PROSPECTUS FOR FIVE YEARS INTEGRATED B.A.LL.B. (HONS) COURSE

01. INTRODUCTION

History of Legal Education in the State of Orissa started in the year 1869 when the diploma in law course for Pleadership licence was introduced in the Ravenshaw Collegiate School, . Subsequently the course continued in the , In the year 1881, Bachelor of Law Course was introduced in the same College under the Calcutta University. Subsequently and Orissa was separated and Ravenshaw College remained under the territorial jurisdiction of . After formation of Orissa as a separate Province in 1936, the Govt. of.Orissa established Utkal University which started functioning from 27th November, 1943. This University took over the Bachelor of Law classes continuing in the Ravenshaw College as its first teaching Department having converted the same into a fulfledged College with its present nomenclature naming it as “Madhusudan Law College” to perpetuate the memory of late Utkal Gourab Madhusudan Das. From 20th July, 1949 it is functioning in its own campus which is very near to the Cuttack Railway Station.

M.S. Law College in course of time became the premier law teaching institute not only of the State but of the country as well. This institution has been performing its role in the field of legal education in the State of Orissa by producing eminent Jurists, Lawyers and Law Teachers who have brought name and fame to the institution and also for the nation.

This,College was functioning in two shifts i.e. morning and evening. Due to pressing demand, a third-shift was started in the institution during the academic session, 1971-1972. As there was no law college at , the University shifted the evening shift of M,.S. Law College to the Utkal University campus and named it as “Vani Vihar Law College” from 1974. In the course of time the nomenclature was changed and at present it is functioning in the name of “University Law College” at Vanivihar, BBSR. Both the colleges enjoy the status of constituent Colleges and are directly managed by the University and functioning as full time institutions. M.S. Law College, Cuttack is offering 3 years LL.B., 5 year Integrated B.A. LL.B.(Hons.) and LL.M. course, where as University Law College, Vani Vihar, Bhubaneswar is offering only 3 years LL.B., 5 year Integrated B.A. LL.B. (Hons.) course and LL.M. in Human Rights. Both the institutions are having their reputation at national and international levels.

The idea to introduce specialized five years Integrated Law Course originated at the All Law Minister’s and Secretary’s Conference held on 24th of September, 1995 at Bhubaneswar. In response to the resolution of the said Conference, the Utkal University started five year Integrated B.A.LL.B.(Hons.) Course in its both the constituent colleges from the academic session, 1997-98.

To monitor the specialized course, a High Power Committee has been constituted with a sitting Judge of the Hon’ble High Court of Orissa as its Chairman alongwith the Vice-Chancellor of Utkal University, Chairman of State Bar Council, Representative of Bar Council of India,Teachers

1 and other Officers of the Utkal University as its members. The curriculum is designed as per the guidelines prescribed by the Bar Council of India and the University Grants’ Commission, New Delhi.

02. PROGRAMME OFFERED

Utkal University is imparting the Five year Integrated B.A.LL.B. (Hons.) Course at its two constituent Colleges i.e. Madhusudan Law College, Cuttack and the University Law College, Vani Vihar, Bhubaneswar. The course has been designed in the same line taking into account the standards prescribed by the UGC and Bar Council of India, New Delhi. This course can be compared to the syllabus prescribed by leading Universities in India/Law Schools in five year Bachelor Degree Programme in law.

03. STUDENT STRENGTH

3.1 : The students strengths is as follows:

M.S. Law College, Cuttack 60 seats

University Law College, Vani Vihar, BBSR 60 seats

3.2 : Reservation - as per rules.

04. ELIGIBILITY CRITERIA

The candidates desirous to take admission should have passed the Senior Secondary School Examination (10 + 2 pattern) or equivalent examination with not less than 45% of marks in aggregate. In case of SC/ST students, this is relaxable to 40%.

05. AGE

The candidate should not be more than 20 years of age as on the last date for the receipt of the application. This age limit is relaxable to 22 years in case of SC/ST candidates.

06. APPLICATION FOR ADMISSION

6.1 : A candidate desirous to take admission into the course shall make an application either to the Principal, M.S. Law College, Cuttack-3 or the Principal, University Law College, Vani Vihar, BBSR-4 in the prescribed form available from the Office of the respective colleges during working hours on payment of Rs. 500/- (Rupees five hunderd only). Application Form can also be obtained by post on payment of Rs. 550/- (Rupees five hundred fifty only) in shape of Bank Draft drawn in favour of the Principal of the respective colleges. Application forms can also be downloaded form the website of the college and submitted alongwith prescribed fees.

6.2 : Documents to be submitted along with the application: - The application form duly filled in by the candidate shall reach the office of the Principal at respective Colleges on or before the last date mentioned in the advertisement/notification. The institution shall not be held liable for any postal delay. 2 The following documents are to be attached along with the application form: (i) Attested copy of HSC/SSC or equivalent certificate and marksheet. (ii) Attested copy of CHSE/SSE Certificate & Mark sheet. (iii) Attested copy of Conduct Certificate from the Institution last attended. (iv) Attested copy of Caste Certificate in case of SC/ST category. (v) Four passport size (2.5 cm X 3.5 cm) photographs signed by the candidate.

07. ADMISSION PROCEDURE

Admission will be strictly on merit through common entrance test to be conducted at M.S .Law College, Cuttack and University Law College, Vani Vihar, Bhubaneswar on a date to be notified separately.

08. SELECTION FOR ADMISSION

Selection for admission will be made on the basis of a career-cum-entrance test. Out of the total 100 points, career evaluation would carry 50 points and entrance test would carry 50 points.

8.1 : Career Evaluation: - For career evaluation, the performance of a candidate both in the H.S.C. as well as that in the +2 or equivalent examination shall be taken into consideration. Out of the 50 points, 20 points are earmarked for H.S.C. examination and 30 points for +2 examination.

8.2 : Entrance Test : - The Entrance Test which carries 50 points includes 100 questions on General Knowledge, General English and Reasonings. The time period for the test will be one hour only.

8.3 : Counselling :- The candidates will be short-listed based on their career-cum-entrance marks and will be called for counselling to be held at the place announced at the time of entrance examination or at the time of publication of merit list in the notice board. A candidate failing to report for counselling on the date and time prescribed will not be given chance subsequently under any circumstances. After counselling, the candidates are required to present themselves along with their parents/guardians for admission in the respective colleges on the specified date. They will be admitted into the college after proper verification of original documents and payment of requisite course fee.

09. COURSE FEE

Each candidate is required to pay a sum of Rs. 35000/- (Rupees Thirty five thousand) only per annum towards course fee at the time of the beginning of each academic year in shape of Bank Draft drawn in favour of the Principal of respective colleges where he is admitted. However, the course fee is subject to change in accordance of the decision of the High Power Committee/ University which will be intimated to the candidates sufficiently ahead of their re-admission.

3 10. SYLLABUS

The syllabus has been prepared according to the norms of U.G.C. and Bar Council of India, New Delhi. In accordance with the directives given by the Bar Council of India vide letter no.BCIrD: 1518:2008(LE/RULES-PART-IV) and approved by the University. The new syllabus for 5 YEAR B.A.LL.B. (HONS) has been introduced from the academic session 2009-2010. The course is divided into ten semesters and the detail subjects are given below :

EXAMINATION At the end of the each semester, the University will conduct the examination. The candidates securing less than 75% of their attendance shall not be allowed to appear the examination as per University rules. For the purpose of appearing University examination, the candidates are required to deposit separate examination fees as per University rules. 12. AWARD OF DEGREE On successful completion of the course and Examinations (all the 10 Semesters), the candidates will be awarded the Degree of B.A.LL.B. (HONS) from the Utkal University. 13. GOLD MEDAL Steps are being taken to institute a Gold Medal by the University to be awarded to a student securing highest marks in aggregate in all semesters in their regular first chance.

9 14. DRESS CODE Boys - White Full Sleeve Shirt, Black Full Pant, Black Tie, Black Coat, Black Shoes and Socks. Girls - White Kurta/Full Sleeve Shirt, Black/White Salwar/Trouser, Black Dupatta, Black Tie, Black Coat, Black Shoes and socks. 15. HOSTEL FACILITY No hostel accommodation is presently available to the five year students. However, private hostels are available for the students of both the colleges. Just near the colleges. 16. LIBRARY FACILITY Both the colleges have independent well equipped libraries with sufficient number of reference and text books, Halsbury laws of India, Encyclopedia and Dictionaries etc. to cater the needs of the students. Besides, both the colleges are also subscribing several law journals, reports, digests, etc. Reading room facility is also available to the students. Recently the M.S, Law College, Cuttack has updated its library into e-libraries. Both the colleges are equipped with computers with internet facility for use by the students and faculty. 17. PLACEMENT The main objective of the course is to motivate the students to opt for practising law as well as to take up their job satisfactorily.The colleges have also devised programmes for students to go beyond the classrooms to face the social reality. Accordingly internship programmes have been arranged for them and they are placed with various government agencies, organizations, institutions of high repute, law firms, lawyers’ chambers and others associated bodies. Recruitment programmes are also organized for the students through interviews and even on the basis of their performance during their internship. 18. CAMPUS DISCIPLINE Campuses of both the colleges are strictly no-smoking and non-alcoholic zone. Any deviation from this, will be seriously viewed which shall attract strong action by the authorities. Ragging and sexual harassment are also strictly prohibited. Strong disciplinary proceeding shall be initiated against the students violating these, which may result into severe punishment including suspension and expulsion from the Institutions. 19. LEGAL JURISDICTION All disputes pertaining to the conduct of entrance examination shall fall within the jurisdiction of Cuttack and Bhubaneswar respectively. 
