Stroud Core Strategy Preferred Options Document Reference No. : PT28022A (final version 2/3/2012) 1.0 Purpose of Report 1.1 To update Members on the Preferred Options for Stroud District Council’s emerging Core Strategy and to provide a response to it from Gloucester City Council. 2.0 Recommendations That Planning Policy Sub-Committee is asked to RECOMMEND that: 2.1 Council responds to the Stroud Core Strategy on the points set out in Section 7, which in summary raises the following issues: (i) Gloucester City Council welcomes the opportunity to comment on Stroud’s Core Strategy. (ii) The Council be supported in principle in its proposals to meet its full housing requirement as identified in the document of 9,350. (iii) That the City Council strongly objects to the continued extension of the urban area of Gloucester through the additional proposal for 500 to 750 new dwellings at Hunts Grove. This is not justified and conflicts with the emerging Joint Core Strategy for Gloucester, Cheltenham and Tewkesbury. (iv) Stroud and Gloucester City continue to work together on cross boundary issues as part of the Statutory Duty to Cooperate, particularly in respect of continuing to align the evidence base supporting the development plans of each authority.. (v) Stroud’s Preferred Option document is not based upon all the evidence available in that it promotes an urban extension to Gloucester City as the most sustainable choice for addressing its own housing need. The evidence is contrary to this and illustrates that an urban extension at this location is unlikely to meet the housing needs of Stroud. PT28022A 1 (vi) Stroud’s Preferred Option does not adequately deal with employment provision and relies upon Gloucester City to provide employment opportunities for its resident population. While Gloucester City is key location for employment in the County Stroud’s Core Strategy should not rely on the City and its JCS partners to provide employment opportunities to support its housing allocations. (vii) The Preferred Option document should be supported in its assessment of alternatives around the south of Gloucester in so far as it identifies the area of Whaddon and Hardwicke as unsustainable locations for development. This is consistent with the evidence prepared by the Joint Core Strategy authorities. (viii) The Council objects to the identification of major development locations with no supporting evidence on infrastructure provision. It is not made clear how these locations can be supported without sight of an Infrastructure Plan. (ix) That Stroud Council undertake an assessment of its strategy and alternatives using all the evidence available to it, particularly the Gloucestershire Affordability model. 2.2 Council agrees to hold a Special Council Meeting on 10 September 2012 to consider the Preferred Options Document for Gloucester, Cheltenham and Tewkesbury Joint Core Strategy. 3.0 Background 3.1 Stroud published its Preferred Option consultation document on 6th February and has invited Gloucester City as a statutory consultee to respond to its contents. The publication of its preferred option follows the previous consultation undertaken in 2010 on its alternative options document, to which the City Council formally responded. Stroud District Council propose to publish a further document for 6 weeks on its emerging Core Strategy in July/August 2012 and submit it for independent examination in November 2012. It is therefore important that the Council responds to this consultation accordingly and subsequent opportunities leading up to examination in 2013. 3.2 The Core Strategy is also accompanied by a Sustainability Appraisal and an extensive evidence base on a range of subjects, all of which are available for comment. 3.3 In progressing its Core Strategy, Stroud must be able to demonstrate at examination that it is ‘sound’ against the tests set out currently in Planning Policy Statement 12 (PPS12). These are that the strategy must be: • JUSTIFIED (based upon robust and credible evidence and be the most appropriate strategy when considered against all the reasonable alternatives • EFFECTIVE (Deliverable, flexible and able to be monitored • CONSISTENT WITH NATIONAL POLICY PT28022A 2 3.4 The Government is, however, proposing to replace PPS12 with the National Planning Policy Framework later this year. While the contents of the final National Planning Framework are not known during the preparation of this response, the consultation document retained the above tests as well as an additional test of: • POSITIVELY PREPARED ( the plan should be prepared based on a strategy which seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is practical to do so consistently with the presumption in favour of sustainable development.) 3.5 The City Council must therefore in its response consider where the Core Strategy either achieves or fails to achieve one of these tests. 4.0 Introduction to Stroud Core Strategy Preferred Options 4.1 The consultation document is set out in Appendix 1 to this report and the following sections of this report provide an overview of the contents of the document in relation to its impact on Gloucester City. Housing and Employment Requirements 4.2 The consultation document sets out a preferred development strategy for the District for housing and employment growth. For housing requirements it sets out that the housing and demographic evidence supports a range of dwellings requirements that should be provided for over the plan period of 2006 to 2026. These are: • 9,100 new homes based upon the Regional Spatial Strategy Proposed Changes 2008 • 9,350 new homes based upon 2010 Department of Local Government Household Projections, or • 9,730 new homes based upon the locally derived Gloucestershire County Council Projections. 4.3 In response to the above sources of evidence and in recognition that it is now the responsibility of local authorities themselves to now identify and justify their own housing requirement themselves, Stroud Council has set out that it intends to meet its full housing requirement in accordance with the data provided by the Department of Local Government projections. This is the figure of 9,350 above. For this and while the City Council has grounds to object to the manner in which Stroud Council is proposing to deliver its housing requirement, Stroud should be supported in its attempt to meet what it has set out to be its objectively assessed full housing and demographic requirement. 4.4 In seeking to deliver the 9,350 new homes over the period of 2006 to 2026, Stroud has taken into account the number of new homes already delivered in the period 2006 to 2010, along with the number of new homes that already have planning permission. This equates to 6,230 homes. Therefore to achieve the 9,350, the Council only needs to identify locations to deliver a remaining figure of some 3,120 new homes. PT28022A 3 4.5 In terms of employment, Stroud is proposing that it delivers an “employment- integration strategy” whereby the aspiration is to deliver two jobs for every allocated home as a fundamental element of the emerging strategy. On this basis it is seeking to deliver some 6,100 new jobs from allocations. While this is a respectable position to take with regard to new housing provision the City Council has reason to raise issue with this approach as set out later in this report. Proposed Strategy for the Distribution of Housing and Employment 4.6 The proposed strategy for the distribution of homes and employment in Stroud follows consultation on a number of alternatives previous published in 2010. From these alternatives, the consultation document sets out that the preferred approach is one that incorporates elements from a number of options rather than adopting a single option from those previously consulted upon. However of relevance to Gloucester City, the document sets out that it has considered a number of options for accommodating some of its housing requirement on the edge of Gloucester City at either Hunts Grove, Hardwicke or Whaddon. From these it identifies that the most appropriate location to accommodate new development is through an extension to Hunts Grove of 500 to 750 new homes. No additional employment is identified in association with this level of new homes. 5.0 Implications for the strategy for Gloucester City 5.1 This section sets out the implications of the current preferred options document published by Stroud Council and forms the basis for the comments set out in Section 7 of this report. 5.2 The City Council has long argued that extensions to the City southwards by Stroud District Council are unsustainable and contrary to the strategy being pursued by the City Council in its planning strategies, the most recent of which is the Joint Core Strategy. This is being prepared with neighbouring authorities of Cheltenham and Tewkesbury and it is proposed that all three authorities hold a Special Council Meeting on 10th September 2012 to consider the Preferred Options Document. On this basis the City Council objects to the continued further extension of the urban area of the City southwards through the Stroud Core Strategy as it is contrary to the strategy being progressed by the City Council and will have demonstrable negative effects on the City as a whole. Therefore it expects Stroud to comply with the statutory Duty to Cooperate in cross boundary planning in formulating its strategy and be able to demonstrate that the proposals are not detrimental or contrary to the City’s strategy.
