As the country that has been experiencing several changes of governmental system, especially after the coup of 1960, made Turkey as an attractive country to look at how they implement democracy. Democracy, which is the most widely used system in the world, has ups and downs in its application especially within Turkey that has long been ruled under the monarchy of Ottoman empire and republic party system, that considered as authoritarian before it leads to the coup of military. These cases refer to the development of democratization’s implementation within the country, and this paper will discuss how the waves and reverse waves of Turkey's democratization in the context of political parties’ participation in Turkish state's political stage, after the military coup in 1960 by implementing the theory of world’s democratization waves by Samuel P. • Assessment of Social Vulnerability Using Geographic Information Systems: Pendik, Istanbul Case Study
Assessment of Social Vulnerability Using Geographic Information Systems: Pendik, Istanbul Case Study Zeynep Haki, Zuhal Akyürek, Şebnem Düzgün Middle East Technical University, Natural and Applied Sciences, Geodetic and Geographic Information Technologies 06531- Ankara, Turkey [email protected], [email protected], [email protected] SUMMARY This study aims to develop a methodology to define vulnerable groups in terms of their social conditions for any possible hazard, with Geographical Information Systems (GIS) technology, in the case study area of earthquake-prone Pendik, Istanbul. In the calculation of social vulnerability certain indicators were estimated and used as criterion data. Criterion standardization, weighting and combining were accomplished by means of multi-criteria evaluation (MCE) methods, the theoretical background being based on the multi-attribute utility theory (MAUT). In order to avoid the subjectivity of the assessment, 10 more evaluations are utilized. The results show that, the income- and educational-level indicators are the most important factors in defining the social vulnerability. These outputs are supported with some explorative spatial data analyses to understand global trends and spatial interactions in order to be used in pre- and post-disaster planning. Besides, to determine the physical effects of basic services and transportation, some GIS Analyses are applied. The objectivity of the assessment and the complicated structure of the study data are discussed for an effective disaster management. The main outcomes of the methodology and its applications show that, the southwest part of Pendik is socially vulnerable to any possible hazard. KEYWORDS: Social Vulnerability Assessment, Pre- and Post-Disaster Planning, Disaster Management, Spatial Data Analysis, GIS, Pendik-İstanbul INTRODUCTION Natural hazards are the reality of today’s world, which considerably affect people’s living conditions.

  • The Christian Remains of the Seven Churches of the Apocalypse
1974, 3) THE BIBLICAL ARCHAEOLOGIST 69 The Christian Remains of the Seven Churches of the Apocalypse OTTO F. A. MEINARDU S Athens, Greece Some months ago, I revisited the island of Patmos and the sites of the seven churches to which letters are addressed in the second and third chap- ters of the book of Revelation. What follows is a report on such Christian remains as have survived and an indication of the various traditions which have grown up at the eight locations, where, as at so many other places in the Orthodox and Latin world, piety has sought tangible localization. I set out from Piraeus and sailed to the island of Patmos, off the Turkish coast, which had gained its significance because of the enforced exile of God's servant John (Rev. 1:1, 9) and from the acceptance of the Revelation in the NT canon. From the tiny port of Skala, financial and tourist center of Patmos, the road ascends to the 11th century Greek Orthodox monastery of St. John the Theologian. Half way to this mighty fortress monastery, I stopped at the Monastery of the Apocalypse, which enshrines the "Grotto of the Revelation." Throughout the centuries pilgrims have come to this site to receive blessings. When Pitton de Tournefort visited Patmos in 1702, the grotto was a poor hermitage administered by the bishop of Samos. The abbot presented de Tournefort with pieces of rock from the grotto, assuring him that they could expel evil spirits and cure diseases. Nowadays, hundreds of western tourists visit the grotto daily, especially during the summer, and are shown those traditional features which are related in one way or another with the vision of John.

TURKEY 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Turkey is a constitutional republic with an executive presidential system and a unicameral 600-seat parliament (the Grand National Assembly). In presidential and parliamentary elections in 2018, Organization for Security and Cooperation in Europe observers expressed concern regarding restrictions on media reporting and the campaign environment, including the jailing of a presidential candidate that restricted the ability of opposition candidates to compete on an equal basis and campaign freely. The National Police and Jandarma, under the control of the Ministry of Interior, are responsible for security in urban areas and rural and border areas, respectively. The military has overall responsibility for border control and external security. Civilian authorities maintained effective control over law enforcement officials, but mechanisms to investigate and punish abuse and corruption remained inadequate. Members of the security forces committed some abuses. Under broad antiterror legislation passed in 2018 the government continued to restrict fundamental freedoms and compromised the rule of law. Since the 2016 coup attempt, authorities have dismissed or suspended more than 60,000 police and military personnel and approximately 125,000 civil servants, dismissed one-third of the judiciary, arrested or imprisoned more than 90,000 citizens, and closed more than 1,500 nongovernmental organizations on terrorism-related grounds, primarily for alleged ties to the movement of cleric Fethullah Gulen, whom the government accused of masterminding the coup attempt and designated as the leader of the “Fethullah Terrorist Organization.” Significant human rights issues included: reports of arbitrary killings; suspicious deaths of persons in custody; forced disappearances; torture; arbitrary arrest and continued detention of tens of thousands of persons, including opposition politicians and former members of parliament, lawyers, journalists, human rights activists, and employees of the U.S.

  • Multi-Temporal Analysis of Urban Area Changes Using Built-Up Index
MULTI-TEMPORAL ANALYSIS OF URBAN AREA CHANGES USING BUILT-UP INDEX Sinasi Kaya1 and Bahadir Celik1 1Istanbul Technical University, Civil Engineering Faculty, Department of Geomatics Engineering, 34469, Maslak – Istanbul, Turkey Email: (kayasina, bcelik)@itu.edu.tr KEY WORDS: Normalized Difference Vegetation Index, Normalized Difference Built-up Index, Urbanization ABSTRACT: The population of Istanbul has increased rapidly in the last three decades similar to other metropoles of the world. While the population in 1980 was around 4.7 million, it exceeded to 15 million in 2015. The city has been affected from population growth and rapid urbanization, and the land cover/use characteristics of Istanbul changed very fast. In consequence of unplanned urbanization, rapid land use/cover changes caused heterogeneity in urban texture. Increasing urbanization and spatial expansion of the urbanized areas caused land changes from natural landscapes to impervious surfaces. This paper aims to determine the multi-temporal change of urban texture in Istanbul metropolitan area using Normalized Difference Vegetation Index (NDVI) and Normalized Difference Built-up Index (NDBI) focusing on district level. The study was conducted using Landsat TM images of Istanbul respectively acquired in 1984, 2002 and 2011. An automated water extraction index (AWEI) is used to extract water bodies from study area. To obtain district level index images, all derived index images are clipped using the district administrative borders. The results indicate that significant increase in impervious surfaces is identified along with a considerably decrease in vegetation in some districts of Istanbul between 1984 and 2011. 1. INTRODUCTION One of the main problems of the world is increasing population.

Although the intensity of the efforts varied greatly, place name change would continue through the end of the Ottoman Empire and on into the Republic of Turkey. By 1968, when a volume containing all the changes was published by the Interior Ministry, roughly thirty percent of settlement names in Turkey had been changed. Renaming continued sporadically until the 1990s. This thesis inquires into these attempts at name change in Turkey with a focus on how people responded to the changes in their everyday lives. The value of place names as formulated in human and cultural geography is explored in order to determine why people may have rejected or accepted the state imposed names. Place name change, rather than being approached solely as a nation-building project motivated by Turkification, is also considered as being a technique of governmentality.

The end of the Cold War and the dis- solution of the former Yugoslavia in the 1990s and the subsequent violence were decisive points in Turkish foreign policy. New openings toward southeast Europe and the creation of new states greatly transformed the foreign policy strategies of Turkey, which was aiming for far-reaching political impact.
