An initial stage 1 RAG assessment was undertaken for the proposal, however it was concluded that the site should not be taken forward for inclusion within the Housing SG. There are a number of natural and built environment constraints, which were identified through the consultation process, including the following; - Presence of an Ancient Woodland Inventory within the site, which results in a major biodiversity risk; - Prime Quality Agricultural land within the site; - Adjacent to the River Tweed SAC and SSSI; - Flood Risk Assessment would be required; - Adjacent to the Conservation Area; - Limited access to public transport and employment; - Roads Planning Officer cannot support the proposal; and - Potential for EPS (bats and breeding birds). Overall, taking the above into consideration, it is not considered that the proposal would be in keeping with the existing linear settlement pattern evident within Allanton, nor would respect the character of the existing village or the Conservation Area. There is potential that such an allocation would result in an adverse impact upon the natural and built environment as highlighted above. Furthermore, the Roads Planning Officer cannot support such a proposal. Therefore, given the above constraints within and adjacent to the site, the site will not be taken forward as a preferred/alternative option within the Main Issues Report. It extends from the A6089 to the north-east down to a minor public road to the south-west. It bounds agricultural land on its north-westerly and southerly sides, with Stell Wood to the north-west, Lodgehill Wood to the south, and Pickie Moss to the south-west. The nearest residential properties are located to the north east, Brownshall Lodge and Langrigs, situated on the opposite side of the A6089. Residential groupings are located to the south at Corsbie, Kirkhill and Legerwood, with groupings at Boon and Dods to the north-west and north. PROPOSED DEVELOPMENT This application originally sought planning consent for the erection of 12 no. 126.5m high wind turbines (2.3MW each), along with associated infrastructure including hardstandings, anemometer mast, substation building, construction compound and laydown area, access tracks, underground electricity connections and borrow pit.

The plan supports the Scottish Borders Community Planning Partnership aim of reducing inequalities by providing learning opportunities that result in: Improved life chances for people of all ages, through learning, personal development and active citizenship Stronger, more resilient, supportive, influential and inclusive communities. In Teviot and Liddesdale , people with an interest in CLD have been working towards this vision of Teviot and Liddesdale as a learning community: “A learning community seeks to address the learning needs of its locality through partnership. It uses the strengths of institutions, public, private and voluntary services, and community groups to enable young people and adults to achieve to their full potential. Learning communities use learning as a way to build community capacity, and to promote social cohesion, social inclusion, regeneration and economic development.” Learning in Scotland’s Communities, 2011 CLD Guidance and Regulations (Scottish Government, 2012 &13) place a duty on Scottish Borders Council to provide a 3 year plan for CLD.
