Proposer Entity Clarification: As I have discussed with Peggy Hawker, the services you are seeking are best provided by an art conservation professional who has extensive mural conservation/ restoration experience. Our firm does not paint new murals and does not employ artists. B. Intent “The goal of this RFP is to restore the murals as time, funding, and availability permits.” As part of this process, it is proposed that a quick review/survey of all the murals be done to establish priorities according to condition/instability and budget. In this manner, a more targeted effort can be made to plan and fundraise. We offer our assistance in the fundraising process. See details later in this FRP. D. Source of Funds and Budget The City of Newport has budgeted funds for mural restoration. There is currently approximately $10,000 in the mural restoration budget. It is recommended, in the best interests of the City, that the funds first be utilized, in part, for a survey. See “E. Scope of Work.” fACL, Inc. and Scott M. Haskins have experience in assisting with fundraising and we are willing to discuss our past efforts if you are interested. F. Scope of Work A proposed survey of all the murals that are the under the care of the City will utilize the inventory already compiled by the City. It is assumed that the inventory would already be turned into or entered into a database prior to the survey. It would be best if there were identifying high resolution photos included (for mapping out condition issues for future reports to the City). The on site survey resulting from this RFP, conducted by Scott M. Haskins, professional mural conservation expert, would be assisted by the City’s representative(s) so that in the process distinctions could be made what mural maintenance might be undertaken by the City’s personnel (or artists if preferred by the City) and which tasks need the expertise of a professional mural conservator. 1 of 21 The survey would be undertaken with a list of possible priorities of the City in mind so that resulting proposals to the City could be customized and useful. Phase Two: Interview of Proposers We are available for formal interviews in person or via Skype. G. Eligibility Mural and painting conservation is our only business. We do not paint new murals and we do not employ artists. If selected and if required, fACL, Inc. will obtain a City of Newport business license, We will also provide satisfactory evidence of our corporate status to the City of Newport. H. Selection Criteria 1. Professional qualifications. See basic resume for Scott M. Haskins, included. 2. Proven artistic merit. Proven capacity to deliver the project requirements on time and within budget- All projects listed on the Mural Projects List and the Consultation list were done on time and on budget. 8. Budget: Our proposal includes an on-site 2 day visit to briefly inspect all the murals the City has on their list, assisted by a City representative. No technical or chemical analysis will be performed, nor hands-on treatments of any conditions on the murals. The records/inventory of the City will be updated with the information gathered from the survey. Time will be available to meet with City personnel to discuss the project and customize the results of this project. The final report’s format will be according to the needs of the City. See “F. Scope of Work.” The cost for this visit/survey is $6,840.00. The fee includes all travel expenses, labor etc. 2 of 21 K. Haskins graduated in 1978 from the Italian government (Lombardy Region - ENAIP) 3 year master’s degree level painting and mural conservation program run in conjunction with the Istituto Centrale del Restauro (ICR) in Rome. Between 1978 and 1984 Mr. Haskins established the painting conservation laboratory at Brigham Young University, in Utah, which also served the historical collection of the Church of Jesus Christ of Latter-day Saints. During the time period, other institutions served were the International Museum of Pioneers - Daughters of Utah Pioneers, Son’s of Utah Pioneers, The Springville Art Museum and many private collectors. In 1984, Mr. Haskins began private practice in Santa Barbara, CA where he provides painting conservation services over a wide geographical region. Besides easel paintings, he is recognized and well known nationwide and internationally for his art conservation work on murals. He also consults on damaged art issues as an expert witness for the courts, disaster response companies and for insurance companies, nationwide. He is the author of the best selling series, Save Your Stuff, home collection care manuals for collectibles, memorabilia and family history.
