It is for this reason that this disaster management plan for Sonpur division is being put in place. OBJECTIVE This document aims at making available at one place all systems that have been set up for dealing with unlikely train disasters involving injuries and loss of human life. This in no way modifies the instructions contained in Accident Manual including the duties of various functionaries/ departments contained therein. It only amplifies existing instructions and highlights certain important actions that may not come to mind at the right time especially due to prevailing situation at that time. It lists out:- i. Actions to be taken in such situations by different railway persons/ group of railway persons/ branches of the Division. These are to be taken simultaneously as far as possible, and the sequence in which they are listed is inconsequential. ii. Present deficiencies in disaster management preparedness on the date of preparation of this document and lists actions being taken to bridge these gaps in the preparedness together with the person who is taking such actions. 1. All officers and supervisors connected with disaster management should keep a copy of this plan in their briefcase or other baggage that they invariably carry on line so that it is available to them while travelling to the site and to refresh their memory and to get any information contained in this document while working at site. In addition, Senior Divisional Mechanical Engineer (C&W) and Senior Medical Superintendent shall ensure availability of ten copies each of this document at all times in ARMV/SEE, ARMV/ BJU, ART/SEE and ART/GHZ. 2. Conveying the news of disaster to railway persons responsible for its management Though some of the key officials shall be informed telephonically by control office, at the location of the ART/ARMV, a hooter will be sounded to indicate broad nature of accident. Hooter code for train accident involving passenger casualties/ injuries is : “Four long and one short whistle” Since fastest possible communication is of significant importance all officers, who have any role to play in disaster management , shall at all times keep their mobile phones on and suitably charged. This becomes more important when such officers may be at HJP or PNBE. In case of fire accident, adjoining fire brigade should immediately be requisitioned. List of Fire brigade is attached at Annexure - 1. 4 3. Personnel to move with ARMV On being informed telephonically or on hearing hooter code given above, officers and staff listed below will rush to ARMV for proceeding to accident site. They should carry their mobile phone and preferably chargers with them. • DRM • CMS along with all Doctors in HQ (except those nominated for manning Railway Hospitals and accompanying ambulances in such situations) - this number will be decided by Chief Medical Superintendent depending on whether some injured passengers are likely to be brought to the Railway Hospital also or not, and those two doctors of SEE hospital/ one doctor of GHZ hospital (who are nominated to move with respective ambulances) and all nominated paramedics (Annexure-2) . • Sr. DSO/DSO and TI (Safety) • Sr. DSC along with 1 nominated IPF/ASI and one section of armed RPF personnel. • Sr. DCM. • Senior DME (C&W). • DME (P). • Senior DEN/Co. , Senior DEN/II, DEN III and DEN/Spl. depending on the section in which accident has taken place. • Senior DEE. • Senior DSTE. • Sr. DPO. • Supervisors and Staff of Mechanical, Electrical and Telecom branch (with satellite phone) nominated to accompany ARMV. In case any officer listed above is out of station/ not readily available his/ her next in command would take position without waiting for and further instructions. 4. Movement of Railway Ambulances Railway’s Ambulances shall be moved by road as per plan given below: SEE Ambulance : In case of accidents between CI and BJU (both routes) GHZ Ambulance : In case of accident between HJP and NNA KIR Ambulance of NF Rly:Will be requested to rush in case of accident between KIR-KGG. Information on how to reach nearest level crossing by road has been compiled in the form of a booklet and CMS has to ensure its availability in each ARMV, Hospitals (SEE, BJU), Ambulances (SEE & GHZ). Sr. DOM has to ensure it availability in Control office and offices of Station Managers of important stations (SEE, MFP, BJU, THB). Similarly Sr.DME(C&W) has to ensure its availability in each ART (SEE & GHZ). 5 5. Actions by officers while on board the ARMV While travelling in the ARMV, depending on availability of mobile phone, S&T officer should keep in touch with control to know as much about the site conditions as possible so that they are able to mentally plan out the immediate actions they will take on reaching the site. They should discuss available informations with their on - board supervisors/staff so that they are also prepared and have in mind specific actions to be taken when the reach the site. CMS would, during journey time of ARMV, check on mobile phone with control the details of near by Hospitals that may have been alerted/requested to receive and treat injured passengers. He may also establish direct contact with near by hospitals/Doctors to the extent possible through mobile phone requesting not only for assistance in treating the injured but also of ambulances being sent to site for moving injured to hospitals. Details of Government and Private Hospitals/Medical practitioners available along the railway alignment of SEE Division are at Annexure-3. 6. Personnel to move to Control Office : Officers and supervisors listed below will rush to the control office. • ADRM. • Sr. DOM. • ADME/C&W. • ASO. • AOM (M). • ASC. • ACM – II. • Senior most Engineering Officer next to the one who has to go with ARMV. • DSTE. • Chief Controllers of all branches. • One Doctor in control / CMS chamber ( to be decided by ADRM). • PRO. 7. Personnel to move with ART : Officers, Supervisors and staff listed below shall rush to ART and accompany the same to accident site:- • ADME (P) • ACM (TC) One Branch Officer of engineering branch (excluding those nominated above to accompany ARMV and man control office). One nominated IPF/ASI with one sections of RPF personnel. Nominated Supervisors and staff of Mechanical, Engineering, Electrical and S & T branches. 6 8. Other Personnel to move to the site without waiting for orders : a. Doctors and paramedics of nearby health units, Sectional ADEN, Sectional ADSTE, Sectional TCI, Sectional PWI and gangs, Sectional IPF with at-least one section of armed RPF personnel and from other nearby locations (to be arranged by ASC in control, depending on situation), nearest CDO, Sectional SI and Sectional TI with staff. They will reach the site by fastest available means. b. Movement of available Scout Volunteers Ex. SEE/GHZ by fastest possible means including use of official road vehicles available at SEE/GHZ will be arranged by DOC/Scout/GHZ Sri V.K. Pandey/ESM/BJU, HI/SEE Sri Udaya Kumar/Tech-1/ EL/TL/SEE. 9. Initial actions in Control Office : Actions listed below shall be taken in the control office in parallel as far as possible. a) ASO shall convey details of accident, to the extent available, to CSO and HQ Control. b) ADRM shall i) Convey details of accident, to the extent available, to GM and AGM. ii) Communicate with concerned/Nearest District Magistrate to request for assistance of local administration in rescue and relief. District Administration may be approached regarding supply of water and eatables to passengers and their relatives at site. They should also be requested for providing help for extricating dead/injured passengers, undertake relief and rescue measures, provision of lighting arrangement etc. Telephone numbers of Civil Authorities are available in Control office. ASO is responsible for having this list updated every quarter i.e. on 1. January, 1st. April etc.
