Het is uw parlement, waarin de door u rechtstreeks gekozen Parlementsleden uw belangen behartigen en onze gezamen- lijke toekomst voor een groot deel mee bepalen. De Europese volksvertegenwoordiging is sinds de beginjaren van het Europese eenwordingsproces uitgegroeid van een assemblee met alleen een adviserende stem tot het Europees Parlement zoals we het nu kennen. Het staat nu als wetgever op voet van gelijkheid met de Raad van Ministers, waarin de regeringen van de lidstaten vertegenwoordigd zijn. De Par- lementsleden hebben met succes gestreden voor het recht om mee te beslissen over de begroting van de Europese Unie. Verder speelt het Parlement een belangrijke rol bij de benoeming van de Europese Commissie, die alleen met zijn 3 goedkeuring aan de slag kan gaan. Na zijn ambtsaanvaarding wordt de Commissie, het uitvoerende orgaan van de EU, voortdurend door het Europees Parlement gecontroleerd. In het Verdrag van Lissabon worden de rechten van het Euro- pees Parlement en dus ook uw rechten nog verder versterkt. De Europese Unie belichaamt een unieke levensstijl en een uniek maatschappijmodel, dat gebaseerd is op gelijke rech- ten en onderlinge solidariteit. Het berust op onze gemeen- schappelijke waarden, met name respect voor de menselijke waardigheid, vrijheid, democratie en eerbiediging van het recht. Het Europees Parlement is de stem die deze rechten tot buiten de grenzen van de Europese Unie, overal ter we- reld, verdedigt. In veel landen, ook buiten de Europese Unie, geniet het Europees Parlement veel aanzien. INLEIDING DOOR DE VOORZITTER DE DOOR INLEIDING In de Verklaring van Berlijn ter gelegenheid van de 50e ver- jaardag van de ondertekening van de Verdragen van Rome staat dat „wij het geluk hebben verenigd te zijn”. Wij laten het verleden, waarin Europa werd verscheurd door oorlogen en confl icten, achter ons en kijken naar de toekomst, waarvoor wij nu in de Europese Unie samen verantwoordelijk zijn om aan onze idealen en waarden concreet inhoud te geven. Alleen als wij gezamenlijk optreden, kunnen wij het hoofd bieden aan de uitdagingen van de toekomst, zoals het verde- digen van ons maatschappelijke ideaal, het veilig stellen van groei en werkgelegenheid, klimaat- en milieubescherming en de bestrijding van terrorisme en georganiseerde misdaad. Alle burgers van de Europese Unie kunnen bij de volgende Europese verkiezingen in 2009 hun afgevaardigden kiezen die hun belangen in Europa en in de wereld zullen behar- tigen. Geef uw stem aan Europa, want Europa is onze ge- meenschappelijke toekomst. Hans-Gert Pöttering, voorzitter van het Europees Parlement 4 ■ Het Europees Parlement Het Europees Parlement is het parlementaire orgaan van de Europese Unie (EU). Het huidige Parlement bestaat uit 785 leden afkomstig uit de 27 lidstaten van de EU. Circa een derde van de leden is vrouw. Het Europees Parlement, dat in Straatsburg zetelt, kent drie werklocaties: Brussel, Luxemburg en Straatsburg. De voorzitter van het Europees Parlement De voorzitter van het Europees Parlement wordt gekozen voor een hernieuwbare mandaatsperiode van tweeënhalf jaar, hetgeen overeenkomt met de helft van de zittingspe- riode. De voorzitter vertegenwoordigt het Europees Par- lement in de buitenwereld en in de betrekkingen met de andere communautaire instellingen. Hij leidt voorts de ple- naire vergaderingen van het Parlement, het Bureau (met 14 ondervoorzitters) en de Conferentie van voorzitters (van de fracties). Een fractie bestaat uit gekozen leden uit ten minste een vijfde van de lidstaten van de EU en het aantal leden van een fractie bedraagt ten minste twintig. Momenteel kent het Europees Parlement zeven frac- ties. Leden die niet tot een van deze fracties behoren worden „niet-ingeschrevenen” genoemd. De fracties beschikken over hun eigen personeel en de leden worden bijgestaan door parlementaire assistenten. 6 ROBERT SCHUMAN Lijst van fracties 1. De Conferentie van voorzitters beslist over de orga- nisatie van de werkzaamheden van het Parlement en over alle kwesties die verband houden met het wetgevingspro- gramma, zoals: • het rooster en de agenda van de plenaire vergaderingen; • de samenstelling en de onderlinge verdeling van de be- voegdheden van commissies en delegaties; • het wetgevingsprogramma. Zij speelt voorts een belangrijke rol in de betrekkingen van het Europees Parlement met de andere communautaire in- stellingen, derde landen en organisaties die niet tot de Euro- pese Unie behoren. Quaestoren De quaestoren zijn verantwoordelijk voor de administratieve en fi nanciële kwesties die rechtstreeks betrekking hebben op de leden.

Considerando que cerca de 14 millones de personas en la Unión Europea y entre el 1 y el 3 % de la población mundial total sufre de fibromialgia, un síndrome debilitante que causa dolores crónicos generalizados, B. Considerando que, aunque la Organización Mundial de la Salud reconoció la fibromialgia como enfer­ medad ya en 1992, esta patología no está incluida en el índice oficial de patologías en la UE, lo cual impide a los pacientes obtener un diagnóstico oficial, C. Considerando que las personas que sufren de fibromialgia acuden con más frecuencia al médico de cabe­ cera, son remitidos con mayor frecuencia a especialistas, reciben más certificados de baja por enfermedad y son hospitalizados con mayor frecuencia, lo que genera una carga económica considerable para la UE, D. Considerando que los pacientes de fibromialgia tienen que luchar por llevar una vida plena e indepen­ diente, a menos que tengan acceso a un tratamiento y un apoyo adecuados, 1. Want de hoofdstad van België is tevens de zetel van de voornaamste Europese instellingen. Feitelijk is Brussel de ongekroonde hoofdstad van de Europese superstaat. Hier komt de wetgeving vandaan waaraan in de vijftien lidstaten van de Europese Unie niets meer kan worden veranderd. Dat is wennen voor de nationale hoofdsteden en regeringscentra als het Binnenhof in Den Haag. Het spel om de macht speelt zich immers niet langer uitsluitend af in de vertrouwde omgeving van de Ridderzaal. Het is verschoven naar Brussel. Vrijwel ongemerkt hebben diplomaten en Europese functionarissen de macht op het Binnenhof veroverd en besturen zij in alle stilte, ongezien en ongecontroleerd, vanuit Brussel de ‘deelstaat’ Nederland.

TEXTE & ARGUMENTE (Rosa-Luxemburg-Stiftung in Thüringen) Thüringer Forum für Bildung und Wissenschaft e.V. 2 KLAUS HÖPCKE Von 26,5 Millionen Bürgerinnen und Bürgern der Bundesrepublik Deutschland, die am 13. Juni 2004 an der Wahl der Abgeordneten des Europa-Parlaments teil- genommen haben, was einer Wahlbeteiligung von 43 % entspricht, gaben andert- halb Millionen (genau: 1.579.693) ihre Stimme den auf einer offenen Liste ange- tretenen Kandidatinnen und Kandidaten der PDS. Das ergab einen Anteil von 6,1 % an den abgegebenen 25.780.773 gültigen Stimmen. Damit gehören dem Europäischen Parlament statt bisher sechs künftig sieben Politikerinnen und Politiker an, die das Europa-Wahlprogramm der Partei des Demokratischen Sozialismus vertreten. Es sind dies: Sylvia-Yvonne Kaufmann, Helmuth Markov, Gabi Zimmer, Tobias Pflüger, Sahra Wagenknecht, André Brie, Feleknas Uca. Wahlenthaltung einer 57-Prozent-Mehrheit Bevor wir uns den PDS-Wahlergebnissen im einzelnen zuwenden, halten wir ei- nen Augenblick bei der Wahlbeteiligung inne: Eine Mehrheit von 57 % der Wahl- berechtigten hat nicht gewählt. In der Zeitschrift „DeutschlandArchiv“ (Heft 4/2004, Seiten 556–560) wertet Hans-Georg Golz, Bonn, in einem Kommentar unter der Überschrift „Zeit des Abstrafens“ die drastische Wahlenthaltung als das gravierendste Ergebnis der Juni-Wahlen 2004. Damit hat er meines Erachtens recht. Mir scheint aber, aus dieser Tatsache ergeben sich grundsätzlichere Fragen, als er sie stellt. Die Vorstellung von der Legitimität, der politischen Rechtmäßigkeit eines de- mokratischen Staats beruht auf der Annahme, in ihm bestimme das Volk, wer ge- wählt wird und wer nicht; dem gemäß gehe die Staatsgewalt vom Volk aus.

Contributos para a análise no quadriénio 2004-2008. ” Dissertação de mestrado Alexandre José dos Reis Leitão Outubro de 2013 1 Dedicado ao Prof. Doutor Ernâni Lopes. 2 RESUMO O Parlamento Europeu é a instituição comunitária composta por representantes directamente eleitos dos povos dos Estados-membros e a que mais poderes formais tem conquistado nas últimas revisões dos Tratados. O Parlamento Europeu é também uma instituição cujos principais Grupos parlamentares estão associados a partidos políticos ao nível europeu, defensores do aprofundamento da integração e do federalismo europeus. Existe uma notória coerência entre o ideal federal e o aumento de poderes de uma instituição cuja totalidade dos titulares tem uma legitimidade democrática directa. Porém, através do estudo do modo de funcionamento e das decisões tomadas pelo Parlamento Europeu no quadriénio que antecedeu a entrada em vigor do Tratado de Lisboa, verificámos que se a Instituição, enquanto tal, procurou desenvolver uma estratégia colectiva federalista, a mesma não suscitou a unanimidade no seio dos deputados, nem se verificou invariavelmente nos resultados das deliberações do Plenário. E, no final, a relação interinstitucional posterior a 2009 ficou formalmente mais equilibrada e favorável ao Parlamento, mas a relação de poderes fáticos não terá acompanhado o balanceamento, afigurando-se mesmo que algumas conquistas poderão ter sido apenas simbólicas e eventualmente sujeitas à regressão, perante a desconfiança do Conselho Europeu relativamente a uma Comissão mais dependente do Parlamento, o risco de ineficácia do funcionamento da União e a crescente oposição dos eleitores ao próprio projecto europeu.
