Lakewood Athletic Department Purpose Statement Lakewood Rangers The Department of Lakewood Athletics is designed to supplement and re-enforce the mission of Lakewood City School District to provide student-athletes, coaches, and staff with opportunities to live, learn, and lead in the 21st century. As the middle school and high school experience presents both learning and growing opportunities, the athletic department offers sports for students to follow their passion and develop their potential through individual and team sport competition. The Athletic Department is dedicated to providing a program compliant with the OHSAA and the Great Lakes Conference. Members of the department are also value-centered and will conduct themselves ethically by promoting and developing sportsmanship, positive attitudes departmentally, individually, and at each scheduled event. The Objectives of the Athletic Department Include: To provide a comprehensive list of sport programs that appeal to students. To provide a competitive athletic environment for all student-athletes. To provide trained and competent coaches in all sports, providing proper instruction and direction maximizing the athletic experience for each student-athlete. To provide an athletic program that is a value-added component to the academic mission. To provide an athletic program that offers life skills and challenges for the student-athlete not duplicated in the academic experience. To assist in providing a comprehensive educational experience allowing student-athletes to pursue their passion and find their potential to learn and grow. To promote the culture, heritage, and traditions of the Lakewood City School District.

OHSAA Mission Statement https://www.ohsaa.org/AboutOHSAA The Ohio High School Athletic Association provides educational opportunities for students through participation in interscholastic athletics programs while also providing leadership and support for member school administrators and coaches and contest officials.
The OHSAA Believes That...
Participation in interscholastic athletics programs is a privilege, not a right. Participation in interscholastic athletics programs complements a student’s school experience and teaches lifelong lessons of hard work, teamwork and self-discipline. Participation in interscholastic athletics programs promotes citizenship and sporting behavior, instills a sense of community and promotes a lifetime appreciation for sports and healthy lifestyles. Sporting and ethical behavior are expectations in interscholastic athletics by all participants, coaches, administrators, officials and spectators. Coaches, administrators and contest officials should serve as positive role models who are critical to a student’s development and success. In order to minimize health and safety risks and maintain ethical standards, it is mandatory that interscholastic athletics participants are free from use of anabolic steroids or other performance-enhancing drugs. Limitations should be placed upon the length of sport seasons and the number of interscholastic contests played by participants. Students should engage in a well-rounded experience that encourages participation in a multitude of extracurricular activities. All attempts should be made to accommodate students with disabilities in interscholastic athletics programs. Student academic achievement and success take priority over athletics achievement and success. The success of a team is more important than individual awards. Interscholastic athletics programs exist to prepare students for the next level of life, not the next level of sports. Participation in interscholastic athletics programs can be a once-in-a-lifetime opportunity and create memories that will last forever.

HISTORY LAKEWOOD IN CONFERENCE/LEAGUE PARTICIPATION 1918-2006 Lake Erie League 2006-2012 Northeast Ohio Conference 2012-2016 West Shore Conference 2016-2020 Southwestern Conference 2020-future Great Lakes Conference
Lake Erie League The history of the Lake Erie League (LEL) dates back to 1918 when Shaw, Lakewood, Cleveland Heights and University School joined to form the “Quad League”. In 1920 University School dropped from the league and was replaced by Rocky River. In 1928 Lorain and Elyria joined to make it six schools and the “Lake Erie League” became the official name. In 1932, Rocky River dropped out leaving the number of schools at five. In 1936, Shaker Heights left the Eastern Conference and joined the league, bringing the number of schools back to six.
For the next fifteen years, Shaw, Lakewood, Cleveland Heights, Lorain, Elyria and Shaker Heights comprised the six-team league. In 1951, Euclid applied for membership and was accepted, raising the number of schools to seven. Two years later, in 1953, Lorain and Elyria dropped out, again making it a five-team league. Parma was then admitted in 1955 as a sixth member. With the start of the 1962 school year, Brush and Valley Forge were admitted, becoming the seventh and eighth schools. In 1966, Garfield Heights and Normandy were admitted to the league effective with the 1968-69 school year, which made the LEL a ten-team league.
In 1973, Euclid and Brush withdrew to join the Eastern Greater Cleveland conference effective for the 1975-76 school year. Also, in 1973 Normandy, Parma and Valley Forge withdrew from the LEL to join with Berea and Midpark schools. Soon after, Lakewood and Garfield Heights joined with the three Parma Schools and two Berea schools making a total of seven schools. Later, in 1973, these seven schools realigned themselves with Cleveland Heights, Shaker Heights and Shaw to form the “new” Lake Erie League”, which began activities in the 1975-76 school year.
In 1978-79, Berea and Midpark dropped out of the league and in 1986-87, Garfield dropped out of the league also. In 1992, the seven Lake Erie League member schools voted to expand to ten teams including Garfield Heights, Mentor and Warrensville Heights commencing with the 1993- 94 school year. In 1997, Elyria entered the league and in 1998, Bedford, Maple Heights and Euclid became members of the LEL. Members voted in 2002-03 to add Admiral King and Southview, bringing the league total to sixteen members. However, in 2004-04, Elyria, Normandy, Parma and Valley Forge withdrew, leaving the league with twelve members. In 2006-07, Lakewood and Garfield Heights withdrew, leaving ten members.

Northeast Ohio Conference Following the 2010-11 school year, Mentor High School joined after leaving the Lake Erie League, while Nordonia High School left to join the Suburban League. Following the 2011-12 school year, Shaker Heights High School joined after leaving the Lake Erie League, while Lakewood High School left to join the West Shore Conference. Listed below are the current 18 member schools. It was reported in November 2012 that Avon sought membership in the Southwestern Conference for the 2013–2014 school year to accommodate the merger of Berea and Midpark. In December 2012, the Southwestern Conference approved Avon's addition for the 2015–2016 school year. In March 2013, Lakewood and Midview were also approved for admission into the Southwestern Conference for the 2015–2016 school year. In October 2013, North Ridgeville replaced Brecksville-Broadview Heights in the 2015–2016 school year. On December 10, 2014, Vermilion announced plans to join the Sandusky Bay Conference beginning with the 2016–2017 school year as part of the SBC's expansion plans.
West Shore Conference The West Shore Conference was a high school athletic conference located in northeast Ohio, with member schools stretched across Cuyahoga, Erie, and Lorain counties. It was reported in November 2012 that Avon sought membership in the Southwestern Conference for the 2013–2014 school year to accommodate the merger of Berea and Midpark. In December 2012, the Southwestern Conference approved Avon's addition for the 2015–2016 school year. In March 2013, Lakewood and Midview were also approved for admission into the Southwestern Conference for the 2015–2016 school year. In October 2013, North Ridgeville replaced Brecksville-Broadview Heights in the 2015–2016 school year. Southwestern Conference For the 2013-2014 school year, Midpark High School merged with Berea High School to form the Berea-Midpark Titans. Avon High School was approved to join the SWC in 2015-16 to accommodate the Berea-Midpark merger. Lakewood and Midview joined the SWC in 2015-16. In September 2013, Brecksville-Broadview Heights was invited to join the Suburban League for the 2015-16 school year, which they accepted after a board vote. In October 2013, North Ridgeville agreed to join the SWC as a replacement for Brecksville-Broadview Heights in 2015-16.
Great Lakes Conference On April 16, 2019, Lakewood announced that it would leave the SWC following the 2019-2020 school year to join the Great Lakes Conference. We will start competing in this conference the fall of 2020.

Pay to Participate Fee The fee to participate in a sport is $75.00 and there is no family cap. This money is used to cover the cost of coach salaries. The Athletic Department doesn't receive any of this funding.
Lakewood Athletic Boosters The Lakewood Athletic Boosters is a 501c3 volunteer non-profit founded to support and promote student athletes by providing financial assistance, acting as the fiscal agent for all team fundraising and promoting and developing our high school athletic programs through concessions, events, and scholarships. https://www.golakewood.org/
The Lakewood Ranger Education Foundation The Ranger Foundation has set aside $5,000 per year that coaches may request to fund students training, equipment and special events, i.e. national competitions. Our athletes have access to over $200,000.00 annually to support their programs and help them be successful in the sport of choice.
Athletic Facility Repair Facility repair is under the supervision of the Operations Department. Athletics works with Operations in a collaborative effort to make sure our facilities are ready for competition.

To balance this disparity and be fair to all sports the department is run on a needs-based budget. Teams needs are met which include basic equipment (balls, etc.) and the cost associated with running home events which include police, game workers and officials. These fees amount to roughly $60,000.00 each year (BOE $50,000 and General Athletics $25,000).This year the Athletic Boosters donated $40,000

Data Driven Inferences The majority of our coaching staff resides in Lakewood or is a Lakewood teacher or an Alumni. The majority of our sports teams have either remained steady in regard to participation or increased participation. Very few teams have lost a significant number of participants. Below are the enrollment numbers for the past six years. We have maintained participation levels at the majority of the sports and increased our multisport athletes while losing students. We have lost 315 students grades 7-12 since 2013-2014. Teams are funded appropriately based on their needs. This is the model the majority of school district’s athletic departments follow. The majority of teams (girls’ and boys’) have been competitive overall in the past 7 years. Boys’ golf and football seem to need the most attention in regard to finding solutions to improve. Changing conferences in the fall of 2020 have yielded more competitive events and team records for all sports. “Competitive”-as good as or better than others of comparable nature. Lakewood’s athletic teams overall GPA is off the charts in relation to the national average. The Objectives of the Athletic Department Include: To provide a comprehensive list of sport programs that appeal to students. -We have every OHSAA sponsored sport except Field Hockey. We recently added bowling for girls’ and boys’ in 2016-2017 and girls’ wrestling in 2019-2020 and Lacrosse in 2020-2021. To provide a competitive athletic environment for all student-athletes. -Now that we have a weight room, a supervisor for the room and have morning and afternoon hours open to all students, they have an opportunity to be more competitive. We are also moving to a conference that our students can be more competitive. To provide trained and competent coaches in all sports, providing proper instruction and direction maximizing the athletic experience for each student-athlete. -All the coaches have taken the state mandated training. The coaches are also offered the opportunity to attend one clinic for their sport each year. This clinic is paid for by the athletic department.

To provide an athletic program that is a value-added component to the academic mission. -We work closely with the music department to make sure students that have music commitments can participate in athletics and music. To provide an athletic program that offers life skills and challenges for the student-athlete not duplicated in the academic experience. -Participating in athletics is more than wins and losses. It is about commitment, teaching work ethic, facing adversity, setting goals and working to achieve them. To assist in providing a comprehensive educational experience allowing student-athletes to pursue their passion and find their potential to learn and grow. -We promote students to participate in multiple sports while supporting their other activities such as the performing arts, school clubs and other academic commitments that conflict with athletic practices and competitions. To promote the culture, heritage, and traditions of Lakewood City School District. -The majority of our staff live in Lakewood, teach in Lakewood or were a Lakewood Alumni. This helps promote the culture, heritage and tradition of the LCSD. Ongoing Projects: Hall of Champions (displaying record boards and past champions and championships in the gym and athletic hallway)-it is important for students to see the records of the past. These are goals they can strive for which will in turn increase our competitive spirit throughout the program. Work with The Positive Coaching Alliance next year the goal will be to fill the emotional tanks of our students and be super positive. MIDDLE SCHOOL ATHLETICS Middle School Athletic Programs are based on the premise that students in the transitional years between childhood and adolescence have characteristics and needs that are unique to their age group. Coaches of middle school students should possess an understanding of the characteristics of the age group and should utilize a variety of methods in working with the students. The goal of each athletic activity should be to improve physical fitness, coordination, confidence and the ability to follow directions, while developing such values as cooperation, sportsmanship, discipline, self-respect and respect for others. Although excellence is a worthy goal and students should strive to win, they should also learn to recognize the value of participating in a team effort and in doing their best. In order to be effective, the athletic program at the middle school level should be a cooperative venture shared by the administration, coaches, and parents working together to provide a positive experience for students. Challenges: There is a legitimate argument that can be made to have a middle school athletic director at each school. This may also help increase and maintain participation numbers as well as create competitive teams. 2019-2020-Garfield and Harding added Game Managers that work in the school.

Three-part test of Compliance
HEW's 1979 Policy Interpretation articulated three ways compliance with Title IX can be achieved. This became known as the "three-part test" for compliance. A recipient of federal financial assistance can demonstrate compliance with Title IX by meeting any one of the three prongs, according to a non-legal binding Dear Colleague letter issued in 2010 by the Office for Civil Rights.
"All such assistance should be available on a substantially proportional basis to the number of male and female participants in the institution's athletic program." "Male and female athletes should receive equivalent treatment, benefits, and opportunities." "The athletic interests and abilities of male and female students must be equally effectively accommodated. "Institutions must provide both the opportunity for individuals of each sex to participate in intercollegiate competition, and for athletes of each sex to have competitive team schedules which equally reflect their abilities." Compliance can be assessed in any one of three ways.
1. Providing athletic participation opportunities that are substantially proportionate to the student enrollment. This prong of the test is satisfied when participation opportunities for men and women are "substantially proportionate" to their respective undergraduate enrollment. 2. Demonstrating a continual expansion of athletic opportunities for the underrepresented sex. This prong of the test is satisfied when an institution has a history and continuing practice of program expansion that is responsive to the developing interests and abilities of the underrepresented sex (typically female). This prong of the test is satisfied when an institution is meeting the interests and abilities of its female students even where there are disproportionately fewer females than males participating in sports. ATHLETIC TRANSPORTATION
The Lakewood City School District has three 72 passenger buses that are stored with the Olmsted Falls City School Transportation Department. These three buses are used for field trips and athletic events. Amazingly this system has served our district well. We also have one athletic van that seats 7 passengers for smaller trips, the tennis, wrestling, golf, track and basketball teams occasionally use this instead of a bus. This saves on the cost of a driver and wear on our buses.
Occasionally, athletics needs more than three buses. In this case, Olmsted Falls will supply us with extra buses. This always happens for away football games when we need to transport the band and the football team to one location. When Olmsted Falls can’t provide a bus, we will rent a bus from First Student or Front Line busing company. Our last option is to rent a charter bus. We have rarely exercised this option.
We have grouped teams together (i.e., baseball and softball) when they are going to the same school. This has helped us to avoid chartering a bus.
Transporting our athletes to away competitions cost the district 60-80K each school year. This is a small amount of money compared to the district running its own transportation department which could cost the district between one and two million dollars each year. Fortunately, Lakewood is a walking district!
This year Olmsted Falls had a shortage of drivers due to health issues and one driver passed away. There has been some issues with finding replacement drivers. We have adjusted by changing some games to home events instead of away. Our opponents have been very helpful with these adjustments.

ATHLETIC AWARDS It is expected that athletes compete for intrinsic rather than extrinsic rewards. The awarding of a varsity letter should be considered an emblem of dedication to a sport, loyalty to the school, and an expression of gratitude from the district for participation. Athletes should display it with pride.
VARSITY LETTER REQUIREMENTS When assigning awards the following general guidelines will be adhered to, when no guidelines exist: I. Injured players should receive special consideration. II. Seniors may receive special consideration. III. Players not finishing the season will not receive a letter unless injured or coach decides to award them. IV. Athletes will receive one cloth letter “L”, all other letters they receive will be a certificate for the first year. V. No middle school, freshmen or junior varsity letters are awarded. VI. The coach should explain letter requirements at the beginning of each season. VII. Varsity letters are awarded to athletes at the discretion of each head coach.

Vince Frantz has been involved in youth athletic programming and Lakewood civic planning since 2002. He has served on the Lakewood Community Baseball Association board and coached travel baseball teams for Lakewood since 2015. In 2004, Vince helped found Public Square Group, a skateboarding advocacy non-profit that developed and operates skateboarding camps in Lakewood, Bay Village, Cleveland and North Olmsted. He and his wife Cathy have 3 kids in Lakewood. LAKEWOOD ATHLETIC DEPARTMENT STAFF Sean D. Jackson, M.Ed., MBA, CMAA, Athletic Director As of 2020 there are 1,204 Athletic Directors in the United States that have achieved the National Interscholastic Athletic Administrator Association (NIAAA www.niaaa.org) designation of Certified Master Athletic Administrator (CMAA). There are over 37,000 Athletic Directors in the United States.
Mr. Sean Jackson started his career in education in 1996. He spent twelve years as a social studies teacher and wrestling coach. He has been an Athletic Director since 2008. Mr. Jackson holds a teaching license in the following subject areas; psychology, history and all areas of social studies, a Master in Business Administration, a Master in Sports Management, a Master in Educational Administration with a Principal and Superintendent license. He is currently working on his doctorate. He is a member of the National Interscholastic Athletic Administrators Association earning the NIAAA's highest designation of Certified Master Athletic Administrator (CMAA). In 2015, he was elected to the Ohio High School Athletic Association Northeast District Athletic Board. The NEDAB is responsible for managing all Sectional and District postseason OHSAA tournaments. His term on the board expires 2021.
