COMPREHENSIVE PLAN COUNTY OF RIO ARRIBA Adopted January 24, 2008 Amended and Adopted July 29, 2010 Amended and Adopted December 23, 2014 Prepared By: Planning and Zoning Department COMMISSIONERS Danny J. Montoya Board of County Commissioners District II COUNTY MANAGER RESOLUTION NO. 2015-041 Tomas Campos, III A RESOLUTION AMENDING AND ADOPTING THE 2014 RIO ARRIBA COUNTY COMPREHENSIVE PLAN WHEREAS, thea Comprehensive Plan is a goal-oriented strategy and goal oriented tool that is a living document which is designed to guide the County over during the next five Comment [VF1]: years; and, WHEREAS, an approved Comprehensive Plan is an advisory document of the County that establishes a basis for the regulations and programs necessary to manage current and future development within the County; and, WHEREAS, thea current Comprehensive Plan serves as a catalyst for future funding of County projects at the State and Federal level; and, WHEREAS, the Comprehensive Plan does not change any existing, nor create any new laws, regulations, or requirements; and, WHEREAS, the County acknowledges the value of comprehensive having guidelines covering a comprehensive range of elements including land and water, natural resources, transportation, housing, health, economic development, community facilities and infrastructure, and hazard mitigation; and, WHEREAS, Planning and Zoning staff have engaged with community members and stakeholders since September 2014 to identify issues, establish goals, and to recommend specific implementation strategies; and, WHEREAS, local radio, the county website and informational flyers were used to solicit input and community participation; and, WHEREAS, County several community meetings were hosted throughout the county by County staff whereby residents provided valuable input constituting the bulk of the proposed amendment recommendations through a series of town halls; and, 1 WHEREAS, the Planning and Zoning Committee and the Board of County Commissioners conducted public hearings to solicit input and from residents, as well as to review the Plan; and, WHEREAS, the Planning and Zoning Committee on December 123, 2014 has recommended the 2014 Rio Arriba County Comprehensive Plan be adopted and used as the planning document for the Rio Arriba County Board of Commissioners. NOW, THEREFORE, BE IT RESOLVD BY THE COUNTY OF RIO ARRIBA THAT: 1. The County of Rio Arriba does hereby amend and adopt the ―2014 Rio Arriba County Comprehensive Plan‖ on December 23, 2014, as a guideline for the future development of the County; and, 2. The Plan is a fluid working document, subject to annual review and a five year updatesing to ensure it reflects the evolving vision of the Countythat it continues to depict the desired vision for the county. Appendix ………………………………………………………………………118 5 INTRODUCTION The Comprehensive Plan is a an official public document adopted by the County of Rio Arriba to provide guidance in guidance in decision- making regarding the health, safety, quality of life and infrastructure developphysical development of its residentsthe county. The Comprehensive Plan illustrates, useswith both words and graphics to illustrate, 5-20 year how the community planning strategies is being planned to develop over the next 5- 20 years, b. It is a process that bridginges the gap between where Rio Arriba is we are today and its where we projected would like to be in the future. By establishing a framework of community values, goals and objectives, Ccommunity needs have been are determined through public meetings and input provided by residents, business owners, property owners and other stakeholders at public meetings. The plan identifies the major goals and strategies to be used in future planningdefining the direction in which the Board of County Commissioners should steer the County. The Comprehensive Plan identifies a County-wide community mission and vision incorporated into along with seven planning elements. Elements of the Plan include Natural Resources, Land Use, Economic Development, Housing, Community Facilities & Infrastructure, Transportation, and Hazard Mitigation. Each element consists of a set of goals and implementation strategies. The Plan is a ―living‖ document that is intended to be updated every five (5) years and amended every two (2) years as programs and regulations are implemented and conditions within the County change and evolve. The 2008 Rio Arriba County Comprehensive Plan was funded through a planning grant provided by the Local Government Division of the New Mexico Department of Finance and Administration. The Rio Arriba County Comprehensive Plan was amended and adopted in July of 2010 and is now being amended and adopted in 2015. This revision will keep the planning document for the county on track for any potential funding opportunities at the State and Federal level. 6 MISSION "PROTECTING WHAT'S YOURS" Rio Arriba County will use its constitutional powers to provide for the safety, preserve the health, promote the prosperity and improve the morals, order, comfort and convenience of the inhabitants of Rio Arriba County. VISION Rio Arriba County is a unique rural area where generations of families have chosen to live and new neighbors arrive every day. By encouraging quality education and diverse economic opportunities, Rio Arriba County will enhance and strengthen our traditional land-based communities, customs and cultures and improve our quality of life. We will develop housing, education and business-friendly environments that create prosperity and a bright future for our youth. Irrigated agriculture will protect our precious water and natural

These congressionalauthorizations determine what and how much water can be stored, the purposesfor which water can be stored, and when and how it must be released. Water may be storedfor a variety of purposes such as flood control, conservation storage (storing the natural flow of the river for later use, usually municipal or agricultural),power production, sediment controlfish and wildlife benefits, or recreation.     Improving River Management for People & Wildlife he Rio Chama is a river of both beauty and significance that rises in the San TJuan Mountains and flows 130 miles to its confluence with the Rio Grande. It runs through spruce and pine-clad slopes, colorful sandstone mesas and rich farming valleys. As the largest tributary in the upper Rio Grande basin, its flows have long supplied water to ancient pueblo people, traditional acequias and modern users, here and throughout the Rio Grande Valley. During the past century, the river became the subject of intensive water development. El Vado (1935), Abiquiu (1963) and Heron (1974) reservoirs captured the abundance of spring runoff to regulate water supplies throughout the year. Legal regimes have thus grown up to govern the division of the Chama’s water, transforming the river from dependency on local and natural forces to one whose flows now respond to a complex of distant administrative mandates. SUSAN KELLY, IRIS AUGUSTEN, JOSHUA MANN & LARA KATZ* History of the Rio Grande Reservoirs in New Mexico: Legislation and Litigation" ABSTRACT Nearly all of the dams and reservoirson the Rio Grandeand its tributaries in New Mexico were constructed by the federal government and were therefore authorized by acts of Congress. These congressionalauthorizations determine what and how much water can be stored, the purposesfor which water can be stored, and when and how it must be released. Water may be storedfor a variety of purposes such as flood control, conservation storage (storing the natural flow of the river for later use, usually municipal or agricultural),power production, sediment controlfish and wildlife benefits, or recreation. The effect of reservoir operations derived from acts of Congress is to control and manage theflow of rivers. When rivers cross state or other jurisdictionalboundaries, the states are very mindful of the language in the congressional authorization.

    Accountability in Government Selected Performance Highlights Third Quarter, Fiscal Year 2019 Background Pursuant to the Accountability in Government Act (AGA), quarterly reports are required of key state agencies, including performance measures and targets approved for each fiscal year by the Department of Finance and Administration (DFA) in consultation with LFC, as well as other measures agencies consider important to operations. Throughout March and April LFC analysts conducted a detailed review and evaluation of key agency performance reports and performance measures to identify where improvement is needed in reporting and measuring for results. The review found that most agency performance measures are generally good to very good. There are a few agencies that need more work than others, and now that these have been identified, LFC will be working together with DFA and agencies to improve. On the other hand, LFC found the quality of agency reporting could stand significant improvement. LFC proposes to work together with DFA and agencies to help advance agency reporting and place more focus on the ways in which agencies make use of their data to manage for performance. In this quarter’s packet, a single page overview of each agency’s performance reporting is included behind each report card. The overviews rate agency performance reports and performance measures using the criteria the LFC publishes each year in Volume 1. A copy of the criteria and a spreadsheet with all agencies are located at the end of the packet. Agency performance measures are listed in tables in the body of the report cards, along with a green, yellow, or red rating that indicates how well the agency is progressing in meeting its performance targets.
