Due to technical issues, Vice-Chair Councillor Coad will Chair the meeting. Climate Change and Calculating the Carbon Footprint of Communities – video from Peter LeFort The presentation/ video will be available via the Hayle& St Ives Network page. Discussions/ comments (will be relayed to Peter for response): • Do you subtract renewable electricity production from consumption? Any further questions can be emailed direct to Peter LeFort: [email protected] The Local Family Partnership and the Hayle Family Hub - Helen Salmon, the Cornwall Council Early Help Locality Manager Helen gave a summary of the Local Family Partnership and the current works. • When services return to face-to-face delivery the team will look to continue with virtual interaction to enhance service delivery. • Supporting settings – looking at working with the identified schools, Young People forum. • Children Centres have developed into Family Hubs. Penwith has a smaller amount and the rurality makes accessing the building more difficult – looking at developing a pop up approach. • Hayle Hub to be gradually re-opened and St Ives to have a pop-up hub at the community room at St Johns in the Field. • Offer from Helen to anybody who would like to see the Hayle Hub which has had recent improvements. Comments/ questions: • Sue James CC is the Cornwall Councillor sitting on the Local Family Partnership covering Penwith (Locality 1) - it was suggested a Cornwall Councillor from Hayle & St Ives CN is included on the Panel and a request for regular updates to the CNP. • Possible services in the St Johns in the Field – Money Matters advisor, Youth Workers, direct support for families and in the future looking to deliver parenting programmes, targeting workshops, Health Visitor Services. Helen offered to attend future meetings to provide updates. Community Network Highways Schemes - Rupert Spencer, Cornwall Council Highway & Environment Manager for West Cornwall Rupert introduced himself as recently taking the role of Community Network Highways Schemes, replacing Mike Peters. Expressions of Interest (EOI) were discussed – Previously circulated. Comments/ questions from the EOI report: Years 2 & 3 Expressions Of Interest No 1. Lethlean Lane, Hayle – update from today: currently looking at a pedestrian refuge. Page 2 of 5 Information Classification: PUBLIC No 4. Wheal Alfred, Hayle - the Feasibility study was sent with the agenda. Concerns were raised about the results. Rupert explained the feasibility study was completed by an independent organisation. No 6. Water Lane, Hayle – request for an update, Rupert to send to Councillor Buzza. Rupert Spencer No 10. Vanessa and Councillor Taylor are reviewing alternative funding from a local development. No 15. Connor Downs footway – no update received from the Parish. Councillor Pollard suggested exploring a contribution from the newly approved development towards the Vanessa funding of a footpath. Councillor Coad suggested contacting the Planning Department to log Luckwell concerns. Vanessa to follow up with the Clerk. Year 4 Expressions Of Interest St Erth Parish Council added 3 EOI’s: • Causeway/ Chenhalls Road junction – concerns regarding large vehicle turning – suggested low bridge sign on the causeway. • Sign to direct cyclists on the cycleway (Causeway). • Drop kerbs for the safe crossing between Trehayes Meadow and Tredrea Lane. Councillor Coad suggested the Year 4 EOI’s, including the 3 from St Erth Parish Council, are combined for one vote to take place. This was agreed. Name Issue Estimated cost 1. Please note that it will depend upon an up to date speed reading as if the speeds recorded are high, it will likely require accompanying engineering works to be effective i.e. build-outs, speed cushions which could raise the cost by a further significant sum perhaps a further £8k. 24mph or less signs would mean no need for extra works. * TRO 3. Church Road, Lelant Expression of interest received from £3k Parking restrictions Cllr Taylor. Parking causing difficulties for residents and concerns for emergency services access. Page 3 of 5 Information Classification: PUBLIC Household consultations held in the area with a positive response for parking restrictions. Double yellows on the left at the top down to junctions + other junction corners. *TRO 4. Carbis Bay residential Expression of interest received from £4K area parking Cllr Taylor. restrictions Cllr Taylor has been received by many residents living near the beach who have problems getting to their properties. The issue appears to be people parking in residential roads to go to the beach. A local consultation has been carried out. Discussion have been had with the Highways Manager and a parking zone has been explored and ruled out. Double yellow lines considered to be the best option. Residents from Park- an-Gonwin, Headland Close, Kenidjack and Pordenack have all made contact asking for these. Cllr Rita Lait expressed concerns from residents who have contacted her saying they do not want double yellows. * TRO 5. Sea Lane, Hayle Inconsiderate parking making access £2K difficult and at times impossible to Copperhouse Mews and the Brewery flats. * TRO 6. Lane at Rear of Lane used as access to garages and £1K Chapel Terrace, Hayle Foundry Market for stall holders. Double yellows cannot be used on a lane that is not enforceable. Signage can be installed. Between 1 and 4 with poles 7. Causeway/Chenhalls Signage regarding height and width of £1,200 road junction Bridge vehicles for railway bridge along signage Chenhalls road. 8. Causeway/Chenhalls Sign needed to direct cyclists to the £400 road junction cycle entrance to the cycle path towards path signage Hayle. Currently a cut though is being used. 9. Trehayes Meadow Dropped curb needed £5k and Tredrea Lane *Those that will be part of Transport Regulation Order (TRO) will go out to public consultation Total agreed £21,194 -£29,194 Total left in the budget for final year 4 round between £18,554-£36,554. Nancledra is waiting for speed monitoring – Rupert confirmed there is backlog from Covid19 for speed monitoring, but Radar Class monitoring is going ahead at present and Nancledra will be done.
