies for Slough and the adopted Core Strategy policies against the indicators. Future AMR’s will monitor the new Local Plan once adopted. The Localism Act removed the requirement for local planning authorities to produce an annual monitoring report for Government, while retaining the overall duty to monitor and produce reports for the local community. In this AMR we have decided to monitor the indicators that are specific to Slough, interesting for Members and the local community. Previous copies of the AMR and the commitment documents are available at www.slough.gov.uk. Headlines for 2018/19: Housing Delivery- 534 (net) residential units were completed in the period from 1st April 2018 to 31st March 2019. -

With music festivals in particular, there is an additional emphasis on the chance to experience live music by often idolised musicians within a temporary community of shared musical interests. However, whilst a music festival may attract visitors through advertising an attractive and appealing line-up of popular acts, this far from guarantees a happy customer. There are many other elements that contribute to and impact upon the experience of the festival-goer (Morgan, 2008: 83). If these elements are managed well, this can result in benefits for both the consumer, through positive emotional and cognitive experiences, and for the organisation through repeat custom, recommendations and increased sales. -

15. LANDSCAPE TYPE 8: LOWLAND MOSAIC Location and Boundaries 15.1. The landscape type comprises a lowland area in the eastern part of the AONB intervening between the two main chalk upland blocks to the north and south and lying to either side of the Kennet Valley (7A). The boundaries are essentially defined by geology with the change from the chalk to the Tertiary deposits of the Reading Beds, the Bagshot Beds and London Clay. In the north the chalk descends as a gradual dipslope (2A: Brightwalton Downs & 2B: Ashampstead Downs), while to the south it rises as a dramatic escarpment (2D: Walbury Hill - Watership Downs Scarp). The geological transition within this landscape type is clearly marked by the lower topography and the land cover of woodland and pasture. Overview The lowland mosaic is a distinct landscape in the eastern part of the North Wessex Downs occupying the low lying basin of gravel beds and clays which rise either side of the Kennet Valley. The area has a strong woodland character, with its origins as part of the medieval forests. In the early 17th century the forests were subject to gradual piecemeal enclosure, the legacy of which is reflected in numerous dispersed small settlements and farms. Today the area is characterised by irregular fields, cut out from the woodland during the medieval or post medieval period, interspersed with parcels of woodland and commons. Although in some areas, a more open landscape dominated by large-scale arable farmland is found. One of the most densely inhabited parts of the North Wessex Downs, this lowland area has a diverse range of settlements ranging from large manor houses associated with the many parklands to the network of hamlets, lines of houses and villages that occur along the lanes and roads. -

Under the Environmental Permitting (England & Wales) Regulations 2010 (schedule 5, part 1, paragraph 19) a variation may comprise a consolidated permit reflecting the variations and a notice specifying the variations included in that consolidated permit. Schedule 1 of the notice specifies the conditions that have been varied and schedule 2 comprises a consolidated permit which reflects the variations being made. All the conditions of the permit have been varied and are subject to the right of appeal. The Industrial Emissions Directive (IED) was transposed in England and Wales by the Environmental Permitting (England and Wales)(Amendment) Regulations 2013 on 27 February 2013. This variation implements the changes brought about by the IED for “existing facilities operating newly prescribed activities” and completes the transition part of this facility from a waste operation to an IED Installation. This integrated waste management facility is located at Lower Padworth, West Berkshire, centred at NGR SU 60618 67369, and processes household and municipal waste by means of; in-vessel composting (IVC), material recovery facility (MRF), waste transfer station (WTS) and a household waste recycling centre (HWRC). The HWRC and MRF operate under standard rule permits SR2008No13 and SR2008No14 respectively.
