Constitution of Michigan of 1835 In convention, begun at the city of Detroit, on the second Monday of May, in the year one thousand eight hundred and thirty five: Preamble. We, the PEOPLE of the territory of Michigan, as established by the Act of Congress of the Eleventh day of January, in the year one thousand eight hundred and five, in conformity to the fifth article of the ordinance providing for the government of the territory of the United States, North West of the River Ohio, believing that the time has arrived when our present political condition ought to cease, and the right of self-government be asserted; and availing ourselves of that provision of the aforesaid ordinance of the congress of the United States of the thirteenth day of July, one thousand seven hundred and eighty-seven, and the acts of congress passed in accordance therewith, which entitle us to admission into the Union, upon a condition which has been fulfilled, do, by our delegates in convention assembled, mutually agree to form ourselves into a free and independent state, by the style and title of "The State of Michigan," and do ordain and establish the following constitution for the government of the same. ARTICLE I BILL OF RIGHTS Political power. First. All political power is inherent in the people. Right of the people. 2. Government is instituted for the protection, security, and benefit of the people; and they have the right at all times to alter or reform the same, and to abolish one form of government and establish another, whenever the public good requires it. -

E. REEVES* and K-ENNETii E. VANLANDINGHAMt Considerable interest in state constitutional revision has been demonstrated recently. Missouri and Georgia adopted re- vised constitutions in 1945 and New Jersey voted down a pro- posed revision at the general election in 1944. The question of calling a constitutional convention was acted upon unfavorably by the Illinois legislature in May, 1945, and the Kentucky legis- lature, at its 1944 and 1946 sessions, passed a resolution submit- ting" the question of calling a constitutional convention to the people of the state who will vote upon it at the general election in 1947. The reason for this interest in revision is not difficult to detect. -

Rhode* This article explores the leadership challenges that arose in the wake of the 2020 COVID-19 pandemic and the widespread protests following the killing of an unarmed Black man, George Floyd. Lawyers have been key players in both crises, as politicians, general counsel, and leaders of protest movements, law firms, bar associations, and law enforcement agencies. Their successes and failures hold broader lessons for the profession generally. Even before the tumultuous spring of 2020, two-thirds of the public thought that the nation had a leadership crisis. The performance of leaders in the pandemic and the unrest following Floyd’s death suggests why. The article proceeds in three parts. Part I explores leadership challenges during the COVID-19 pandemic and the missteps that put millions of lives and livelihoods as risk. It begins by noting the increasing frequency and intensity of disasters, and the way that leadership failures in one arena—health, environmental, political, or socioeconomic—can have cascading effects in others. Discussion then summarizes key leadership attributes in preventing, addressing, and drawing policy lessons from major crises. Particular attention centers on the changes in legal workplaces that the lockdown spurred, and which ones should be retained going forward. Analysis also centers on gendered differences in the way that leaders addressed the pandemic and what those differences suggest about effective leadership generally. Part II examines leadership challenges in the wake of Floyd’s death for lawyers in social movements, political positions, private organizations, and bar associations. -

A History of A History of The Office of the Adjutant, Quartermaster, The Lieutenantand Inspector Governor’s Generals Office S209 S105 The Lieutenant Governor The modern office of the Lieutenant Governor is rare in that it is still used by the office holder for which it was originally designed. Architect Elijah E. Myers located the suite on the second floor to the immediate south of the Senate Chamber, as the Lieutenant Gover- nor has always served as a presiding officer of the Michigan Senate. The Capitol’s original floor plans indicate that the office originally consisted of only two rooms: an office (now S209) and a small adjoining washroom and water closet (now S209B). The Secretary of the Senate worked next door. Interestingly, Myers’s floor plans also assigned the Lieutenant Governor a small apartment located on the basement (or ground) floor in the west wing where he could stay during legislative sessions. This unique suite, the only one of its kind proposed for the Capitol, was to contain a dining room, a kitchen, and two bedrooms. Ultimately this scheme was scrapped, and the space used as storerooms and offices. The first Lieutenant Governor to work in the present Capitol was Mr. Alonzo Sessions, a native New Yorker who came to Michigan in 1833 to acquire land. Two years later he began farming in Ionia County, where he eventually held several local offices and positions including Justice of the Peace, Chairman of the Board of Supervisors, Ionia County Sheriff, and President of the First National Bank of Ionia. In 1856 Michigan’s present Capitol, the state’s third, opened on January 1, 1879, to great acclaim. -
