Public Notice No.35/2005 Office of the Commissioner of Customs Custom House, Cochin – 9 - - - - - - Public Notice No.35/2005 Attention of the trade and public is invited to the Notification 97/2005-Cus dated 17.11.2005 of CBEC, the text of which is reproduced below, for information: “17th November, 2005 Notification No. 97/2005-Customs In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby directs that each of the notifications of the Government of India in the Ministry of Finance (Department of Revenue), specified in column (2) of the Table below shall be amended or further amended, as the case may be, in the manner as specified in the corresponding entry in column (3) of the said Table, namely :- TABLE Sl. (5) 53/2003- In the said notification, CUSTO (I) in condition (5), - MS, (a) for the words 'Cochin and Rajasansi (Amritsar)', the words 'Cochin, Rajasansi dated the (Amritsar) and Lucknow (Amausi)' shall be substituted; 1st April, (b) for the words 'Dadri and Tuticorin', the words 'Dadri, Tuti corin, Kundli, Bhadohi 2003 and Raipur', shall be substituted; (c) for the words 'Petrapole and Mahadipur', the words 'Petrapole, Mahadipur, Nepalganj Road, Dawki, Agartala, Sutarkhandi and Amritsar Rail Cargo', shall be substituted. (II) after condition (5) and the entries relating thereto, the following conditions shall be inserted namely ' (6) that where the importer does not claim exemption from the additional duty of customs leviable under section 3 of the said Customs Tariff Act, he shall be deemed not to have availed the exemption from the said duty for the purpose of calculation of the said additional duty of customs. (7) that the importer shall be entitled to avail of the drawback or CENVAT credit of additional duty leviable under section 3 of the said Customs Tariff Act against the amount debited in the said certificate.' Integrated Check-Posts on the India-Bangladesh Border: A Field Survey and Brief Analysis ABSTRACT India is in the process of establishing Integrated Check-Posts (ICPs) at selected checkpoints along land borders with its neighbours, for the efficient management of border crossings. The ICPs are aimed at facilitating cross- border trade and movement of people. As of 2019, 20 checkpoints have been identified for development as ICPs, of which half are on the India–Bangladesh border. This report studies the impact of the ICPs on activities along this border. It analyses the shortcomings of the ICPs and suggests ways of improving their efficiency. INTRODUCTION Border checkpoints are integral to border management. They are usually managed by officials responsible for inspecting and facilitating the legitimate cross-border movement of people and goods, while preventing any unauthorised passage.

    Border Management: Dilemma of Guarding the India-Bangladesh Border N. S. Jamwal Abstract India shares 4096 km (Assam-262 km, Tripura-856 km, Mizoram-318 km, Meghalaya-443 km, West Bengal-2,217 km) long land boundary with Bangladesh (earlier East Pakistan). The Indo-Bangladesh border, which came into existence after India’s partition in 1947 gave rise to many questions as to the interpretation and implementation of the boundary so drawn. An effort was made to solve the outstanding border disputes with erstwhile East Pakistan and the Nehru-Noon Accord was signed in 1958. While some of the disputes were solved, many continued to haunt even after Bangladesh came into existence. The paper looks at various dimensions of management of the Indo- Bangladesh border including, challenges to its management and, the internal political and security environment of Bangladesh and recommends measures to improve the border management. — * — Bangladesh Border: Historical Perspective Ancient Bengal comprised many human settlements, each carrying the name of a particular clan, like Banga or Vanga, Gauda, Pundra and Rarha. The contours of a separate ‘Bengal’ started taking shape when Lord Curzon partitioned the erstwhile Bengal Presidency in 1905.     Live at the Border The Dawki-Tamabil border and Mawlynnong Village: India-Bangladesh The rolling Khasi Hills - between the floodplains of Assam and Bengal - were described by the British as “the Scotland of the East,” and provided the natural connection for people between these two plains until the British-ruled Indian subcontinent was partitioned into India and East and West Pakistan in 1947. It was an important point of commerce between Assam and Bengal and the Dawki Bridge, built by the British over the Umngot River in 1932, connects the Khasi-Jaintia Hills and South Assam, in present day Northeast India, with Sylhet district of present day Bangladesh. Today, on the Indian side of the border is Dawki town in the Jaintia Hills district of Meghalaya - 80 kms from the state capital of Shillong - and on the Bangladesh side is the border town of Tamabil - 55 kms from the provincial headquarters of Sylhet, Bangladesh. The beautiful and verdant Khasi Hills today sit on a maze of limestone mines and coal mines, frequented by diesel fuming trucks ferrying the coal and limestone out of the place, and a huge ugly cement factory. The factory and the mining have obliterated many of the Khasi monoliths which are the symbol of the Khasi animist belief-system. There has been a huge environmental impact of such coal and limestone mining in Meghalaya, which forms a substantial part of the border trade at the Dawki-Tamabil crossing. The road leading to Dawki, away from the maddening traffic of Shillong, the capital city of Meghalaya, is one of the most beautiful hill roads in this part of the world, and is busy with local taxis, private cars and buses ferrying tourists.

However, one part of the country that has remained the least connected is the Northeast region (NER) which includes eight states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura). Lately, however, the government has taken several steps to create new and improve existing infrastructure in the NER. These include concerted efforts to boost air, road, rail, waterways, and telecom connectivity. This Briefing Paper attempts to understand railways connectivity initiatives in the NER and their potential to foster connectivity, trade, and economic cooperation within and outside the region, particularly with Bangladesh, Bhutan, and Nepal.
