To amend sections 125.66 and 125.661; to amend, for the purpose of adopting new section numbers as indicated in parentheses, sections 125.66 (113.60) and 125.661 (113.61); and to enact section 113.62 of the Revised Code; and to amend Section 207.71 of Am. Sub. H.B. 49 of the 132nd General Assembly to require the Treasurer of State to administer the Pay for Success Contracting Program and to expand the purposes of the Program. To enact section 5534.896 of the Revised Code to designate the bridge that is part of S.R. 603 in Huron and Richland Counties as "Trucks Bridge." H. B. No. 172 - Representative Hillyer. Cosponsors: Representatives Seitz, Becker. To amend sections 5322.01, 5322.02, and 5322.03 of the Revised Code to amend the law regarding self-service storage facilities. H. B. To enact section 5.076 of the Revised Code to designate the All-American Soap Box Derby as the official state gravity racing program. H. B. No. 174 - Representatives Hood, Brinkman. To amend sections 109.69, 109.731, 311.41, 311.42, 311.43, 1547.69, 2921.13, 2923.11, 2923.12, 2923.121, 2923.122, 2923.123, 2923.124, 2923.125, 2923.126, 2923.127, 2923.128, 2923.129, 2923.1210, 2923.1211, 2923.1212, 2923.1213, 2923.16, 2953.37, and 4749.10 and to enact section 2923.111 of the Revised Code to modify the Weapons Law by renaming a concealed handgun license as a concealed weapons license, allowing a concealed weapons licensee to carry concealed all deadly weapons not otherwise prohibited by law, repealing a notice requirement applicable to licensees stopped for a law enforcement purpose, authorizing expungement of convictions of a violation of that requirement, allowing a person age 21 or older and not prohibited by federal law from firearm possession to carry a concealed deadly weapon without needing a license subject to the same carrying laws as a licensee, and correcting the definition of dangerous ordnance mistakenly resulting from Am. Sub. H.B. 228 of the 132nd General Assembly. H. B. No. 175 - Representative Antani. To amend section 5739.02 of the Revised Code to exempt from sales and use tax things used primarily to move completed manufactured products or general merchandise. MOTIONS AND RESOLUTIONS Representative Butler moved that the following resolution be brought up for immediate adoption, read by title only, and spread upon the pages of the journal. The motion was agreed to. The question being on the adoption of the resolution, reading as follows: H. R. No. 78-Speaker Householder Relative to the election of Haraz N. Ghanbari to fill the vacancy in the membership of the House of Representatives created by the resignation of Theresa Gavarone of the 3rd House District. WHEREAS, Section 11 of Article II of the Ohio Constitution provides for the filling of a vacancy in the membership of the House of Representatives by election by the members of the House of Representatives who are affiliated with the same political party as the person last elected to the seat which has become vacant; and WHEREAS, Theresa Gavarone of the 3rd House District, has resigned as a member of the House of Representatives of the 133rd General Assembly effective February 6, 2019, thus creating a vacancy in the House of Representatives; therefore be it RESOLVED, By the members of the House of Representatives who are affiliated with the Republican party that Haraz N.     Vol. 1 Issue 1 Spring 2016 Published by the Ohio State Bar Association Animal Law Committee Animal Law News An elephant’s journey: How the laws and regulations affecting zoos have evolved leading to the modern zoo If we look back 60 years, which is the average lifespan of an African Elephant, we can witness the significant changes which have occurred in the approach to animal welfare at zoos. There are numerous regulations with which zoos must comply; however, more importantly, rigorous industry accreditation standards have been birthed, driving many zoos in a “race to the top” for excellence in animal care. Our country’s first approach to regulating zoos focused on the control of disease. From the late 1800s to the early 1900s, the Animal Quarantine Laws1 and the Lacey Act2 empowered the president and the Department of the Interior, respectively, to regulate the importation of animals that would threaten domestic animals or humans from disease or other harmful effects. Creative Housing is a non‐profit entity in Columbus, Ohio that has been providing safe and affordable community‐based homes to people with disabilities throughout Franklin County since 1991. In contrast to institutional settings, these neighborhood homes support independent living closer to families, jobs and networks of acquaintances. Creative Housing homes are renovated for the accessibility needs of residents, ensuring their home environment is safe and best suits their individual needs. In addition to owning homes dedicated to providing community settings for people with disabilities, Creative Housing provides subsidies to qualified persons with disabilities to live affordably in the private rental market. Creative Housing has supported affordable housing needs for over 2,500 persons with disabilities. People with disabilities can often feel isolated, and especially so during a pandemic. Creative Housing is supported with federal, state and local funding and is seeking additional state funding specific to the purpose of providing for a more integrated community living experience for persons with disabilities through connectivity by technology. Funding will bring WiFi service, devices and life safety enhancements to every resident living in community homes owned and maintained by Creative Housing.
