One can instinctively think of neo-colonialism but there is no such thing as neo-settler colonialism. ———Lorenzo Veracini (2010: 100). WHAT’ S IN A NAME? It is rare in popular usage to distinguish between imperialism and colonialism. They are treated for most intents and purposes as synonyms. The same is true of many scholarly accounts, which move freely between imperialism and colonialism without apparently feeling any discomfort or need to explain themselves. So, for instance, Dane Kennedy defines colonialism as “the imposition by foreign power of direct rule over another people” (2016: 1), which for most people would do very well as a definition of empire, or imperialism. Each of these entities includes very different territories, with different legal statuses and varying forms of self-administration and constitutional linkages with the UK. However, they also share similarities and challenges that enable an analysis of these territories as a complete set. The incomplete sovereignty of the Crown Dependencies and BOTs has entailed that all these territories (except Gibraltar) have not been allowed to participate in the 2016 Brexit referendum or in the withdrawal negotiations with the EU. Moreover, it is reasonable to assume that Brexit is not an exceptional situation. In the future there will be more and more relevant international issues for these territories which will remain outside of their direct control, but will have a direct impact on them. Thus, if no adjustments are made to their statuses, these territories will have to keep trusting that the UK will be able to represent their interests at the same level as its own interests. The Impact of the Second World War on the Decolonization of Africa Erin Myrice 2 “An African poet, Taban Lo Liyong, once said that Africans have three white men to thank for their political freedom and independence: Nietzsche, Hitler, and Marx.” 1 Marx raised awareness of oppressed peoples around the world, while also creating the idea of economic exploitation of living human beings. Nietzsche created the idea of a superman and a master race. Hitler attempted to implement Nietzsche’s ideas into Germany with an ultimate goal of reaching the whole world. Hitler’s attempted implementation of his version of a ‘master race’ led to one of the most bloody, horrific, and destructive wars the world has ever encountered. While this statement by Liyong was bold, it held truth. The Second World War was a catalyst for African political freedom and independence. -

Yet scattered across the globe, remnants of former colonial empires are still non-sovereign as part of larger metropolitan states. There is little drive for independence in these territories, virtually all of which are small island nations, also known as sub-national island jurisdictions (SNIJs). Why do so many former colonial territories choose to remain non-sovereign? In this paper we attempt to answer this question by conducting a global comparative study of non-sovereign jurisdictions. We start off by analyzing their present economic, social and political conditions, after which we assess local levels of (dis)content with the contemporary political status, and their articulation in postcolonial politics. We find that levels of discontent and frustration covary with the particular demographic, socio- economic and historical-cultural conditions of individual territories. While significant independence movements can be observed in only two or three jurisdictions, in virtually all cases there is profound dissatisfaction and frustration with the contemporary non-sovereign arrangement and its outcomes. Instead of achieving independence, the territories’ real struggle nowadays is for obtaining ‘true equality’ with the metropolis, as well as recognition of their distinct cultural identities. -

eSharp Historical Perspectives Writing Another Continent’s History: The British and Pre-colonial Africa, 1880-1939 Christopher Prior (Durham University) Tales of Britons striding purposefully through the jungles and across the arid deserts of Africa captivated the metropolitan reading public throughout the nineteenth century. This interest only increased with time, and by the last quarter of the century a corpus of heroes both real and fictional, be they missionaries, explorers, traders, or early officials, was formalized (for example, see Johnson, 1982). While, for instance, the travel narratives of Burton, Speke, and other famous Victorians remained perennially popular, a greater number of works that emerged following the ‘Scramble for Africa’ began to put such endeavours into wider historical context. In contrast to the sustained attention that recent studies have paid to Victorian fiction and travel literature (for example, Brantlinger, 1988; Franey, 2003), such histories have remained relatively neglected. Therefore, this paper seeks to examine the way that British historians, writing between the Scramble and the eve of the Second World War, represented Africa. It is often asserted that the British enthused about much of Africa’s past. It is claimed that there was an admiration for a simplified, pre-modern existence, in keeping with a Rousseauean conception of the ‘noble savage.’ Some, particularly postcolonialists such as Homi Bhabha, have argued that this all added a sense of disquiet to imperialist proceedings. Bhabha claims that a colonizing power advocates a ‘colonial mimicry’, that is, it wants those it ruled over to become a ‘reformed, recognizable Other, as a subject of difference that is almost the same, but not quite’. -

New World Order Neo-Colonialism: A Contextual Comparison of Contemporary China and European Colonization in Africa by Osman Antwi-Boateng, Ph.D. Assistant Professor of Political Science and International Relations Department of Political Science, College of Humanities and Social Science United Arab Emirates University, Al Ain [email protected] Abstract This research argues that although past European colonialism of Africa and ongoing Chinese engagement in Africa share similarities in motivation and goals, there are significant differences in strategies. Hence, unlike the direct European colonial control of Africa, China has resorted to indirect modes of engagement such as bilateral trade agreements and investments. Third, externally, China is restrained by a new world order shaped by international norms and institutions that guards statehood and sovereignty. And further, it is argued that internally, China is restrained by its history/identity as a developing country, domestic politics and the lessons learnt from past European colonialism. Thus, China is a neo-colonialist entity devoid of unbridled territorial control and direct political and economic control of African nations. Introduction This research attempts to answer the research question of “how current Chinese engagement with Africa compares with past European colonialism of the continent?” It achieves this via a historical comparison of European colonialism, using the British and French colonial models against the ongoing Chinese engagement in Africa. Thus, a critical assessment of the aforementioned factors, leads to the logical characterization of China’s engagement with Africa as neo-colonialism, devoid of the unbridled territorial control and its attendant direct political and economic control of African countries.
