Email: [email protected] ABSTRACT This study examines elements of the power of financial institutions, emphasizing control over capital flow – characterized as financial hegemony – the constitution of economic or financial groups, the structure of representation of the segment's class interests, and its participation in the political process and in State decision-making mechanisms. Considering the economic restructuring undergone by Brazil in the 1990s, the work draws a profile of the ten largest private banks based on selected economic and sociopolitical indicators. Beyond their stance as mere financial intermediaries, it indicates the degree to which those banks become economic groups and, especially, larger organizational units, which is shown in connections with the State and in the class's actual organization and actions in the corporate and political realms. Key words: Financial system, bank concentration, financial groups, financial hegemony, class representation. Introduction To discuss the theme of this issue’s dossier, it is important to consider the role of the financial system in the process of wealth concentration in Brazil in recent years. With a relatively high degree of concentration of financial operations in a few state and private institutions, the financial system has made use of several mechanisms to accumulate wealth.     Banks Make Sterilized FX Purchases Expansionary Márcio G. P. Garcia12 Associate Professor, Department of Economics - PUC-Rio This version: October 2, 2017 Abstract: In the most recent wave of capital inflows, 2009-2012, many emerging markets have resorted to sterilized FX purchases as a way to mitigate exchange rate appreciation. The literature on the effectiveness of sterilized FX interventions to alter the exchange rate is large and inconclusive, but there is scant mention to expansionary effects of FX sterilized purchases other than the effect of possible exchange-rate depreciation on net exports. Nevertheless, many emerging markets’ central banks have complained that the (fully sterilized) capital inflows have fueled large credit expansions, creating credit bubbles and inflation. We show that, indeed, when the banking sector is duly considered, sterilized FX purchases became expansionary, via a credit channel. The mechanism is the following: under massive sterilized FX purchases, the aggregate banking sector balance sheet increases, with the asset side absorbing the bonds used to sterilize the money expansion generated by the sterilized FX purchase. Since interest rate, the return on bonds, does not change, a portfolio balance effect stimulates banks to increase loan supply and lower their augmented bond holdings. Bond sales by the banks, to make cash to increase loans, pressure the interest rate up. To keep the interest rate from rising, the central bank increases money supply. Higher loan supply increases loans and output. In the new equilibrium, the interest rate is kept constant, while the quantity of money and loans increase, as well as output. Recent Brazilian evidence is reviewed, showing that this effect is empirically relevant.

    Inflationary inertia and the inert Central Bank Alexandre Schwartsman ([email protected]) 55 11 3641-1650 Henrique Daniel ([email protected]) 55 11 3641-6350 • The Brazilian Central Bank has been uneasy about inflation persistency, and there are good reasons for it. Indeed, to the extent that past inflation affects current and future inflation rates, the very high figure to be recorded in 2015, around 9%, is likely to require even more effort in terms of monetary policy than BCB would be willing/allowed to do; • We have found evidence that inflation persistency has increased along the 2010-2015 period, reaching possibly even higher than it used to be the case at the start of the inflation targeting regime; • Our findings, per se, do not offer a clear cut reason for higher persistency, but we believe that, rather than reflecting a cultural/sociological/anthropological change, it actually comes from a change in monetary policy stance in the most recent period; • Indeed, as BCB has chosen to extend the period of convergence in face of inflation well above the target, the target itself has ceased to be the best bet about near future inflation. The best choice would be a weighted average between past inflation and the target, and the longer would be the convergence period, the higher the weight assigned to past inflation. Inflationary inertia results, at the end of the day, from an inert BCB; • If our assessment is correct, thus, a change in BCB’s stance could lead to reduced inertia. This is indeed possible, but faces a considerable credibility hurdle.

I argue that in developing countries CBI is the product of vulnerable governments trying to attract foreign investors and creditors. Incumbents‘ vulnerability increases when they experience need for capital. I define need for capital as the presence of growth problems, coupled with losses of FDI or high levels of foreign debt. Countries needing capital have to either attract investment or borrow funds in the international market. Because developing countries cannot rely on their reputation to attract capital, they need to signal their commitment to stable economic policy. I argue that CBI is one of the principal signals that international investors and lenders ask for.

Alexandre Schwartsman 5511-3012-5726 [email protected] • Those who follow the evolution of fiscal accounts in Brazil closely surely have noticed something about the interest payments on the public sector debt. After a significant (and more or less steady) decline from about 9.5% of GDP in 3Q03 to little less than 5% of GDP in 3Q09, interest payments have started to increase again, standing at 5.4% of GDP during the 12-month period ended in May 2010. • The implicit cost of net domestic federal debt used to follow quite closely the movements of the Selic rate, but the correlation broke down in the past two years: while the policy rate declined, the implicit debt cost has gone up. This development, however, has occurred against a backdrop of lower interest rates and a reduced net debt, which is something of a puzzle. • In order to solve this puzzle we put forward the following hypothesis: the rise in interest payments results from the negative spread between the interest rates received by the government and the interest rate it pays on its debt. This spread was less important until 2008, when government assets were smaller, but has become more relevant in the last two years, as government lending to BNDES jumped from 0.5% to more than 6% of GDP. • An alternative explanation could be the change in the debt profile, resulting from a higher share of fixed interest rate and inflation linked securities at the expense of Selic-linked notes.
