    TO: Interested Parties FROM: Lauren Groh-Wargo, Senior Advisor of Fair Fight Jack DeLapp, Director of Campaigns & Data for Fair Fight RE: Georgia’s Battleground Status DATE: July 9, 2020 In Georgia’s Democratic primary, held exactly one month ago yesterday,Democrats outnumbered Republicans by a staggering quarter-million votes, 1,283,836 to 1,033,308. 437,003 of these Democratic primary voters had never voted in a primary before.** Democrats cast more ballots by mail (52.2% to Republicans’ 45.6%), more ballots early in-person (50.8%-48.4%), and more ballots on Election Day (52.8%-43.4%). Georgia Democrats set a record for primary election turnout -- surging past the previous (2008) record of 1,060,851, a 21 percent increase over a Super Tuesday election in which two historic candidates were on the primary ballot. In addition, more Black Georgians voted in the 2020 primary than in the 2008 one with Barack Obama on the ballot. Georgia was one of only NINE primary states to see an increase over 2008 turnout, and it had the third-highest increase. The average primary state saw a 15 percent reduction in Democratic primary turnout from 2008.* Georgia also saw a 68 percent increase in Democratic primary turnout from 2016 -- despite the primary being held months after the presidential nominee had been determined, instead of on Super Tuesday, as was the case in 2016. This was the second-highest increase in the country; only Virginia, with a 69 percent increase over 2016, compared. The average primary state saw only an 11 percent increase.* Among 2020 primary voters who did not vote in 2018, Democrats outvoted Republicans 164,196 to 115,477, a 48,719 voter edge.

    The Abrams Playbook The Strategy and Path to Victory in 2020 September 9, 2019 Friends: Next year, Georgia will be the premier battleground state in the country. Our 16 electoral votes are in play, and we are the only state in the country set to have two U.S. Senate races. Also up for grabs will be two hotly-contested suburban congressional seats and control of the state house. Georgia faces historic electoral opportunities, and Democrats cannot achieve success nationally without competing and winning in Georgia. In 2018, my campaign for governor engaged, organized and inspired traditional voters and brought new voices to the table. Although I am not Georgia’s governor, our unprecedented campaign received more votes than any Democratic candidate for any office in Georgia history, fueled by record-breaking support from white voters and presidential-level turnout and support from the diverse communities of color in our state. However, I am not the only candidate who can create a coalition and a strategy to win this state; and Georgia is not the only state poised to take advantage of demographic changes; but we are uniquely positioned for effectiveness. The formula to replicate and improve upon our performance is clear: (1) continued investment in infrastructure and a broader electorate than the conventional “base” approach, (2) adoption of our 2018 campaign lessons learned, (3) harnessing and meaningfully engaging continued population and electorate growth, and (4) improvement of and protecting access to the vote. Together, this approach will improve performance, build on the dramatic support of 2018 and yield electoral successes for 2020 and beyond.

    FOLEY-LIVE(DO NOT DELETE) 9/24/2020 6:21 PM ASSESSING THE VALIDITY OF AN ELECTION’S RESULT: HISTORY, THEORY, AND PRESENT THREATS EDWARD B. FOLEY* In the wake of President Trump’s acquittal in the Senate impeachment trial, and even more so because of the COVID-19 pandemic, the United States will need to hold a presidential election in unprecedented circumstances. Never before has an incumbent president run for reelection after the opposing party in Congress has declared that the fairness of the election cannot be “assured” as long as the incumbent is permitted on the ballot. Nor have states been required to plan for a November presidential election not knowing, because of pandemic-related uncertainties, the extent to which voters will be able to go to the polls to cast ballots in person rather than needing to do so by mail. These uniquely acute challenges to holding an election that the public will accept as valid follow other stresses to electoral legitimacy unseen before 2016. The Russian attack on the 2016 election caused Americans to question, in an unprecedented way, the nation’s capacity to hold free and fair elections. Given these challenges, this essay tackles the basic concept of what it means for the outcome of an election to be valid. Although this concept had been considered settled before 2016, developments since then have caused it to become contested. Current circumstances require renewing a shared conception of electoral validity. Otherwise, participants in electoral competition—winners and losers alike—cannot know whether or not the result qualifies as authentically democratic.

    To: Interested Parties ​ Fr: New Deal Strategies, Justice Democrats, Sunrise Movement, Data for Progress Re: What went wrong for Congressional Democrats in 2020 ​ Dt: November 10, 2020 ​ Overview Last week’s election was a split-screen: while we are all happy about President-elect Joe Biden’s resounding defeat of Donald Trump, Democrats are right to be concerned about their underperformance down the ballot. Based on current projections, Biden’s margin of victory will come close to President Barack Obama’s margin in 2012. But in 2012, House Democrats gained 8 seats, while in 2020 they are on track to lose at least that many. The economy was voters’ top concern in this election. When Democratic leaders make unforced errors ​ ​ ​ ​ like showing off two sub-zero freezers full of ice cream on national television or cozy up with Wall Street ​ ​ executives and corporate lobbyists while Trump tells voters we are the party of the swamp, it is not surprising that we lose. We need a new generation of leadership grounded in a multiracial, working class experience and background. As we speak, Congressional Democrats are debating why they underperformed and some have been quick to blame progressives. There is no denying Republicans levied salient rhetorical attacks against Democrats, but these will continue to happen as they do every cycle. We cannot let Republican narratives drive our party away from Democrats’ core base of support: young people, Black, Brown, working class, and social movements who are the present and future of the party. The question is: how are we going to prepare? While the answer is not simple, this memo attempts to lay out some fundamental truths Democratic Party leadership must face and lessons to be learned if they truly want a united party that can overcome the divide-and-conquer tactics of FOX News and the GOP to win elections.
