Solley Marine Corps Command and Staff College Marine Corps Development and Education Command Quantico, Virginia 10 May 1987 ABSTRACT Author: Solley, George C., Major, USMC Title: Israel's Lebanon War, 1982-1985 Date: 16 February 1987 On 6 June 1982, the armed forces of Israel invaded Lebanon in a campaign which, although initially perceived as limited in purpose, scope, and duration, would become the longest and most controversial military action in Israel's history. Operation Peace for Galilee was launched to meet five national strategy goals: (1) eliminate the PLO threat to Israel's northern border; (2) destroy the PLO infrastructure in Lebanon; (3) remove Syrian military presence in the Bekaa Valley and reduce its influence in Lebanon; (4) create a stable Lebanese government; and (5) therefore strengthen Israel's position in the West Bank. This study examines Israel's experience in Lebanon from the growth of a significant PLO threat during the 1970's to the present, concentrating on the events from the initial Israeli invasion in June 1982 to the completion of the withdrawal in June 1985. In doing so, the study pays particular attention to three aspects of the war: military operations, strategic goals, and overall results. The examination of the Lebanon War lends itself to division into three parts. Part One recounts the background necessary for an understanding of the war's context -- the growth of PLO power in Lebanon, the internal power struggle in Lebanon during the long and continuing civil war, and Israeli involvement in Lebanon prior to 1982.

    Intelligence Failure or Paralysis? Amnon Lord There was no shortage of intelligence, nor was there a lack of intelligence alerts about the Yom Kippur War. The reasons for the famous mechdal (Israel’s lack of prepared- ness for the war) should be judged in the context of the 1973 conditions and not ac- cording to “what if…” questions. The reasons are, first, the unhealthy mixture of the military top echelon with the political leadership, which prevented the chief of staff from carrying out the appropriate military preparations on October 6, 1973. The second reason for the mechdal was a successful disinformation operation conducted by the Russians and their Arab allies. The third and main reason was the Israeli fear of “losing” the Americans—an outcome, the Israelis anticipated, of the struggle for the freedom of Soviet Jewry. For the Israeli public the war was a surprise; not for the political leadership. Was it a mistake, or paralysis? And if the latter, what were the causes? It seems that the great shock of the outbreak of the Yom Kippur War, at about two in the after- noon on October 6, 1973, has framed our basic understanding of the subject. It came as a surprise, but who was to blame if not Military Intelligence and its chief, Major General Eli Zeira?     Caravan Dekel Southeast Caravan 2018 MEET GALI Hello, my name is Gali and I'm 16 years old. I was born on July 25th, 2001 in Kiryat Ono. Currently I live in Ganey Tikva. My mother's name is Shirly and she works for the government, and my father's name is Rami and he is an architect. I have two siblings. Shahar is 19 years old. Both of us like to dance and share our love for the Scouts. Today Shahar serves as a soldier in the army next to Eilat in the South. Ori is the youngest brother and he is 13 years old, and with the little time we have, we enjoy each other very much. He isn’t in the Scouts but he plays tennis in his free time. My main hobby is dance. I dance since 4th grade in Mahola, which is a local dance group. I dance twice a week and l love it. My favorite dance styles are modern and ballet. Every six months we put on a show that all my family and friends come to see, I love performing on stage. My second hobby is Tzofim- the Scouts. I have been in the Tzofim since the 4th grade (since I was about 10 years old). Last year I guided a group of 5th grade girls and this year I'm in charge of ten guides. I enjoy this position because it is fun and I think that I have a good influence on younger kids and on my team of guides.

    Just War and the 2008–09 Gaza Campaign Just War Moral Jerome Slater Philosophy and the 2008–09 Israeli Campaign in Gaza Scholars and policy- makers regard the Israeli-Palestinian conºict as one of the most serious and in- tractable conºicts in today’s world. In particular, there continues to be ªerce controversy over the most recent large-scale Israeli military action in that conºict: the three-week attack on Gaza that began on December 27, 2008. Operation Cast Lead, as Israelis call the attack, was justiªed by Israel and its supporters as a legitimate use of force in self-defense, the purpose of which was to end Hamas’s terrorist attacks on Israel’s civilian population. Even crit- ics of Cast Lead have mostly accepted this argument—despite condemning Israel’s methods and, especially, its indiscriminate attacks on Gaza’s civilian infrastructure and sometimes direct attacks on noncombatants. In particu- lar, most of the leading investigations of Cast Lead, including those by the Goldstone Commission, Human Rights Watch, Amnesty International, and B’Tselem (Israel’s leading human rights organization) did not seek to refute the self-defense argument, even as they concluded that Israel had been guilty of war crimes because of the manner in which it conducted the attack on Gaza. The argument of this article, however, is not only that the Israeli methods were morally (and, in most cases, legally) wrong,1 but that the very purpose of Cast Lead cannot be justiªed as one of self-defense. Rather, I argue that Cast Lead was a moral catastrophe, a wholesale violation of the just war philosophy that has guided Western thought on war and morality for more than 2,000 years.
