UCLA-First 5 LA Oral Health Program

The UCLA-First 5 LA Oral Health Program was launched in July 2012 under the leadership of Program Director Dr. James Crall, DDS, ScD and the sponsorship of First 5 LA. The program is comprised of two initiatives centered on promoting oral health for County’s 0-5 year old population: the 21st Century Dental Homes Project, which began in 2012, and the Children’s Dental Care Program, which was launched in March 2013.

Twelve Federally Qualified Health Centers (FQHCs) were selected to participate in the Dental Home Project, whose goals are to improve the capacity of FQHCs/Community Health Centers to provide quality oral health care for young children and pregnant women, and to increase parents’ and caretakers’ awareness of the importance of oral health and oral health care for young children. Specific aims for the Dental Home Project include: • Training and engaging dental and medical primary care providers to deliver evidence- based oral health care for young children; • Providing quality oral health care for an additional 13,000 0-5 year olds at participating LA County FQHCs/Community Health Centers; • Improving the quality and efficiency of oral health care delivery within clinics; and • Reducing children’s risk of tooth decay through preventive services, parental education and community outreach.

In 2013, the Children’s Dental Care Program was launched and brought 10 additional clinics, including 8 additional FQHCs/FQHC “look-alikes,” into the UCLA-First 5 LA Oral Health Program. Goals of the Children’s Dental Care Program include: • Increasing access to dental and oral health care for 40,000 preschool-age children in Los Angeles County; and • Improving the capacity of community clinics to deliver quality oral health care to young children, increasing parents’ and child care providers’ awareness of the importance of oral health care for young children, and developing a sustainable community dental home model. The UCLA-First 5 LA Oral Health Program has engaged and supported its participating health centers through on-and off-site trainings, funding for pediatric dentists and Community Dental Home Coordinators at each site, encouraging community outreach and partnerships, and providing opportunities to take part in the program’s Quality Improvement Learning Collaborative (QILC). The QILC brings a team of expert faculty and advisors together to teach participating clinic teams about quality improvement concepts and techniques that help promote integration of medical and dental oral health care and foster improvements in risk-based care delivery.
