    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. Under the authority of the prime minister, the Israeli Security Agency combats terrorism and espionage in Israel, the West Bank, and Gaza. The national police, including the border police and the immigration police, are under the authority of the Ministry of Public Security. The Israeli Defense Forces are responsible for external security but also have some domestic security responsibilities and report to the Ministry of Defense. Israeli Security Agency forces operating in the West Bank fall under the Israeli Defense Forces for operations and operational debriefing. Civilian authorities maintained effective control over the security services.     A/HRC/40/CRP.2 18 March 2019 Original: English Human Rights Council Fortieth session 25 February–22 March 2019 Agenda item 7 Human rights situation in Palestine and other occupied Arab territories Report of the detailed findings of the independent international Commission of inquiry on the protests in the Occupied Palestinian Territory Summary Submitted as a supplement to A/HRC/40/74, this text sets out the detailed findings of the independent international Commission of inquiry mandated to investigate the demonstrations that began in Gaza on 30 March, 2018, the response of Israeli security forces thereto, as well as the impact on civilians in Gaza and Israel. The Commission found reasonable grounds to believe that during these weekly demonstrations, the Israeli Security Forces (ISF) killed and gravely injured civilians who were neither participating directly in hostilities nor posing an imminent threat to life. Among those shot were children, paramedics, journalists, and persons with disabilities. 183 people were shot dead, another 6,106 were wounded with live ammunition. The demonstrations were organized by a ‘Higher National Committee,’ whose members came from all sectors of Palestinian society, including civil society, cultural and social organizations, students unions, women’s groups, eminent persons, members of clans and representatives of several political parties. While the demonstrations were civilian in nature, bringing them under a law enforcement legal paradigm, they were at times violent, including throwing stones, cutting through the separation fence, and launching incendiary kites and balloons. The Commission found, however, that the use of lethal force in response was rarely necessary or proportionate.

J Environ Pollut Control 2(1): 105 Received Date: August 23, 2019 Accepted Date: December 18, 2019 Published Date: December 20, 2019 Abstract The air pollution’s situation in the Occupied Palestinian Territories (OPT) can be simply described as ‘catastrophic.’ Something unique- ly characterizes the indoor air pollution in this region of the world, which is the noisome substance, known as ‘Skunk liquid,’ used by the Israeli occupation forces against innocent, nonviolent Palestinians and their properties. Skunk liquid, with reference to the animal ‘Skunk,’ is an obnoxious-odor’s liquid and a unique indoor and outdoor air pollution source, being used only in the OPT, where the Palestinian citizens have no control on it. Skunk liquid’s odor is overpowering; it feels like the smell of a mixture of raw sewage, sulfur, and rotten animal corpses. The use of Skunk liquid is intended to cause humiliation to Palestinians, as well as health and environmen- tal harms, including indoor pollution. In addition to the many other kinds of lethal and nonlethal weapons that Israel has been using against innocent, nonviolent Palestinians in the OPT, Skunk liquid, in particular, has become one of the efficient, remarkable nonlethal weapons that Israel has been frequently and constantly using against Palestinians since it was first used in August 2008 in the West Bank’s village of Ni’lin.
