But typically much of the risk associated with the process could be mitigated by the repetitive nature of these buildings, and the incremental way in which innovations in technology or process were incorporated. At a larger scale, the construction of the pyramids at Giza, the Parthenon, the Coliseum, the Sun Temple at Konark, the cathedral at Chartres, the Taj Mahal would all have been spectacularly complex processes, even by modern standards. In 1902, the New York Central Railroad proposed a novel plan to raise revenues for construction of the new train depot—by selling and leasing the air rights over the tracks between Madison and Lexington Avenue from East 42nd to East 50th Streets (and including the west blockfronts of Park Avenue between East 50th and East 52nd Streets) to allow for construction of revenue-producing office, hotel and apartment buildings. The area was developed in two general phases. First, the area directly around the Terminal was developed in the 1910s, while the area further north along Park Avenue was developed in the 1920s. The 1910 generation of buildings—all built before the introduction of the 1916 New York City Zoning Resolution— were generally characterized by high street walls unattainable under the new regulations. The 1920 phase buildings were built pursuant to the 1916 zoning regulations and were configured with lower street walls, building setbacks and towers, best exemplified by the Waldorf-Astoria. As described in Chapter 1, “Project Description,” the Proposed Action involves zoning map and zoning text amendments that would affect an approximately 70-block area in the East Midtown area of Manhattan for the purpose of protecting and strengthening the area as a premier office district, as well as improving the area’s pedestrian and built environment. The Proposed Action is intended to encourage limited and targeted as-of-right commercial development in appropriate locations by establishing an East Midtown Subdistrict within the Special Midtown District. The East Midtown Subdistrict would supersede and subsume the existing Grand Central Subdistrict, focusing new commercial development with the greatest as-of-right densities on large sites with full block frontage on avenues around Grand Central Terminal, with slightly lower densities allowed along the Park Avenue corridor and elsewhere. The zoning text amendment would also streamline the system for landmark transfers within the Grand Central Subarea of the East Midtown Subdistrict and generate funding for area-wide pedestrian network improvements. The zoning map amendments would replace the existing C5-2 designation in the midblock area between East 42nd and East 43rd Streets, from Second Avenue to Third Avenue, with C5-3 and C5-2.5 designations, which would be mapped within the Special Midtown District and East Midtown Subdistrict. Subject to further analysis and public consultation, the Proposed Action may also amend the City Map to reflect a “Public Place” designation over portions of Vanderbilt Avenue to allow for the permanent development of a partially pedestrianized street.

    Manhattan Off ce Market 3 RD QUARTER 2016 REPORT A NEWS RECAP AND MARKET SNAPSHOT Pictured: 200 Park Avenue South Looking Ahead Tax Plan Proposal Could Potentially Help Leveraged RE Firms An emerging tax plan proposed by Republican candidate Donald Trump could reportedly benef t debt-laden real estate companies by coupling 2-policies — letting businesses deduct interest and allowing expensing, or immediate write-offs, for investments in equipment and buildings. The proposal would “provide negative tax rates for investments f nanced with debt, creating incentives for companies to pursue projects that wouldn’t make sense economically without the tax benef ts.” Currently tax law requires businesses to spread the deductions over multiple years, but under Trump’s proposed plan “a business would be able to generate signif cant losses in the f rst year of an investment and then generate ongoing interest deductions. Those losses could be carried forward and used to offset future income.” It is reportedly the intended goal of the tax plan, which is still a work-in-progress, to “tie expensing to job creation and new investment and not, for example, purchases of existing leveraged real estate portfolios,” according to reported comments by a Trump advisor. Interest Deductions: The pairing of an end to interest deductions and expensing is typically done to prevent giving an extra subsidy according to some sources, however it is anticipated that the taking away of interest deductibility would make it hard for businesses to capitalize; and with that in mind Trump had proposed an unspecif ed “reasonable cap” in an earlier proposed tax plan.
